LAPO PISTELLI BIOGRAPHICAL NOTE Lapo Pistelli is Vice Minister at Foreign Affairs since May 2013. He is also a member of the Italian Parliament (Chamber of Deputies), elected in 2008 for the Italian Democratic Party. In the Italian Democratic Party he was the Head of the Foreign Affairs and International Relations Department until May 2013. During previous legislatures (1996-2001 and 2001- 2004) he was also a member a member of the Committee on Foreign Affairs, Constitutional Affairs and a member of the Organization for Security and Cooperation in Europe (OSCE) Parliamentary Assembly. From 2004 to 2008 he was elected as a member of the European Parliament, where he served both as Head of the Italian Delegation and as a member of three Committees (Foreign Affairs; Financial and Economic Affairs; Civil Liberties, Justice and Home Affairs). While at the European Parliament, he was also President of the Delegation of the European Union-South Africa for two years. In Italy, he is a member of the Board of the IAI (International Affairs Institute) and of the IPALMO (Institute for Relations of Italy with Africa, Latin America, and the Middle and Far East). Lapo Pistelli earned a Master in Political Science and International Relations from the University of Florence. NOTA BIOGRAFICA Lapo Pistelli è Vice Ministro degli Esteri dal maggio 2013. È inoltre Deputato al Parlamento Italiano, eletto nel 2008 nelle fila del Partito Democratico. È stato il Responsabile Affari Esteri e Relazioni Internazionali del Partito Democratico fino al maggio 2013. È stato Deputato al Parlamento Italiano dal 1996 al 2001 e dal 2001 al 2004. Durante i mandati parlamentari nazionali è stato membro della Commissione Affari Costituzionali, della Commissione Affari Comunitari e della Commissione Esteri ed è stato dal 2001 al 2004 membro della Delegazione parlamentare italiana presso l’OSCE (Organizzazione per la Sicurezza e la Cooperazione in Europa). Dal 2004 al 2008 è stato deputato al Parlamento Europeo, nel quale è stato membro della Commissione Esteri, della Commissione Affari Economici e Finanziari, della Commissione Libertà Civili, Giustizia e Affari Interni. Inoltre era Capogruppo della Delegazione italiana della Margherita ed, infine, è stato per due anni Presidente della Delegazione Unione Europea-Sud Africa. In Italia, è membro dello IAI (Istituto Affari Internazionali) e dell’IPALMO (Istituto per le relazioni tra Italia e i Paesi dell'Africa, America latina e Medio Oriente). Lapo Pistelli ha conseguito la laurea in Diritto Internazionale alla facoltà di Scienze Politiche “Cesare Alfieri” di Firenze. .

Biografia del Presidente del Consiglio Matteo Renzi Matteo Renzi nasce a Firenze nel gennaio 1975 e cresce a Rignano sull’Arno. Fin da giovanissimo vive l’esperienza scout, di cui si porterà dietro la voglia di giocare e di “lasciare il mondo un po’ migliore di come l’abbiamo trovato” (Baden Powell). Questo impegno segna fortemente anche gli anni del liceo, il “Dante” di Firenze, dove Matteo diventa rappresentante di istituto. Da studente universitario della Facoltà di Giurisprudenza contribuisce alla nascita dei “Comitati per Prodi”: è il suo primo impegno in politica. Lavora come dirigente nell’azienda di famiglia che si occupa di servizi di marketing, mentre prosegue l’impegno scout, come capo della branca R/S e come caporedattore della rivista “Camminiamo insieme”. Nel settembre del 1999 sposa Agnese, studentessa di Lettere, oggi insegnante nei licei fiorentini, e si laurea in Giurisprudenza con la tesi “Firenze 1951-1956: la prima esperienza di Giorgio La Pira Sindaco di Firenze”. È autore con altri del libro “Mode – Guide agli stili di strada e in movimento” e di “Ma le giubbe rosse non uccisero Aldo Moro”, insieme a Lapo Pistelli. Nel frattempo è segretario provinciale del Ppi e coordinatore de La Margherita fiorentina. Nel 2004 viene eletto Presidente della Provincia di Firenze: durante il suo mandato riduce le tasse in Provincia, taglia i costi dell’Ente e aumenta gli investimenti in cultura e ambiente. Nel 2008 decide di mettersi di nuovo in gioco: rifiuta la proposta del centrosinistra di candidarsi per un secondo mandato da Presidente della Provincia e il 29 settembre annuncia la sua candidatura alle primarie del Partito Democratico per la corsa a Sindaco di Firenze, con lo slogan “O Cambio Firenze o cambio mestiere e torno a lavorare”.

THE NEW GEOPOLITICS MAY 2020 EUROPE PLAYING WITH FIRE Italy, China, and Europe GIOVANNA DE MAIO BROOKINGS – ROBERT BOSCH FOUNDATION TRANSATLANTIC INITIATIVE PLAYING WITH FIRE Italy, China, and Europe GIOVANNA DE MAIO EXECUTIVE SUMMARY The most significant event for Italian foreign policy in 2019 was the signing of a Memorandum of Understanding (MoU) with China endorsing the Belt and Road Initiative (BRI), which marked a break in the ranks of G-7, raising important concerns from Washington that Italy would become an entry point for Chinese influence in Europe. In reality, Chinese investment in Italy’s key industries, including energy and telecommunications, has been growing since 2013. Chinese foreign direct investment in Italy is also significantly lower than in other major European economies such as Germany and France, which have not endorsed the BRI but have secured important trade and investment deals with Beijing. Due to Italy’s difficulties in attracting investment because of high taxation and bureaucracy (among other factors), Italy’s decision to sign the MoU on the BRI is an attempt to gain advantages over its European competitors to attract Chinese investment and address longstanding economic stagnation. On top of these existing issues, the devastating economic impact of the COVID-19 pandemic (a 9.1% drop in GDP for 2020 is forecast by the International Monetary Fund) risks pushing Italy further into China’s arms. There are indeed mechanisms on both national and European levels to protect against foreign investment in strategic sectors, while different views on China in the Italian political landscape have led to more decisive actions to restrict the development of a 5G wireless network through Chinese technology.
