None were declared. APPROVAL OF AGENDA It was moved by Ms. Bob Parker, seconded by Mr. Matt Reid, that the AGENDA for the March 18, 2021 Board of Health meeting be approved. Carried APPROVAL OF MINUTES Public Session - 2 - 2021 March 18 Middlesex-London Board of Health Minutes It was moved by Ms. Kelly Elliott, seconded by Ms. Aina DeViet, that the MINUTES of the February 18, 2021 Board of Health meeting be approved. Carried It was moved by Ms. Kelly Elliott, seconded by Ms. Aina DeViet, that the MINUTES of the March 4, 2021 Finance and Facilities Committee meeting be received. Carried REPORTS AND AGENDA ITEMS Finance and Facilities Committee Meeting Summary (Report No. 12-21) Mr. Matt Reid, Chair of the Finance and Facilities Committee presented the meeting summary from March 4, 2021. It was moved by Mr. Reid, seconded by Ms. Elliott, that the Board of Health receive Report No. 06- 21FFC “Public Sector Salary Disclosure Act – 2020 Record of Employee’s Salaries and Benefits” for information. Carried It was moved by Mr. Reid, seconded by Ms. DeViet, that the Board of Health receive Report No. 07- 21FFC, “2020 Vendor / VISA Payments” for information. Carried It was moved by Mr. Reid, seconded by Mr. Mike Steele, that the Board of Health receive Report No. 08-21FFC, “2020 Board of Health Remuneration” for information. Carried It was moved by Mr. Reid, seconded by Mr. Steele, that the Board of Health receive Report No. 09- 20FFC, “Single Source Contract Award - KPMG” for information. Carried Overview of Health Unit Programs/Divisions Dr. Chris Mackie, Medical Officer of Health provided a brief overview on health unit programs/divisions with a presentation. The presentation included budget information, number of full-time staff, and highlights of each of the divisions. Summary Information Report – March 2021 re: Concentrations of Nicotine in Vaping Products (Report No. 13-21) Ms. Maureen MacCormick, Director, Healthy Living presented the March 2021 Summary Report. Ms. Donna Kosmack, Manager, Southwest Tobacco Control Area Network was also present to field questions. Discussion regarding this report included: • The health unit’s submission to Health Canada regarding the proposal to limit concentrations of nicotine in vaping products Public Session - 3 - 2021 March 18 Middlesex-London Board of Health Minutes • Ontario having restricted vaping product sales to specialty vape stores but is not a full solution • Vaping products are still accessible to youth online • The amount of nicotine (in vaping products) is excessive and youth are being attracted to the flavours and smells they give off • The awareness and knowledge of vaping risks are becoming more mainstream • Legislation throughout Canada differs by province on nicotine concentrations • Some vaping products can have up to 3 times as much nicotine as a cigarette It was moved by Ms. DeViet, seconded by Ms. Elliott, that the Board of Health receive Report No. 13- 21 re: Summary Information (March 2021) report re: “Concentrations of Nicotine in Vaping Products Regulations” for information. Carried Program Update: Southwest Tobacco Control Area Network Ms. Donna Kosmack, Manager, provided an update on the Southwest Tobacco Control Area Network. Program Update: Chronic Disease Prevention and Tobacco Control Ms. Donna Kosmack, Acting Manager, provided an update on the Chronic Disease Prevention and Tobacco Control program. Highlights of the Chronic Disease Prevention and Tobacco Control program included: • Enforcement of the Skin Cancer Prevention Act • Food literacy – deliver community-based food literacy programming with community partners; co-lead provincial collaborative exploring development/validation of food literacy measurement tool with priority populations • Middlesex-London Food Policy Council - support the strategic plan to create a healthy, sustainable and accessible food system in London and Middlesex County; support the development of a Middlesex London Food Directory • Increase awareness among youth and young adults about the harms associated with smoking tobacco and/or cannabis, vaping and the use of e-cigarettes or smokeless tobacco • Continued enhancement/evaluation of tobacco cessation services delivered by the Health Unit to reach priority populations • Support multi-unit dwelling, hospital and post-secondary institutions’ efforts to ensure compliance with the Smoke-free Ontario Act, 2017 including the development and promotion of smoke-free policies • Enforcement of provincial and municipal legislation that regulates the sale, distribution and use of tobacco, vapour and cannabis products Cold Chain Incident (Report No.

