This is the first interim response to your Freedom of Information Act (FOIA) request, originally received by the United States Secret Service (Secret Service) on January 21, 2021, for information pertaining to:

All records from December 1, 2020 to January 6, 2021 reflecting any plans for demonstrations, gatherings, disruptions, attacks, or riots in Washington, D.C. on January 6, 2021 that were identified by any DHS component—including without limitation the Office of Intelligence & Analysis (“I&A”) and the Federal Protective Service (“FPS”)—or other agencies through social media monitoring, threat assessments, or other means.

2. All records from December 1, 2020 to January 6, 2021 reflecting any tips, complaints, referrals, allegations, or reports submitted to any DHS component—including without limitation I&A and FPS—regarding planned demonstrations, gatherings, disruptions, attacks, or riots in Washington, D.C. on January 6, 2021.

3. All records from December 1, 2020 to January 6, 2021 reflecting DHS’s communication to other agencies—including without limitation the U.S. Capitol Police, the D.C. Metropolitan Police Department, the Federal Bureau of Investigation, the Department of Justice, or the Department of Defense—of the risks or threats posed by planned demonstrations, gatherings, disruptions, attacks, or riots in Washington, D.C. on January 6, 2021.

4. All records from December 1, 2020 to January 6, 2021 relating to any DHS component— including without limitation I&A and FPS—providing assistance or support to the U.S. Capitol Police, the D.C. Metropolitan Police Department, or any other agency in connection with the January 6, 2021 congressional session to count electoral votes..

This interim release consists of one hundred twenty-one (121) pages. Exemptions under the FOIA Statute, Title 5 U.S.C. § 552 have been applied where deemed appropriate.

Enclosed are the documents responsive to your request, as well as a document that explains the exemptions in more detail. Withheld information is pursuant to the exemptions marked below.

FREEDOM OF INFORMATION ACT SUBSECTIONS OF TITLE 5, UNITED STATES CODE, SECTION 552

Provisions of the Freedom of Information Act do not apply to matter that are:

(b) (1) (A) specifically authorized under criteria established by an Executive Order to be kept secret in the interest of national defense or foreign policy and (B) are in fact properly classified pursuant to such Executive order;

I just got off the phone with (b)(6); (b)(7)(C) egarding the event on Wednesday, 01/06. Much of the event is in flux and nothing has been approved by the White House.

As of now, the plan is for the event to run from 0900-1700 hours. POTUS time (should it be confirmed) would be from 1100-1200 (this is different what is listed on the run of show). The permit submitted to NPS is for 5000 guests, though (b)(6), expects closer to 10,000-15,000. The group will be launching a website tonight to gauge public interest. They do not plan on issuing tickets at this time. The event will be open press, and press will be required to pre-register and will be provided with specific credentials for the event.

There are approximately fifty nine (59) groups identified as potentially participating in First Amendment activities on January 6, 2021 at or around the White House Complex (WHC). The following group is permitted for the event on the Ellipse:Women For America First will assemble on the Ellipse on January 6, 2021 for a First Amendment demonstration to protest the results of the 2020 elections. Expected attendance is around 20,000 participants.There are numerous groups that are countering the main demonstrations. It should be noted that during previous events, there has been violence between groups in the Downtown DC area. January 6, 2021

On January 6, 2021, the third call for demonstration in support of President Trump took place in Washington, DC. An event was scheduled for President Trump to speak to the demonstrators on the Ellipse south of the White House. Approximately 25,000 participants were screened by Uniformed Division Officers and allowed into the event. Additional participants positioned themselves between the ellipse and the Washington Monument. President Trump arrived to speak to the participants and during his remarks, demonstrations started taking place at the US Capitol.

