H. Chan School of Public Health, Professor of Department of Statistics at the Faculty of Arts and Sciences, Harvard University Abstract: COVID-19 is an emerging respiratory infectious disease that has become a pandemic. It was first detected in early December 2019 in Wuhan, China. Until April 30, COVID-19 has quickly spread to over 150 countries worldwide and infected more than 3.3 million individuals and caused 237,000 deaths globally. In this talk, I will first provide a historical overview of the epidemic in Wuhan. I will then provide the analysis results of 32,000 lab-confirmed COVID-19 cases in Wuhan to evaluate the effects of different public health interventions on controlling the COVID-19 outbreak, such as social distancing, isolation and quarantine, as well as summarizing the epidemiological characteristics of the cases. The results show that multi-faceted intervention measures successfully controlled the outbreak in Wuhan. I will next present the estimated effects of the social distancing measure using the data in Wuhan, USA and Europe on controlling the epidemic and the factors that are useful to consider for reopening. Strategies and challenges for different types of tests, such as PCR and antibody tests, and contact tracing will be discussed. Preliminary survey results of >500,000 participants of the HowWeFeel project on symptoms and health conditions in US will be presented. I will provide several take home messages and discuss priorities. Our goal is to provide a prediction model for the coming days and weeks to help policy makers in different countries address the epidemic outbreak and adjust the control policies to contain the spread of the severe acute respiratory syndrome coronavirus 2 (SARS-Cov-2) more effectively. Abstract: The transmission of infectious diseases depends on the social networks among people and the personal protections that people have taken before being exposed to the disease. Traditional epidemiological models assume homogeneous relationships in the social network. In this study, we propose a multiplex network framework for the modeling of the heterogeneous disease-behavior-information dynamics during epidemics, such as the ongoing COVID-19 pandemic. In this framework, people’s vulnerability to the disease is influenced by the transmissions of information, behavior, and disease in the social network. Analytical and simulation results are presented to validate the model.     Keynote Address Critical Findings on Nuclear and Renewable Energies: Reflections on Rainbow Energy, Environmental Protection and Safety in the Wake of Fukushima Nuclear Accident Way Kuo President and University Distinguished Professor City University of Hong Kong http://www6.cityu.edu.hk/op/bio_en.htm Abstract Nuclear energy now provides roughly 11 percent of the world’s electricity and 39 percent of global non-fossil fueled electric power generation. However, in spite of its impressive safety record since its commercial use in the 1950s, one can find some level of opposition to nuclear power everywhere it is used. There are risks associated with any electricity generation source. The use of coal, for example, has caused more human and environmental damage than nuclear energy. Under the current circumstances, when most renewable sources are still intermittent and not suitable for generating base-load power, the loss of nuclear power would mean increase of fossil fuels, leading to additional greenhouse gas emissions, which is a prospect we cannot afford to face. We should strike a balance between energy needs, economic growth, and safety and sustainability as each energy portfolio has its trade-offs. About the speaker Professor Way Kuo is President of City University of Hong Kong. Before he came to Hong Kong in 2008, he served on the senior management team at the Oak Ridge National Laboratory and as the Dean of Engineering at the University of Tennessee, Knoxville. In addition to being a member of the US National Academy of Engineering, he is a foreign member of the Chinese Academy of Engineering, a foreign member of the Russian Academy of Engineering, and a member of Academia Sinica in Taiwan.

    Soulware: The American Spirit in Global Higher Education Way Kuo City University of Hong Kong Abstract: The process of internationalization in higher education has enabled the rapid development of universities around the world. Many people have been learning the America’s higher education system. However, there is still a lack of what I refer to as proper “soulware”, i.e. a type of culture, mentality, professionalism, behavior and way of thinking; a certain quality among educators that needs to be cultivated. The comments made are timely and of value for a range of global stakeholders regarding issues facing the academic communities, as many universities awake to the realization that the demand for higher education is an increasingly global phenomenon. The cultivation of healthy soulware creates an innovative environment in which academics and students fulfil their potential so that universities are regarded as necessary rather than as ornaments for learning. Bio: Way Kuo is President of City University of Hong Kong and a Member of National Academy of Engineering. Previously, he served on the senior management team at Oak Ridge National Laboratory, as Dean of Engineering at the University of Tennessee, and Head of Department of Industrial Engineering at Texas A&M University. He worked for Bell Labs before assuming professorship at Iowa State University in the 1980s. A professor of systems engineering, electrical engineering, and nuclear engineering, he specializes in design for reliability of electronics and energy systems. He was the first foreign expert invited to conduct post-accident assessment on the safety of the Fukushima Daiichi Power Plant after the 2011 earthquakes in Japan.

Our upward trend in a range of ranking exercises for higher education reflects how our achievements have been recognised globally. Our Strategic Plan 2020–2025: World-class Research and Education serves as a roadmap for raising CityU’s levels of excellence in both research and education and in bringing benefits to the world. In particular, it identifies five interdisciplinary strategic themes – One Health, Digital Society, Smart City, Matter, and Brain – and a set of action plans. In a highly interconnected and complex world, a single discipline is often inadequate for seeking solutions to pressing global problems. That’s why at CityU, in order to contribute to creating a better world, we foster interdisciplinary research and promote diversity in a variety of methodological approaches. For example, around 70% of emerging infectious diseases among humans are closely related to animals. This is important to note because the current Covid-19 pandemic has emphasised strongly the importance of the One Health concept. Recognising the gap in knowledge, CityU founded the first world-class veterinary school in Asia, now named the Jockey Club College of Veterinary Medicine and Life Sciences, through which we promote scientific research into food safety and zoonotic diseases.
