There was a spirit of openness and possibility in the room, as ideas were exchanged about where a new government could take us with a fresh perspective and a broad range of opportunities and challenges to explore in Canada’s North . The preceding experience had been generally favourable . Canada had just completed its term as chair of the Arctic Council, and the previous government under Prime Minister Stephen Harper had launched promising domestic projects in several areas, while maintaining key continuities in Canadian Arctic policy . Moreover, President Barack Obama had demonstrated the United States’ new interest in the Arctic, largely through the lens of climate change, and cooperation rather than conflict was the leitmotif of international Arctic diplomacy, despite Russian activities in Crimea . A collection of short, action-oriented essays and interviews was published by CIGI under the title North of 60: Toward a Renewed Canadian Arctic Agenda, which presented the fruits of our group’s discussions on a wide range of Arctic issues (Higginbotham and Spence 2016) . Now, in 2019, CIGI has again brought together leading Arctic thinkers to examine key elements of Canadian Arctic and Northern policy . These experts reflect on the progress that has been made in Arctic policies and programs during the intervening years and consider the impact of powerful forces of change and division, both within Canada and abroad . 1 Canada’s Arctic Agenda: Into the Vortex We are also pleased to include a collection of interviews with Jane Glassco Northern Fellows . These thoughtful Indigenous women from across Canada’s North share their perspectives and ideas on the policy issues that require urgent attention to ensure the prosperity of their Northern communities . The contributors obviously speak for themselves, but some generalizations can be ventured . The Trudeau government came to power in 2015 with a national progressive agenda focused on climate change, environmental regulation, Indigenous reconciliation, infrastructure development and open, consultative governance . In the North, these broad government priorities are being advanced through the development of a new Arctic and Northern policy framework; however, at time of writing, after more than two years of discussion and consultation with Northern governments, Indigenous organizations, community members and experts, this policy framework has not yet been released, and its implementation will depend on the results of a federal election slated for October 2019 . Canada’s North continues to struggle with diverse social, economic and environmental challenges . Opinions vary about what sustainable development means in the North and how it can be achieved . The direction that the federal government supports remains uncertain, and articulating a clear path is key to moving forward . Climate change continues to diminish the ice cover of the Arctic Ocean and alter the marine and terrestrial environments in Canada’s North at alarming speed . This heightens tensions between those who seek to expand the carbon economy northward and those

The measurements span a wide range of ecoclimate and geological conditions and are at various elevations. Ground temperatures within the discontinuous permafrost zone are generally above -2°C and range to as low as -15°C in the continuous zone. Permafrost temperatures have generally increased across northern Canada for the past several decades, with greater warming rates occurring north of tree line. Consequently the spatial diversity of permafrost thermal conditions is decreasing over time. RÉSUMÉ Un instantané de l’état thermique du pergélisol dans le nord du Canada au cours de l’Année polaire internationale a été élaboré en utilisant les mesures des températures au sol obtenues d’environ 170 puits. PETERSBURG 199106, RUSSIA ABSTRACT Plate-tectonic models for the Paleozoic evolution of the Arctic are numerous and diverse. Our detrital zircon provenance study of Upper Paleozoic sandstones from Kotel’ny Island (New Siberian Island archipelago) provides new data on the provenance of clastic sediments and crustal affinity of the New Siberian Islands. Upper Devonian–Lower Carboniferous deposits yield detrital zircon populations that are consistent with the age of magmatic and metamorphic rocks within the Grenvillian-Sveconorwegian, Timanian, and Caledonian orogenic belts, but not with the Siberian craton. The Kolmogorov-Smirnov test reveals a strong similarity between detrital zircon populations within Devonian–Permian clastics of the New Siberian Islands, Wrangel Island (and possibly Chukotka), and the Severnaya Zemlya Archipelago. These results suggest that the New Siberian Islands, along with Wrangel Island and the Severnaya Zemlya Archipelago, were located along the northern margin of Laurentia-Baltica in the Late Devonian–Mississippian and possibly made up a single tectonic block. Detrital zircon populations from the Permian clastics record a dramatic shift to a Uralian provenance. The data and results presented here provide vital information to aid Paleozoic tectonic reconstructions of the Arctic region prior to opening of the Mesozoic oceanic basins.

