The Western Australian Amateur Football League (WAAFL) has a proud history since its humble beginnings in 1922. Over that time the League has been a progressive Umpire Reports 8 force in the development of "grassroots" community football in .

The WAAFL has a strong base in the administration of a viable and thriving Australian Rules football competition with 43 member clubs, including 118 senior and 30 colts (U19) teams providing games State Football 10 for more than approximately 7000 registered players during a home and away season. There also are some 150 umpires involved in the competition. Volunteers form the base of the competition and with- out their tireless efforts at both League and Club level the competition could not be sustained. I would like to thank our Umpires Board, Umpire Coaches and the overall Umpires panel for their support and assistance in 2003. It was a year with some challenges given we embarked on putting in place a WAFC request to amalgamate the Sunday Football League and Amateur Umpiring panels and although for the most part it proved beneficial it was not without some teeth- ing problems. I thank all those involved for their patience and can assure all that it will run smoothly in 2004, especially the pays. PANEL UMPIRE REPORT

The 2003 season saw the commencement of the restructuring of the umpiring system in Western Australia with the WAAFL and the Sunday Football League panels merging and training as one group, following the strategic plan of the Western Australian Foot- ball Commission. This allowed for some interchange of umpires into the alternate competition and facilitated the dissemination of commonality of law interpretations and umpiring procedures.

Once again the boundary umpiring squad was made up of mainly young graduates from the flourishing Schools Boundary Umpire Traineeship Scheme. The all round strength of the panel this year was the best for some years and will only develop further in the future as there are many members who are still under the age of eighteen years.

The goal umpire panel was once again a very dedicated group who provided great service to the competition. Many goal umpires completed their level two accreditation which is testimony to their dedication and commitment.

The scheme would not be as successfully run without the exper- tise and commitment of Messrs Peter Merritt (Duncraig SHS), Peter Frusher (Corpus Christi College), Michael Pampacos (John Forrest SHS), Campbell Brown (Seton Catholic College), Bruce Wheatland (Morley SHS) and Warren Beckwith (Helena College).

CLUB UMPIRE REPORT

It would be too easy to say that all was well during the season of 2003 in regards to Club Umpires.

In general the performance of the majority of club umpires was good but unfortunately the consistency of a few was not in the best interest of the game. Hence problems both on and off the field occurred and at times this cast a bad image for the League, the Club and the game.

It would be too easy to dwell on the problems but I feel that we need to put it behind us and both the Umpires Board and Clubs need to work a lot closer to attract more people that have a good grasp for the game to become umpires. Also early in the season, implement a programme to educate Clubs and Club Umpires the general off field duties that Club umpires must complete before the game starts to meet the League requirements. The mid season training seminar was well attended but could have been earlier and possibly repeated later in the year.

As I stated before, the general understanding of the game by most of the Club umpires was of a good standard but if we all work together I feel that we can raise the bar with the quality and consistency of club umpiring and provide a fair contest during all games.

I would like to thank all umpires who took on the umpiring duties for Clubs this season. The players do appreciate your efforts as does everyone in Amateur Football. I would also like to thank Bruce Wheatland, Paul Smith and Peter Repper for their assistance during the season.

SENIOR STATE TEAM

Kerry Coates – State Senior Coach

The State program for season 2003 consisted of 3 games against the WA Country Football League, South Australia Amateur Football Association and the Victorian Amateur Football Association.

The programme was quite difficult given the time constraints for our overall preparation as well as the fact we had to play South Australia in Adelaide Sunday 1st June and fly back to to meet Victoria the following weekend Sunday 8th June. This game was played as the curtain raiser to the West Coast Eagles vs Western Bulldogs game at Subiaco Oval.

The first game against WA Country Football League on Friday night May 16th gave us an opportunity to try out a number of players and to start planning for the matches against SA and the Vics. After a slow start we finished off the match reasonably well, the result however was a loss - WACFL 13 goals 5 pts (83) defeating us 10 goals 4 pts (64).

