These requests are invariably addressed to the Superintendent of Public Instruction, the City or County Superintendent. If these gentlemen were to answer all such requests, they would have but little time to devote to official duty. When these letters remain unanswered, the writers become irate and censui-e the Superintendent, never stopping to think that his missive was only one of the many similar letters received by the school officers.
