Haryana Current Affairs 2020 Rooftop Solar Plant Subsidy Scheme Haryana government has announced Rooftop Solar Plant Subsidy Scheme to motivate the people to choose for green energy. The Department of Renewable Energy is responsible for formulating policies and programmes necessary for renewable sources of energy in the State.

The objective of the scheme is to promote green building design for efficient use of energy in housing, commercial and industrial sector. Installation of solar power plant is mandatory in certain categories of buildings in Haryana. To increase the capacity of solar power energy for energy security. Rooftop Solar Plant Scheme has a target to add grid connected solar power generation of 3000 MW by 2017 and 20,000 MW by 2022.

Annual capacity of insolation in state is 4.6 kWh/m2/day. The project is aimed at fighting with the climate change issue and motivate to develop the green energy.

Under the new Mera Pani Meri Virasat Scheme, the state government will provide Rs. 7000 per acre incentive to farmers to switch from paddy. This water conservation initiative will also protect depletion of natural resources such as water and soil.

The state is currently producing nearly 68 lakh metric tonnes (LMT) of paddy and 25 LMT of basmati. So to give a first firm diversification push, the state govt. has decided to buy maize and pulses at minimum support price (MSP). Haryana state government has launched Educated Youth Allowance and Honorarium Scheme under which unemployed youth educated and educated in return for work. The Saksham Yuva Yojana was launched in the year 2016 and till now more than 2.5 lakh youth have registered under the scheme, out of which 106471 youth have been given jobs.

Under the Haryana Saksham Yuva Yojana, all the 12th pass / graduate and post-graduate youth are being provided skill training, work and financial assistance. The main objective of this Saksham Yuva Yojana is to provide unemployment allowance and honorarium to all unemployed able youth in Haryana. Under this scheme, all eligible and competent youth are being given honorary assignments in various departments / boards / corporations / registered societies and private companies / enterprises etc. of Haryana Government.

Haryana Saksham Yojana has been launched to enable the youth to develop their skills and enable them. This scheme will enable youth to take up employment or self-employment in their field of choice. In this scheme the state government will provide free fortified milk to children, pregnant women and lactating mothers. The main purpose of Haryana Mukhyamantri Dudh Uphar Yojana (CM Free Milk Gift Scheme) is to improve nutrition levels in kids, pregnant women & lactating mothers. Each of the beneficiary women and children who comes to anganwadi centres will now get 200 ml fortified milk.

The state govt. will focus on eradication of malnutrition and promote nutrition level so as to make the future generation healthy. Haryana govt. is laying special emphasis on health as it has been the core issue of the world amid COVID-19 pandemic outbreak. Haryana Mahila Evam Kishori Samman Yojana Haryana government has launched Mahila Evam Kishori Samman on 5 August 2020. In this scheme the state government will provide free sanitary napkins for women / girls belonging to below poverty line (BPL) category in villages. The main purpose of Haryana Mahila Evam Kishori Samman Yojana is to promote menstrual hygiene & women empowerment. Each women/girl b/w the age of 10 to 45 years will get a packet of 6 sanitary pads absolutely free each month.

In the Haryana state, there are 11,24,871 BPL families. In order to provide sanitary napkins to each girl in these village families, Rs. 39.80 crore amount has been allocated.

With Pashu Kisan Credit Cards, farmers can get loans and buy anything they need but must repay the money within 1 year to avail concessional 4% interest rate.

The state govt. of Haryana has already brought a strict law for cow protection, now it would be the first in country to launch credit cards for farmers owning livestock. All the Pashu Kisan Credit Cards would be based on the lines of Kisan Credit Cards. The loan given under PKCC Scheme will promote animal husbandry as farmers will get loans for fish farming, poultry farming, sheep, goat, cow & buffalo rearing.

Around 10 lakh farmers to receive credit cards during FY 2019-2020 and the number of farmers availing credit cards would increase in the upcoming years. Haryana Battery Operated Spray Pump Subsidy Scheme Haryana government has made announcement for providing 50% subsidy on agriculture spray pumps to farmers of the Schedule Caste communities.

The state govt. of Haryana has taken this step to provide 50% subsidy on Battery Operated Spray Pump to help the farmers during the Kharif season. This scheme is started as farmers have faced losses due to the Coronavirus (COVID-19) lockdown. The govt. is putting its weight behind farmers as record agricultural production is expected in this Kharif season 2020.

