Glenn Stevens was appointed Governor of the Reserve Bank of Australia in 2006. He is also Chairman of the Reserve Bank Board, the Payments System Board, and the Council of Financial Regulators. Additionally, he serves on the Financial Stability Board, an international organization established to set standards and develop financial sector policies in order to promote financial stability.

Mr. Stevens was born in Sutherland Shire, Australia, and currently lives in Sydney. He received a degree in economics from the University of Sydney and a master’s degree from the University of Western Ontario, Canada. In 1980, he joined the Reserve Bank’s Research Department, and held various positions there in the 1990s, with the exception of 1990, when he was Visiting Scholar at the Federal Reserve Bank of San Francisco. From 1996 to 2001, he was Assistant Governor (Economics), responsible for providing economic and policy advice to the Governor and Board of the Bank. In 2001, he was appointed Deputy Governor and member of the Board of the Reserve Bank.

In an attempt to bring more transparency to the Bank, Mr. Stevens has implemented many changes from his predecessor, Ian Macfarlane. Board minutes are now released after every meeting and media releases are sent out after every rate decision. He is highly committed to the independence of the Bank.

Mr. Stevens is Chairman of the Financial Markets Foundation for Children and a Director of the Anika Foundation. He enjoys playing the guitar, and is a certified commercial pilot. JL

Alexandre Tombini was born in Porto Alegre, Brazil in 1963. He has been Governor of the Central Bank of Brazil since January 2011 when he replaced Henrique Meirelles, Brazil’s longest serving central bank Governor.

After receiving a bachelor degree in economics from the University of Brasilia, Mr. Tombini earned a Ph.D. in economics at the University of Illinois, Urbana Champaign, in the USA.

Mr. Tombini has held various positions within the Finance Ministry and the cabinet office, including as Coordinator of International Analysis, General Co-ordinator of Foreign Affairs and Special Advisor to the Foreign Trade Chamber. He was Visiting Professor in the Department of Economics at the University of Brasilia from 1993 to 1994.

In 1995 Mr. Tombini joined the central bank and was involved in the formulation of Brazil’s inflation-targeting system.

From 2001 until 2005, Mr. Tombini served as Special Advisor to the Executive Director and Member of the Executive Board of Directors at the Brazilian Representative office of the International Monetary Fund in Washington, D.C.

Mr. Tombini presided over the foreign affairs and special studies departments at the central bank, and from 2006 to 2010 he was the Deputy Governor for Financial System Regulation and Organization.

Like other emerging markets, Brazil has fared better than developed countries in the global financial crisis. Mr. Tombini will try to contain inflation while continuing to encourage economic growth. JL

Born in 1965 in Fort Smith, Northwest Territories, Canada, Mark Carney is the youngest central bank Governor in the group of G8 countries.

Mr. Carney received a bachelor’s degree in economics from Harvard University and a master’s degree and a doctorate in economics from Oxford University. His career began at Goldman Sachs, where he spent 13 years in its London, Tokyo, New York and Toronto offices, ultimately becoming a Managing Director of the firm.

In 2003, Mr. Carney was appointed Deputy Governor of the Bank of Canada, however in 2004 he left the bank to become Senior Associate Deputy Minister of Finance, a position he retained until he was appointed Governor of the Bank of Canada for a seven-year term commencing in 2008. Although the global financial crisis occurred after his appointment, Mr. Carney, aided by the stable Canadian banking system, was able to manage the situation without any bank bailouts.

Since November 2011, Mr. Carney has served as chair of the internationally established Financial Stability Board. His appointment is the first time a Canadian has headed a major international financial institution, and is seen as both a tribute to his skills and to the strength of the Canadian financial system. During his three-year term, he will be responsible for ensuring that strict regulations exist so that the economy and the world’s largest banks do not enter into another financial crisis.

In recognition of his accomplishments, Mr. Carney was ranked the 21st most influential person in the world by Time magazine in 2010. JL

ZhouPeople’s Bank Xiaochuan of China Governor

Zhou Xiaochuan, a member of the 17th Chinese Communist Party Central Committee, was named Governor of the People’s Bank of China in 2002, and is now serving a second and final five-year term.

Zhou was born in 1948 in Yixing, Jiangsu Province. In 1975 he graduated from the Beijing Chemical Engineering Institute, and in 1985 he received a doctorate in systems engineering from Tsinghua University.