The South Australian campaign commenced with at 5.40 am flight Saturday morning the 31st May. We arrived in Adelaide at 9.55 am and immediately visited Woodville Oval where the game was to be played. We had a light training run that afternoon with the game being scheduled for Sunday afternoon.

We played well in the first half but were unable to capitalise on our extensive opportunities and apply scoreboard pressure on South Australia. At half time our score was a disappointing 6 goals 9 points (45) to South Aust 5 goals 4 points (34). From a promising yet wasteful first half we lost our way in the third quarter when we were kept scoreless to South Australia's 8 goals 6 pts. We managed to kick only 2 pts in the last quarter and the game finished with SA 16 goals 14 pts (110) to our 6 goals 11 pts (47).

Our better players on the day were Trent Cooper, Marty Kennon, Luke Smith, Simon Pearce, Rickie Rogers and Chris Perkin.

We returned to Perth on the Monday and to cope with some injured and unavailable players and obviously a need to review our team composition for the game on the much larger Subiaco Oval. We also knew we would have to contend with a very talented VAFA squad that would contain a number of recent AFL listed players.

Apart from the excellent opportunity the WA players had to play on Subiaco Oval before an AFL game we gained very little from the game given we were thrashed by a fitter, substantially more experienced and skilful Victorian team on the day. The scores were VAFA 27 Goals 14 Pts (176) to WA 3 Pts (3). Our better players on the day were Simon Pearce, Troy Kerwood and Trent Cooper. Trent Cooper was also be awarded the Tetley Medal for the best WA player overall for both interstate games.

106 Despite both interstate games being significant losses I must pay tribute to the players for their continued efforts and attitude during both games when we were seriously outplayed and clearly disadvantaged by the current selection criteria and the competition struc- ture in both SA and Vic.

I would like to acknowledge the tireless work and assistance provided by my Asst Coach Ken Judge, Selectors John Pietroniro, Mick Pember (also doubled as our runner) and Tony Coates, Team Manager Cliff Anderson and Property Manager Guy Ziata. Without their combined assistance we could not have managed the tough programme. To the Sports Physios Tim Jenkins and Ed Rhor a big thankyou for your efforts at training and the games.

A special thanks to Ron Webster and Neil Judge for their assistance in setting up the State arrangements in Perth as well as Adelaide and congratulations to the four players selected in the 2003 Championship Team of the Year – Trent Cooper, Marty Kennon, Simon Pearce and Chris Perkin.

COLTS STATE TEAM

The 2003 WAAFL State Colts team had only 1 game this year, the traditional match against the State Country Colts team.

With very limited preparation, the side performed magnificently. We only really had 2 training ses- sions from which to pick the team, so I can hon- estly say I new very little about most of those picked, but most of the players new even less about their team-mates.

Having said that, I was confident that the side was a very good one, as the skill level shown on the track had been very impressive.

The weather did not look as if it was going to allow us to show off those skills, but the rain held off long enough, and both sides played a fast, clean brand of football. This game was by far the best standard of football, of the 6 matches I have been involved with against the State Country Colts, which is a credit to both sides in the windy conditions.

We managed to convert our opportunities better when it counted and held on to win by just over 3 goals. This is only the second time in the last 6 years that the WAAFL colts have beaten the WACFL colts, so it was a tremendous effort by the players.

Better players on the night were Steve Van Nierop (Wesley Curtin) and Michael Ballem (Whitford) on the ball, captain James Hunt (University) at centre half-forward, Matt Cue (Wanneroo) in the ruck, Jamie Powers (Wesley Curtin) at full back and Rhys Robinson (North Fremantle) in a forward pocket. It is very pleasing that 9 different clubs were represented in the side, and thanks go out to those clubs, and more particularly those coaches, that supported the state program this year.

Thanks also to my support staff. With such a rushed preparation compared to prior years, I could not have managed with out the help of Brendan Hall, Paul Brown and Rod Phillips.

And finally thanks to the league for their support, and in particular Neil Judge, Milton Sanders and Ron Webster and staff at the office.

Hopefully the colts have shown that the state program is definitely worth persevering with.
