EXECUTIVE SUMMARY Introduction This monitoring report concerns the Semi-annual Progress Report of Bihar State Highways Project (BSHP) – IIAF on Social Safeguards Monitoring (January to June 2015) of road sub-project for SH-83 and SH-88. BSHP - IIAF is financed by ADB through the Additional Financing methods for specific State Highways of Bihar. To date loan for SH-83 and SH-88 is effective (ADB Loan No. 2894 – IND) through Additional Financing. This report concerns only to SH-83 and SH-88, i.e. loans under the BSHP-IIAF. At present, the report includes only i) monitoring the implementation of social safeguards measures including Resettlement Plan for SH-83 and SH-88 under BSHP-IIAF for which loan has been effectuated. BSHP-IIAF aims to improve the widening and rehabilitation of SH-83 and SH-88 of Bihar from single lane carriageway into two-lane carriageway and strengthening of existing two-lane road. The Bihar State Highways Project (BSHP-II-AF) aimed at strengthening the deteriorated state roads and upgrade some newly declared state roads to provide reliable road transport services in the state of Bihar. The two sub-projects road section consists of SH-83 and SH-88 under present contract with total length of 158.000 Kms has been selected for widening. B. BACKGROUND OF THE REPORT AND PROJECT DESCRIPTION This Semi-annual Progress Report on Social Safeguards Monitoring of Resettlement Plan (RP) implementation is concerned with the 2 sub-project roads i.e. SH-83 and SH- 88. The sub-projects are in addition to 4 other state highways under Additional Financing for Bihar State Highways II Project, which was processed and started implementation in 2013. The details of concerned sub-projects are presented in Table-1, the RPs of which is being implemented as a part of project component. Table-1: List of Sub-projects Roads and Length of BSHP –IIAF Sl. As far as possible the project aimed at up-gradation and rehabilitation of existing state highways with limited amount of land acquisition following the existing alignment. Land acquisition is acquired for construction of new bypass, realignment and geometric improvement for the project road. The purpose of adopting up-gradation and rehabilitation within ROW and following the existing alignment is to reduce the social impact in its immediate environment to the maximum extent possible. The section of State Highway (SH-83) is located in Nawada and Sheikhpura District of Bihar. It starts from Baghi Bardiha at Km 10 of SH-08 (Nawada – Pakari Barawa Road) and terminates at Mission Chowk in Barbigha at km. 119 of NH-82. The existing alignment of SH-83 passes through Baghi, Milky, Manjaur, Makanpur, Sami Chak, Sherpur, Mohiddinpur, Chiraiya, Balachaq, Ballopur, Chakboi, Chanpur, Bujhuva, Bali, Shahapur, Maharath, Sugma, Nimi, Shekhpursarai, Bahikatla, Sugiya, Ambarini, Unama, Samars, Murla Chak, Naurojpur, Khetalpur, Rampur Sindai villages. The total length of the road is 37.646 Km. The section of State Highway (SH-88) is located in Samastipur and Darbhanga District of Bihar. It starts from the junction near Varuna Bridge on NH-103 and ends at Rasiyari. The existing alignment of SH-88 passes through Sarangpur, Raipur, Gangsara, Akhtiarpur, Baikundpur Barhanda, Rampur Pagra, Mustafapur, Harpur, Singhia, Beheri, Rasulpur, Moiddinpur, Pali, Ghanshayampur and Rasiyari etc. villages. The total length of the road is 120.354 Km. Both the section of SH-83 and SH-88 contracts has been awarded. The contractor is expediting the construction work and should be completed as per the given time provided the land acquisition is completed as per the expected time duration, and before the construction of civil work. The social and resettlement impact assessment for SH-83 and SH-88 was undertaken based on the preparation of RP after final alignment, design and DPR prepared. The social safeguards categorizations for these subprojects are category “A” for Involuntary Resettlement and Category “C” for Indigenous Peoples. The Executing Agency (EA) for the subprojects (SH-83 and SH-88) is BSRDC, Government of Bihar. A Project Management Unit (PMU) headed by Managing Director (MD) with General Managers and Deputy General Managers (DGM) assisted by Managers is working in BSRDC. PMU is doing overall coordination, planning, implementation, and financing for R&R implementation activities. Project Implementation Unit (PIU) office is also working at subprojects level in Samastipur District for the implementation. Keeping in view of the importance of R&R work at subprojects level, two separate NGOs are being appointed to assist the PIU Samastipur to implement the RP.