The following is a timeline of significant events occurring during the demonstration:

with a rifle / unfounded

Protective Intelligence Brief March for Trump

Background

Since the 2020 election, demonstrations have been organized nationwide advocating for President Trump and speaking out against the election results. In November 2020, a pro-Trump gathering in Washington, DC, resulted in an estimated 11,000 participants at Freedom Plaza, who marched to the Capitol and Supreme Court, and in December 2020, another pro-Trump gathering in Washington, DC, resulted in approximately 3,000 participants. The Pro-Trump protesters split between Freedom Plaza, the National Mall, the Capitol and the Supreme Court, with some individuals marching from one place to another, while others protested in one spot. For additional information, please refer to the PID After Action Talking Points the Million MAGA March After Action Nov 16 2020 (dhs.gov) and PID Briefing Document - March for Trump 12-12 Event (After Action).docx (dhs.gov) for additional information regarding these previous demonstrations.

The November and December demonstrations resulted in verbal and physical altercations between pro and anti-Trump demonstration groups, as well as numerous arrests. During the November 14, 2020, demonstration the Metropolitan Police Department (MPD) reported 21 arrests for assault, assault on a Police officer, possession of a weapon, disorderly conduct, and inciting violence. There were also seven firearms recovered by MPD during this event. The December 12, 2020, demonstration resulted in 33 arrests for assault on a police officer, simple assault, riotous acts, possession of a prohibited weapon (taser) and crossing a police line. MPD also reported during this event there were four people stabbed during an altercation, which included one MPD officer. All of the victims received non-life-threatening injuries and were treated and released.

Trump tweeted again on December 27, 2020, promoting the protest. As of December 30, 2020, social media indicated 5,989 participants plan to attend, and an additional 15,684 are interested.

Organizers

Stop The Steal (NRID), Million MAGA March (NRID), Women for America First (NRID), March for Trump (NRID), Proud Boys (RID), and other pro-Trump groups, along with private citizens, have promoted event pages for the event.

Stop The Steal is a loosely organized group which emerged on November 7, 2020, with the belief the election is being stolen from President Trump due to election fraud. The group began organizing demonstrations nationwide called "Stop The Steal." According to the website, invited speakers and featured guests for the January 6, 2021 event include Rep. Paul Gosar, Ali Alexander, Roger Stone, Rep- Elect Marjorie Greene, Rep. Lance Gooden, Rep-Elect Lauren Boebert, State Rep. Vernon Jones, State Rep. Mark Finchem, State Sen. Doug Mastriano, State Rep. Anthony Kern, and several others. One spokesperson from Stop The Steal, Ali Alexander (NRID), has encouraged followers to bring tents, sleeping bags, food, and water. Alexander claimed, "if DC escalates...so do we. Do not wear a mask. Stand with others bullied by staff." Twitter removed this tweet as it violated the spread of COVID-19 harmful information.

The Million MAGA March has been involved in organizing both large protests in November and December. The website was created early November prior to the first Million MAGA March, which spurred several social media groups and pages supporting this movement.

Women for America First is a pro-Trump, female led group. The group was the center of organization for both the November and December protests. The group plans to host a "March for Trump" bus tour from California to Washington, DC, arriving on the January 6, 2021.

Although March for Trump is listed as a group, several different smaller factions are listed under this name. The group name is considered more of a movement than an organization.

Proud Boys is a right-wing group founded in 2016 by Gavin McInnes as a "pro-Western fraternal organization." They are of record with USSS for demonstration activity since 2017; no civil disobedience or arrests have been recorded. Hotel Harrington, an alleged hangout/hotel for the Proud Boys, made a statement on December 28, 2020, announcing their closure from January 4-6, 2021, for "safety of visitors and employees." According to news media, four individuals were stabbed outside the hotel during the protests on December 12, 2020, when Proud Boys members clashed with counter protesters. Proud Boys' self-proclaimed chairman, Enrique Tarrio (NRID), made a statement on Parler regarding the closing of Hotel Harrington, claiming the Proud Boys outgrew the hotel and are planning on protesting during the January 4-6, 2021, time frame and will be staying at various other locations.

Call to Protest

On January 6, 2021, a consortium of private citizens and pro-Trump groups reportedly will host the Wild Protest in Washington, DC. The groups intend to demonstrate in support of President Trump and speak

SECRET SERVICE ONLY out against the 2020 election results. Numerous groups have claimed to be protesting at the US Capitol, with other groups protesting at the White House.