Zhou has spent his career working in China’s foremost trade and finance organizations. From 1995 until 1998 he was director of the State Administration of Foreign Exchange, the currency regulator and manager of the central bank’s reserves. In 1999 he was appointed governor of the China Construction Bank, China’s second biggest lender. In 2000 Zhou was appointed chairman of the China Securities Regulatory Commission, where he oversaw changes in the institutionalization of supervision requirements over China’s listed companies. In 2002 Zhou was appointed a full member of the 16th Chinese Communist Party Central Committee.

Zhou has published more than 10 books and more than 100 academic articles. Fluent in English, he is less powerful than the majority of his counterparts in the West, as the People’s Bank of China does not have the power and independence to decide monetary or foreign exchange policy. These roles are filled by the State Council, China’s cabinet. JL

Mr. Prot holds degrees in business administration from the École des Hautes Études Commerciales and public administration from the École Nationale d’Aministration. After graduation, Mr. Prot worked in the French civil service, first as Deputy Head of the Prefect Office of Franche-Compté, one of the French administrative districts, and then as Finance Inspector – French Treasury, and Deputy Head of the Energy and Commodities Division in the French Ministry of Industry. In 1983, he joined BNP.

In 2006, Mr. Prot was named “Financier of the Year”, a prize organized by ANDESE and INVESTIR, in partnership with Finifo, for the person who has most contributed to the development of the finance industry in France during the year. The prize was in recognition of BNP’s acquisition of the Italian bank Banca Nazionale del Lavoro, which gave BNP Paribas a second retail market in Europe. In 2007, he was awarded the “Social and Corporate Responsibility” award by the Foreign Policy Association (FPA). Noel Lateef, President and CEO of the FPA, said the award was given for the extraordinary efforts of BNP Paribas in the aid provided to the victims of Hurricane Katrina. JL

At the age of 42, Jens Weidmann is the youngest person ever to head the Bundesbank. He succeeded Axel Weber, who stepped down in April, 2011. In addition to being President of the Bundesbank, Dr. Weidmann has a seat on the 17-member European Central Bank governing board.

Dr. Weidmann was born in Solingen, North Rhine- Westphalia. He studied economics at the Université de Droit, d’Economie et des Sciences: Aix-Marseille III, and at the Rheinische Friedrich-Wilhelms University, Bonn, where Axel Weber was one of his doctoral dissertation advisers. He had internships at the Bank of France and the National Bank of Rwanda. In 1997 Dr. Weidmann joined the International Monetary Fund in Washington, DC. From 1999 until 2003, Dr. Weidmann was Secretary General of the German Council of Economic Experts, and in 2003 joined the Bundesbank as Head of the Monetary Policy and Analysis Division, and Deputy Head of the Economics Department.

From 2006 until 2011, Dr. Weidmann was Head of the Department for Economic and Fiscal Policy at the Federal Chancellor’s Office. As Angela Merkel’s top economic advisor, Dr. Weidmann worked on rescue plans for German banks and for carmaker Opel during the global economic crisis. In this role, he has also been responsible for preparations for the world economic summits of the G8 and G20 countries. JL

Born in Tanjung Karang, Lampung, Indonesia, Ms. Indrawati holds a B.A. in Economics from the University of Indonesia and a Ph.D. in Economics from the University of Illinois. She worked in Atlanta for the U.S. Agency for International Development, advising on its loans and investments in Indonesia. She then moved to Washington, D.C., where she was named Executive Director of the International Monetary Fund, representing the Southeast Asian countries. In 2005, Ms. Indrawati was appointed Indonesia’s Minister of Finance. In this role, she cut the country’s debt in half, increased the foreign exchange reserves to an all time high of $50 billion and was responsible for turning around Indonesia’s corrupt tax administration, which led to an increase in tax revenues.

As one of three Managing Directors at the World Bank, Ms. Indrawati oversees programs in Latin America, East Asia, the Caribbean, the Middle East and North Africa.

Stanley Fischer, a world renowned economist, has been Governor of the Bank of Israel since 2005, and was nominated for a second five year term in 2010.

