  • No. 32 Department of Defence
Defence Submission to the Standing Committee on State Development Inquiry into Defence Industry in New South Wales Summary 1. Defence welcomes the New South Wales (NSW) Government’s and Parliament’s interest in strengthening local defence industry to support Australia’s defence and national security. With the release of the 2016 Defence White Paper, Integrated Investment Program, and Defence Industry Policy Statement on 25 February 2016 and the Naval Shipbuilding Plan on 16 May 2017, there is clear direction to implement a major renewal of Defence capability and with it a strengthening of Australia’s defence industry. The scale and long-term nature of Defence’s requirements, including in areas such as the continuous naval shipbuilding programs, require a national approach and partnership between Defence and State and Territory Governments. 2. Australia’s industrial base is a fundamental enabler of Australia’s military capabilities, and an integral element of the nation’s defence. Defence welcomes the announcement of the NSW Government’s Defence and Industry Strategy – Strong, Smart and Connected and the establishment of Defence NSW. Defence also welcomes increasing collaboration between NSW and the Australian Capital Territory (ACT) in the defence sector. 3. Through new and expanded policies and programs, Defence is supporting Australia’s defence industry to develop the right technology, skills and capabilities to meet Defence’s current and future needs. There are considerable opportunities for local defence industry to contribute to Defence, with accompanying economic and community benefits. Ensuring that NSW businesses are aware of the opportunities and can leverage the support available from Defence and the broader Commonwealth is an important objective for collaboration between Defence, the NSW Government, and NSW industry.

  • The Non-Human Reservoirs of Ross River Virus: a Systematic Review of the Evidence Eloise B
Stephenson et al. Parasites & Vectors (2018) 11:188 https://doi.org/10.1186/s13071-018-2733-8 REVIEW Open Access The non-human reservoirs of Ross River virus: a systematic review of the evidence Eloise B. Stephenson1*, Alison J. Peel1, Simon A. Reid2, Cassie C. Jansen3,4 and Hamish McCallum1 Abstract: Understanding the non-human reservoirs of zoonotic pathogens is critical for effective disease control, but identifying the relative contributions of the various reservoirs of multi-host pathogens is challenging. For Ross River virus (RRV), knowledge of the transmission dynamics, in particular the role of non-human species, is important. In Australia, RRV accounts for the highest number of human mosquito-borne virus infections. The long held dogma that marsupials are better reservoirs than placental mammals, which are better reservoirs than birds, deserves critical review. We present a review of 50 years of evidence on non-human reservoirs of RRV, which includes experimental infection studies, virus isolation studies and serosurveys. We find that whilst marsupials are competent reservoirs of RRV, there is potential for placental mammals and birds to contribute to transmission dynamics. However, the role of these animals as reservoirs of RRV remains unclear due to fragmented evidence and sampling bias. Future investigations of RRV reservoirs should focus on quantifying complex transmission dynamics across environments. Keywords: Amplifier, Experimental infection, Serology, Virus isolation, Host, Vector-borne disease, Arbovirus Background transmission dynamics among arboviruses has resulted in Vertebrate reservoir hosts multiple definitions for the key term “reservoir” [9]. Submission to Plan Melbourne Latrobe City Council Metropolitan Planning Strategy December 2013 Submission to Plan Melbourne – Metropolitan Planning Strategy December 2013 Submission to Plan Melbourne Metropolitan Planning Strategy December 2013 Introduction Latrobe City Council recognises and appreciates the integration of previous comments contained in its March 2013 submission to Melbourne – Let’s Talk about the Future. We again appreciate the opportunity to provide comment to Plan Melbourne – Metropolitan Planning Strategy (the Strategy). Latrobe Regional City is eastern Victoria’s employment hub and Gippsland’s regional capital. The City is currently going through a period of population growth with projections suggesting that the growth will continue in the longer term. In response to these population projections, the Minister for Planning has recently rezoned approximately 800 ha of residential land within the four main towns of Latrobe Regional City. The directions and initiatives set out in the Strategy will be instrumental in ensuring that Latrobe Regional City is acknowledged as being well placed to capture and provide liveable communities for the current and forecasted growth in both the economy and population in the Metropolitan area and Latrobe Regional City. In this context, Council strongly supports the vision of the Strategy , in particular the State of Cities model which will result in improved social, employment and infrastructure linkages between regional and metropolitan Victoria. We are pleased that the objectives of the Strategy align with those of our Council Plan 2013 – 17, including the provision of the best possible facilities, services, advocacy and leadership for Latrobe Regional City, one of Victoria’s four major regional cities.

  • Modelling Elevations, Inundation Extent and Hazard Risk for Extreme Flood Events
Modelling elevations, inundation extent and hazard risk for extreme flood events by Davor Kvo čka A thesis submitted to Cardiff University in candidature for the degree of Doctor of Philosophy Cardiff, 2017 Dedicated to my parents Marija Čoli ć and Milenko Kvočka i Abstract Abstract Climate change is expected to result in more frequent occurrences of extreme flood events, such as flash flooding and large scale river flooding. Therefore, there is a need for accurate flood risk assessment schemes in areas prone to extreme flooding. This research study investigates what flood risk assessment tools and procedures should be used for flood risk assessment in areas where the emergence of extreme flood events is possible. The first objective was to determine what type of flood inundation models should be used for predicting the flood elevations, velocities and inundation extent for extreme flood events. Therefore, there different flood inundation model structures were used to model a well-documented extreme flood event. The obtained results suggest that it is necessary to incorporate shock-capturing algorithms in the solution procedure when modelling extreme flood events, since these algorithms prevent the formation of spurious oscillations and provide a more realistic simulation of the flood levels. The second objective was to investigate the appropriateness of the “simplification strategy” (i.e. improving simulation results by increasing roughness parameter) when used as a flood risk assessment modelling tool for areas susceptible to extreme flooding. The obtained results suggest that applying such strategies can lead to significantly erroneous predictions of the peak water levels and the inundation extent, and thus to inadequate flood protection design.