It is important to note that this SC scheme is applicable only to farmers from SC category. Haryana Mahila Samridhi Yojana Haryana state government has launched the Mahila Samridhi Yojana and Micro Credit Scheme. According to the state government, this government scheme will be run by Haryana Scheduled Caste Finance and Development Department.

Solar Water Pumping Scheme Haryana state government has launched Solar Water Pumping Scheme 2020. Under this scheme, the state government will provide subsidy on installation of solar water pumping systems. These installations would be carried out under the flagship Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (PM Kusum) Yojana. Haryana government is implementing Solar Water Pumping Scheme 2020 to install 2HP (surface and submersible) and 5HP (submersible) solar pumps. Under this Solar Water Pump Installation Scheme under PM Kusum Yojana, state and central subsidy would be provided and farmer’s share is only 10% of the total cost.

These solar water pumps are suitable for the places with water table of 10 m, 30 m and 50 m respectively. Click here for Current Affairs PDF Haryana to link welfare schemes through ‘Parivar Pehchan Patra’ Haryana launched a unique identity card, the Parivar Pehchan Patras (PPP), an initiative of the state government developed by the team CMO (Chief Minister’s Office) for effective and efficient delivery of central and state schemes to the people in a transparent way.

Under this, each family will be considered a single unit and allotted an 8-digit unique identification number. In order to avail the benefits of social security schemes of the state government, it is mandatory for each family to register themselves on the Parivar Pehchan Patra portal. Also, the government has made it mandatory for employees to go for this PPP, failing which their salaries may also be withheld. Telangana, Karnataka and Andhra Pradesh are also exploring the possibility of implementing a similar PPP project. While Aadhaar represents an individual as a unit, a PPP represents a family as a unit. Most of Haryana government schemes are structured around the family and not around an individual.

Aadhaar, due to its litigation history, has not served the purpose of linking different databases because it cannot be shared.

Govt of Haryana to open Atal kisan – majdoor canteens to provide affordable meals to farmers Haryana state Government will open Atal Kisan – Majdoor canteens in the ‘mandis’ and sugar mills across the state to provide affordable, cheap meals to farmers and labourers at concessional rate of Rs 10 per plate. These canteens will be built by the Haryana State Agricultural Marketing Board, which has also decided to operate the canteens at 25 different locations in the state.

The state government also decided to provide concessional free travel facility of free travel up to 150 km to 41 various categories of girl students in the ordinary buses of Haryana Roadways. Also during the year 2020-2021, the women and girls (in the age group of 10 – 45 years) belonging to 11 lakh BPL (Below Poverty Line) families will be provided sanitary napkins free of cost, for which state government has allocated Rs.30 Crore. The state recruited a total of 5,192 constables, including 1,000 women constables to increase policing and improve security and safety in the State. Around 450 under-training Sub-Inspectors including 60 women Sub- Inspectors are also expected to join the force in March 2020. To provide better transport facilities across the state, the Governor said that under the NABARD scheme, 40 projects costing Rs 138.33 crore have been sanctioned for 296.32 km roads during the current financial year 2019- 20. Haryana Government will construct 1,000 water recharge bores in the water deficient areas of the state. The bores are being constructed in the state of Haryana to recharge the underground water with rainfall. The State Government is to bear 90% of the cost in installing the bores. The remaining 10% of the cost are to be borne by the farmers.

The underground water level in the paddy cultivation belt has gone down to 80 metres. The bores will thus help to keep agricultural production to the fullest even during dry seasons. The State Government of Haryana had launched Mera Pani, Meri Virasat Yojana. Under the scheme around 53,000 farmers of the state are registered. They are now sowing paddy under the scheme. These farmers are to be provided with incentive of Rs 1000. The State Government will also provide the benefits of Bhavanter Bharpai Yojana and also Atal Bhujal Yojana The State Government has plans to spend Rs 734 crores for Atal Bhujal Yojana in next three years. Haryana toped in DBT payouts rating for 2019-20 Small state Haryana has emerged as the best state in Direct Benefit Transfer (DBT) payouts (Rs.4782 crore in over 4 crore transactions) in 2019-20. It was followed by Uttarakhand at 2nd position with the DBT payout of Rs.1060 cr. while, West Bengal has emerged as the worst performer in DBT payouts (8793 cr through 5 crore transactions) and ranked 36th position. The rating, which ranked 36 states and UTs (Union Territories) according to DBT payouts compared to their population.

