Furthermore, protests under the banner of “STOPtheSteal”, a movement claiming interference and fraud during the Presidential elections in 2020 allowed Joe Biden to win, will be staged nationwide on November 14. Supporters of the movement will congregate outside the State Capitol buildings in several states at 12:00 (local time).

Assessments

1. Given precedent and the heightened sentiments over the recent election outcome, the anti- Trump and anti-Biden protests carry the elevated potential for unrest, particularly those by the Stop the Steal movement which could see the participation of armed protesters and members of militia groups. Counter-protests in reaction to both the Refuse Fascism and Stop the Steal protests are liable to manifest at the abovementioned locations and other urban centers. As such, clashes between protesters, counter-protesters, and security forces are likely to be observed at the aforementioned protests. 2. A bolstered police presence is expected in the vicinity of the protest locations to maintain public order with police likely to resort to forcible dispersal methods such as tear gas and water cannons to disperse crowds, including conducting mass arrests. Based on organizers’ estimates, the turnout for the protests is likely to range in the low hundreds to mid- thousands. Significant disruptions to travel are expected nationwide on November 14 with spontaneous demonstrations in major cities also cannot be ruled out.

Recommendations

Those operating or residing in the USA on November 14 are advised to avoid nonessential travel in the vicinity of the protest locations due to the elevated potential for unrest.