Mr. Fischer was born in Zambia. He obtained a B.Sc. and a M.Sc. at the London School of Economics and, in 1969, a Ph.D. at Massachusetts Institute of Technology (MIT), all in economics. He was Assistant Professor of Economics at the University of Chicago until 1973. He then joined MIT, ultimately becoming Killian Professor and Head of the Department of Economics, where he was US Federal Reserve Chairman Ben Bernanke’s thesis advisor. From 1988 until 1990, Fischer was Vice President, Development Economics and Chief Economist at the World Bank, and held the position of First Deputy Managing Director of the International Monetary Fund from 1994 to 2001.

Prior to his appointment to the Bank of Israel by Prime Minister Netanyahu, Mr. Fischer held various positions at Citigroup, where he was President of Citigroup International, Chairman of the Country Risk Committee, and Vice Chairman.

Mr. Fischer has published numerous articles and books, including Macroeconomics, with Rudiger Dornbusch and Richard Startz. He has served on the boards of the Institute for International Economics, Women’s World Banking and the International Crisis Group. JL

Masaaki Shirakawa worked at the Bank of Japan for 34 years before leaving in 2006 to teach at the Kyoto University School of Government. He returned to the bank when he was appointed Governor in 2008. Mr. Shirakawa has been Chair of the Bank for International Settlements (BIS) Asian Consultative Council since 2010, and Vice-Chairman of the Board of Directors of the BIS since 2011.

Mr. Shirakawa received a B.A. in Economics from the University of Tokyo and an M.A. in Economics from the University of Chicago. He held numerous positions at the Bank of Japan, gaining experience both in the domestic and international spheres. In 2008, the Japanese Parliament vetoed two nominations for the position of Governor of the bank, and subsequently appointed Mr. Shirakawa.

When Japan’s asset bubble burst in the early 1990s, Mr. Shirakawa was one of the first policymakers to recognize the seriousness of the problem. In 1993, he wrote an internal report to top Bank of Japan officials predicting that Japanese banks would most likely incur substantial losses from bad loans, and forecasted a credit crunch and liquidity crisis.

Since 2009 Mr. Shirawaka has been a member of the Group of Thirty, a private, nonprofit international body whose representatives from the private and public sectors and academia aim to expand understanding of international economic and financial issues.

Mr. Shirawaka’s term as Governor ends in 2013. He is eligible for reappointment by the cabinet if approved by both chambers of Parliament. JL

Agustin Carstens was appointed Governor of the Bank of Mexico in 2010 for a six-year term.

Sr. Carstens received a Bachelor’s degree in economics from the Autonomous Technological Institute of Mexico. He then obtained a Master’s and Ph.D. in economics from the University of Chicago, where deregulation and laissez-faire economics were widely advocated.

In 1985 Sr. Carstens returned to Mexico and joined the Central Bank, where he held various positions and advanced through its ranks. During this time, he dealt with several financial crises, including Mexico’s debt problems in the 1980’s and the plummeting peso in 1994. He left the Bank of Mexico in 1999 to join the International Monetary Fund (IMF) as an Executive Director. In 2000 he returned to Mexico to serve as Deputy Finance Minister under President Fox. From 2003 to 2006, Sr. Carstens rejoined the IMF as Deputy Managing Director, and then again returned to Mexico to serve as Finance Minister under President Calderon, where he was responsible for instituting new taxes to increase Mexico’s revenues.

In 2011, Dr. Carstens was nominated to head the IMF, however he did not win the title. In January, 2012, Sr. Carstens was appointed Chair of the BIS (Bank of International Settlements) Consultative Council for the Americas. He is currently a member of the Steering Committee of the Financial Stability Board. JL

Maria Ramos, viewed as one of the of the new and improved South African economy, has been Group Chief Executive of Absa Bank, a subsidiary of Barclays PLC, since 2009.

Born in Lisbon, Portugal, Ms. Ramos grew up in South Africa. A brilliant student, she worked as a bank clerk with Barclays Bank to pay for her university education. While working at the bank, she applied for, and won, the Barclays Bank Graduate Scholarship, a scholarship offered only to male students. She received an Institute of Bankers Diploma in 1983 and a B.Com. Honors in Economics from the University of Witwatersrand in 1987. She then went on to receive an M.Sc. in Economics from the University of London in 1992.

While studying at Witwatersrand, then a centre of anti- apartheid activism, Ms. Ramos developed an interest in politics. As a supporter of majority rule, she returned to the university to teach full-time, while working covertly for the then-banned African National Congress (ANC). Once the ANC was no longer forbidden, Ms. Ramos began working in its Economics department, and in 1996 she joined Nelson Mandela’s post-apartheid government as South Africa’s Director General of Finance.