The UTs of J&K &Ladakh altogether get 8th rank & reported DBT payouts worth Rs 1,190 crore through over 80 lakh transactions. As per the central Government, it supported around Rs 28,700 crore in the first 9 months in 2019- 20, by transferring a stock of subsidies directly into the beneficiaries bank accounts.Due to the DBT- linked public distribution system (PDS),a total of Rs 19,263 crore of these savings till end-December 2019 have collected.

In the month of June 2020, Haryana had the highest unemployment rate among all states in the country. The unemployment rate in June 2020 was 33.6 percent. The proposed draft Ordinance is named ‘Haryana State Employment of Local Candidates Ordinance 2020’.

The Ordinance will be presented before the Council of Ministers in the next meeting, after approval by the Council of Ministers the Ordinance will require the assent of the Governor of the Haryana and then the President of India for implementation or coming into effect. The Ordinance after coming into effect will be applicable for all privately managed Companies, Trusts, Partnership Firms, Societies, etc that are situated in the state of Haryana. The Ordinance will also have an Exemption Clause for Industries and Businesses were suitable local candidates are not available. Haryana Orbital Rail Corridor Project from Palwal to Sonipat The Cabinet Committee on Economic Affairs has given its approval to the Haryana Orbital Rail Corridor Project from Palwal to Sonipat via Sohna-Manesar-Kharkhauda. This Rail Line will start from Palwal and end at existing Harsana Kalan station (On Delhi-Ambala section).

This will also give connectivity enroute to existing Patli Station (On Delhi-Rewari line), Sultanpur station (On Garhi Harsaru-Farukhnagar Line) and Asaudha Station (On Delhi Rohtak Line). The project will be implemented by Haryana Rail Infrastructure Development Corporation Limited (HRIDC), a Joint Venture company set up by Ministry of Railways with Government of Haryana.

Further he added that Rs. 3 crores and Rs. 1.5 crores will be provided to the players who have won gold medals at the Asian Games and Commonwealth games respectively, and an amount of Rs. 15 lakhs will be given to each player participating in the Olympics Game The players who represent Haryana state are the only beneficiary for the cash rewards announced by the CM on the occasion of the conclusion of the four-day 46th Junior National Kabaddi Competition. Haryana CM presented ₹1,42,343 crore budget for 2020-21 Haryana Chief Minister Manohar Lal Khattar has presented a budget of Rs 1,42,343 crore in the state assembly for 2020-21 for the 1st time.

The Haryana state’s debt will increase from Rs 1.76 lakh crore in the current financial year-FY (2019- 20) to Rs 1.98 lakh crore in 2020-21. The expenditure would increase by 7.7 % to Rs 1,42,343 crore. While, the Revenue receipts are estimated to increase by 15.96 % to Rs 89,964 crore in 2020-21.

The decision has been taken by the Union Home Ministry after getting permission from a few central organisations. The Union Ministry will approve the change of name of any place after taking no-objections from the Ministry of Railways, Department of Posts and Surveys of India.

These organisations have to confirm that there is no such city, town or village in their records with a name similar to the proposed one. In order to change the name of the village or a town or a city an executive order is needed and for renaming a state requires amendment of the constitution with a simple majority in the Parliament. The Central Government has approved renaming at least 25 towns, villages or districts across the country in the last 3 years, including Uttar Pradesh’s (UP) Faizabad as Ayodhya and Allahabad as Prayagraj. Haryana to provide tap water to every household by Dec 2022 Haryana planned to provide tap connection to supply water to all rural families by December 2022 under the Jal Jeevan Mission (JJM). The respective officials presented their work plan related to the supply of water to each family under the Mission to the Department of Drinking Water and Sanitation.

Rs 290 Crores will be provided by Central government by Haryana under JJM for this financial year, which will be supplemented by the same amount of State’s matching share. Jal Jeevan Mission is a central government initiative with the aim to provide drinking water to every rural household. Works under the Ministry of Jal Shakti, the government implemented the mission on a priority basis.

The central government has advised the state & UT governments to adopt this JJM mission to achieve 2 objectives. This includes providing tap water connections to every rural family and providing job opportunities to local people and migrants. ‘Samadhan se Vikas’ to Recover External Development Charges dues The Haryana State Cabinet gave approval to the ‘Samadhan se Vikas’, a one-time settlement scheme for the recovery of long-pending dues on account of External Development Charges (EDC). It is modeled on the central scheme ‘Vivad se Vishwas-2020’. The scheme is applicable in respect of the full amount outstanding on account of the EDC and on interest and penalty interest.