THE INFLUENCE OF PERMAFROST ON NORTHERN DEVELOPMENT INTRODUCTION The expansion of settlement from man's early home in the fertile, friendly and protected river valleys of the Middle East has been marked by conquest of one natural obstacle after another. Broad seas, hot, dry deserts, mountain ranges and dense forests each in their turn arrested his progress until new techniques were devised and perfected, and became common knowledge. His invasion of the tropical rainforests was delayed by diseases, and his ventures into the far north - what Stefansson has termed "The .Northward Course of Empire" (1) - were handicapped by severe cold and snow, and by the heavy ice which impeded and damaged his ships. In his long and frequently frustrated efforts to make a home in even the remotest parts of the earth, man has encountered, and eventually learned to deal with, an enormous variety of natural hazards. Perennially frozen ground in the polar regions is one of his most recent natural obstacles. It has become of major importance only in the past few decades, although its existence has long been known. Alexander Mackenzie mentioned it and Jules Verne wrote a novel (2) based in part on it, while the quick-frozen mammoths of Siberia have been a cause of wonder for generations. How was it that such a widespread phenomenon, covering about one-half of Canada and almost as great a proportion of the Soviet Union, should nevertheless have attracted so little attention that until a few years ago it even lacked a commonly accepted English name and is only now being honoured in Canada by a national symposium ? The world population map demonstrates that man has as yet barely reached in any numbers the southern limit of that one-fifth of the land surface underlain by permafrost.

Indeed, the Crown has acknowledged they would not oppose such requests. 4. The challenge for these defendants is that the Pikangikum First Nation Territory is an isolated fly in community hundreds of kilometers from the nearest district jail in the City of Kenora and it is financially and logistically prohibitive for them to travel to and from there, from weekend to weekend, at their own expense, to serve out their sentences.

    JSIS 482A/582B Arctic Insecurities Thursdays, 3:30-5:30 p.m., (3 credits) Tony Penikett, 2013-14 U.W. Canada Fulbright Visiting Chair in Arctic Studies MGH 278 This course will address the range of Arctic insecurities from the Cold War security paradigm to environmental and human security (Arctic Council's Search and Rescue Agreement); Aboriginal land claims (Alaska, Canada, Greenland) to Indigenous Internationalism (Inuit Circumpolar Council, the Saami Convention); the Finnish Initiative to the Arctic Council, Permanent Participants and Observers (China, India, etc); seabed resources, the Arctic Five (UN Convention of the Law of the Sea) and the Circumpolar Inuit Declaration on Sovereignty in the Arctic; national and regional resource mega-projects, devolution and local development; the Arctic Treaty idea (EU) versus the reality of an evolving network of interlocking relationships (Arctic Governance Project); and, American and Canadian management of these Arctic issues. This graduate seminar will also examine a series of Arctic policy questions with the ultimate aim of assembling a set of papers into a collection for publication. Tony Penikett, a Vancouver-based mediator, served in politics for 25 years including two years in Ottawa as Chief of Staff to federal New Democratic Party Leader Ed Broadbent MP; five terms in the Yukon Legislative Assembly; and two terms as Premier of Canada's Yukon Territory (1985-92). His government negotiated final agreement for First Nation land claims in the territory and passed pioneering education, health, language legislation, as well as leading a much- admired bottom-up economic planning process. After serving as Premier of the Yukon, Penikett acted as Senior Aboriginal Policy Advisor for the Premier of Saskatchewan (1995-97) and, Deputy Minister for Negotiations, and later Labour, for the Government of British Columbia (1997-2001).