    State of the City Address – Mayor Ed Holder February 16, 2021 Good morning and thank you for the kind introduction. My thanks as well to the Chamber of Commerce for hosting this event as it has for the last 42 years. This remains the largest gathering of its kind in all of Canada, virtual or otherwise, and the credit for building this into the annual tradition it has become belongs to Gerry Macartney. As we know, after 24 years as CEO of the London Chamber, Gerry is set to officially retire from his role by the end of the month -- meaning this is the final State of the City organized under his leadership. Gerry has never shied away from a challenge, and he’s entirely fearless when tackling difficult issues. It seems fitting then, that pulling together a State of the City, under these circumstances through a pandemic, would be one of his last official acts as Chamber CEO. Gerry, I have met few people with your clarity of thought, vision, and commitment to service. You are an icon in London’s business community, and we honour your leadership. When speaking of leadership, I also want to recognize and highlight the efforts of our City Manager Lynne Livingstone. She officially took over the job on March 1st of last year. Less than three weeks later, our entire province was under lockdown. To say her introduction to the role was baptism by fire would be an extreme understatement. To say she’s been anything less than phenomenal would be an even greater mischaracterization.

    MUNICIPAL UPDATE Back In The Tower Again Angela Drennan THE SWEARING IN Toronto City Council was sworn in on December 4, 2018 to a Council Chamber full of family, friends and staff. The new Council is comprised of 25 Members including the Mayor, making it 26 (remember this now means to have an item passed at Council a majority +1 is needed, i.e. 14 votes). Councillor stalwart Frances Nunziata (Ward 5 York South Weston) was re-elected as the Speaker, a position she has held since 2010 and Councillor Shelley Carroll (Ward 17 Don Valley North) was elected as Deputy Speaker. The ceremonial meeting moved through the motions of pomp and circumstance with measured fanfare and Councillors, old and new, looking eager to get down to “real” work the next day during the official first meeting of City Council. Mayor Tory, during his first official address, stressed the need for Council consensus, not dissimilar to the previous term and reiterated his campaign positions on the dedication to build more affordable housing, address gun violence through youth programming and build transit, specifically the downtown relief line. Tory did suggest that the City still needs to take a financially prudent approach to future initiatives, as financial streams such as the land transfer tax have lessened due to a slower real estate market environment, a signal that cuts, reallocations or revenue tools will likely need to be revisited for debate during the term (the uploading of the TTC will help with the City’s financial burden, but isn’t enough).     2010-11 Parliamentary Interns 2010-11 Annual Report 83rd Annual Conference Canadian Political Science Association Waterloo, Ontario May 18, 2011 Garth Williams Director In Memorium Dr. Jean-Pierre Gaboury passed away on Thursday, March 17, 2011. Jean-Pierre was the longest-serving Director of the Parliamentary Internship Programme, having fulfilled this role on two occasions from 1975-77 and 2002-08. He was the heart and soul of the Programme for many years, a true friend and mentor to all interns, a kind, erudite and honourable man. He cared deeply for the interns and alumni, friends and sponsors, MPs and others whom he brought into the PIP "family." In his last years as Director, Jean-Pierre worked with former interns to update the website and trace alumni through the years, two thoughtful and prescient steps that have laid an important foundation for the years ahead. He is sorely missed. 2 Introduction The 2010-11 intern year has been one of accomplishment and consolidation: building on major initiatives introduced last year by the Programme and our Alumni Association. It has been marked, also, by the energies of a remarkable group of interns (who share some of their experience through blog extracts in the attached Annex I) and, of course, the 2011 Federal Election. These themes run through the following report on Programme activities, budget and governance issues described below. This is our annual celebration of 29 years spreading of Falun Dafa to the public, the contributions of the Falun Dafa community in Canada and to honor the values of Truthfulness, Compassion, and Forbearance. We truly appreciate for your previous proclamations to us during the past years! Falun Dafa (also known as Falun Gong) is a spiritual practice for mind and body, rooted in the ancient schools of cultivation in China. It consists of meditative exercises, and a moral philosophy aimed at the promotion of virtue. At the core of Falun Dafa’s teachings are the tenets of “Truthfulness, Compassion, and Forbearance.” Tens of millions of people from diverse cultural backgrounds in over 100 countries, including Canada, benefit from practicing Falun Gong, where the free teachings help people improve their mental, moral, and physical wellbeing and contribute to a more healthy and harmonious society. Falun Dafa practitioners have also helped Canadians during these difficult times, by offering free meditation exercise instruction in communities and online classes. As traditional Chinese culture believes, and scientific studies, as well as survey results, are now proving, the connection between mind and body is key for a healthy immune system and to combat illness and stress. As you may be aware, for the past 22 years, major human rights organizations have documented the nation-wide campaign of hatred, torture, forced thoughts conversion, mass imprisonment, and killing of people who practice Falun Gong in China, including evidence of practitioners being murdered for their vital organs that are being sold by the Chinese Communist Party (CCP).

Our community welcomed the Government of Canada’s commitment to build a multi-year plan toward a Canada-wide child care system from coast to coast to coast. We know this will require strong partnerships between all orders of government as well as the community to implement effectively. I look forward to additional details in the Government of Canada’s upcoming Budget 2021. 1 The current COVID-19 pandemic has underscored the important role child care plays for Canadian families.