Many colonisers and builders, mostly in Gurgaon and Faridabad failed to pay the state government over Rs 10,000 crore as EDC. If the coloniser does not clear all EDC dues within the prescribed 2 years, the waiver of the balance 50% of the accumulated interest and penal interest will be cancelled and the original EDC schedule will come into effect. If any amount of the 50% outstanding principal amount with interest is not deposited within the prescribed period, the coloniser will lose all benefits under this policy and the original EDC schedule will come into effect. E-Sachivalaya Portal, for Online Appointments with CM Haryana State Government has launched e-Sachivalaya portal, a digital platform to enable people to take online appointments for virtual meetings with the chief minister, deputy CM, ministers and other heads of various departments. He also launched a web portal for plasma donation on the occasion. The portal was launched to provide citizen centric services in a transparent and seamless manner to the general public by utilizing Information Technology(IT).

This portal enables people to book their appointments digitally through mobile phones, laptops which eliminates the need of physical presence. After taking the appointment, within 24 hours they will be given a time slot for the virtual meeting The online appointments for e-Sachivalaya can also be taken through Atal Seva Kendras(rural) and Saral and Antyodaya Kendras(cities). Haryana to host the 4th edition of Khelo India Youth Games 2021 Haryana will host the 4th edition of Khelo India Youth Games (KIYG) in 2021 through video conference. The Games will be held in Panchkula in Haryana. Star Sports will be the Official Broadcast Partner like the previous year. The games will take place after the 2021 Tokyo Olympics. The announcement was made in the presence of Sports Minister of Haryana, Sandeep Singh, Secretary Sports, Ravi Mital and Director General of Sports Authority of India, Sandip Pradhan.

Haryana came second in KIYG 2019 and 2020 editions (200 medals in 2020 and 159 medals in 2019). They won the KIYG 2018 edition with 102 medals. Maharashtra came first in the 2020 edition with 256 medals.

Click here for Current Affairs PDF Govt laid the Foundation Stone of Indian Oil’s R&D Campus in Faridabad Minister of Petroleum and Natural Gas &Steel along with the Haryana Chief Minister Shri Manohar Lal has laid the foundation stone of Indian Oil’s state-of-the-art Technology Development & Deployment Centre as its second R&D Campus at IMT, Sector-67, Faridabad.

The new centre, with an investment of Rs. 2282 crore, and covers an area of about 59 acres. The R&D Centre of Indian Oil has over the years blossomed into a state-of-the art research institution for downstream petroleum R&D, focusing on indigenizing technologies and processes to suit Indian conditions. The research infrastructure at the new campus includes state-of-the-art laboratories and pilot plants in the domains of alternative & renewable energy, e.g., fuel cell, Hydrogen, gasification & solar energy research, semi-commercial nano-material production unit, scale-up/pilot plants in petrochemicals, catalysts, biotechnology, etc.

This new extension of Indian Oil’s R&D Centre is going to focus on non-conventional energy domains besides the conventional ones and will aim at indigenisation of several frontline and sunrise technologies such as Petrochemicals, Batteries/Energy Storage Devices, Bio-Energy- Greenhouse gas (CO2) capture, Novel nano materials for catalysts or fuel cells, Hydrogen production pathways and Fuel cells for both mobility and stationary applications. New economic corridor projects worth about Rs 20,000 crore in Haryana Union Minister for Road Transport, Highways and MSMEs has inaugurated and laid the foundation stones of various Highway projects as part of a new economic corridor worth about Rs 20 thousand crore in Haryana through webcast. These projects will benefit people of Haryana in big way by providing smooth connectivity within the State, as well as to other States like Punjab, Rajasthan, Delhi and Uttar Pradesh. The projects will decongest big cities reducing travel time. It will take about 2 hrs to reach Delhi Airport from Chandigarh against 4 hrs now. The projects will also save on time, fuels and cost, as also boost development in backward areas of the State. People in the State should consider adopting crops for bio fuels, which has the capacity to improve their all-round life. This will ensure employment opportunities within the villages, which will also stop mass migration in search of employment.

The projects inaugurated include the 35.45 km 4-lane Rohna/Hasangarh to Jhajjar section of NH 334B costing Rs 1183 crore, the 70 km 4-laning of Punjab-Haryana Border to Jind section of NH 71 costing Rs 857 crore, and the 85.36 km 2-lane with paved shoulders Jind-Karnal Highway on NH 709 costing Rs 200 crore.