In 2003, Ms. Ramos joined Transnet Ltd., the state-owned South African freight transport and logistics service provider. She became Group Chief Executive Officer in 2004.

Ms. Ramos has received many awards, including recognition as one of Fortune’s 2009 top-10 female global leaders, and the Outstanding Businesswoman of the Year accolade at the African Business Awards in 2009. JL

Stefan Ingves has been Governor of Sveriges Riksbank since 2006, and has been appointed for an additional term of six years commencing in 2012. Sveriges Riksbank is the central bank of Sweden, and is the oldest central bank in the world. He is a member of the General Council of the European Central Bank, a member of the Board of Directors of the Bank for International Settlements, and Sweden’s Governor in the International Monetary Fund.

Mr. Ingves received a Master of Science in Economics and Business in 1976, and in 1984 earned a Ph.D. in Economics, both from the Stockholm School of Economics.

In 1988 Mr. Ingves joined the Swedish Ministry of Finance as Under-Secretary for Financial Markets, where he stayed until he became Director General of the Swedish Bank Support Authority in 1993. In 1994 he joined the central bank, where he was Deputy Governor until 1998. From 1999 until 2005, Mr. Ingves was Director of the Monetary and Financial Systems Department at the International Monetary Fund.

Patrick Raaflaub was elected CEO of the Swiss Financial Market Supervisory Authority (FINMA) in 2008, and took office in 2009. FINMA, which supervises and regulates banks, insurance companies, stock exchanges and other financial-related organizations in Switzerland, was formed in response to the 2008 global financial crisis by merging the Swiss Federal Banking Commission, the Federal Office of Private Insurance, and the Anti Money Laundering Control Authority.

Mr. Raaflaub studied political science, business management and economics at the University of St. Gallen, earning his doctorate in 1994. Prior to joining Swiss Re in 1994, he was an economic advisor at Credit Suisse and a partner at EBDI Consulting AG. He held numerous positions within Swiss Re, working in German, Italy, the U.S. and Switzerland, including as CFO of Swiss Re Italia, division controller for America, and Head of Finance in Zurich. Mr. Raaflaub was appointed CFO for Continental Europe and Asia in 2005.

From 2006 until 2009, Mr. Raaflaub was head of Group Capital Management, where he worked on the capitalization of the group, relationships with rating agencies, the legal structure of the group, while also dealing with Regulatory Affairs. JL

Sir Mervyn King, who was knighted in the Queen’s birthday Honors list in 2011, has been Governor of the Bank of England since 2003, and is Chairman of the Monetary Policy Committee and the Financial Policy Committee. He was Deputy Governor from 1998 to 2003, and Chief Economist and Executive Director from 1991 to 1993.

Mr. King studied at King’s College, Cambridge, receiving a degree in Economics. When he left in 1969, he was one of the 12 Economics students, out of a total of 200, to be awarded a First. Each of his four papers was marked “Alpha”, making him one of the finest economists of his generation. He went on to study at Harvard, where he was a Kennedy Scholar.

After completing his education, Mr. King taught at Cambridge and Birmingham Universities before taking positions as Visiting Professor at Harvard University and Massachusetts Institute of Technology, where he shared an office with then Assistant Professor Ben Bernanke. He was also Professor of Economics at the London School of Economics, where he founded the Financial Markets Group. It was in this role that he became recognized by Government officials, who noticed his papers on tax.

Sir Mervyn is a Fellow of the British Academy, which is given to scholars who have achieved distinction in the humanities and social sciences. In 2006, the University of Cambridge awarded him an honorary Doctorate in Law. JL

In 1994 he joined Princeton University as Professor of Economics and Public Affairs, where he remained until 2002, when he left to become a Federal Reserve Governor.

In 2005, Dr. Bernanke was appointed by George W. Bush to be Chairman of the President’s Council of Economic Advisers. He became Chairman of the Federal Reserve in 2006, when he also began a 14-year term as a member of the Board. His second term as Chairman commenced in 2010, and will end in 2014. Dr. Bernanke is also Chairman of the Federal Open Market Committee, the Federal Reserve’s main monetary policymaking body.

Dr. Bernanke has published numerous articles on economic issues, including monetary policy and macroeconomics. He co-authored two textbooks, Macroeconomics and Principles of Economics, and wrote a book entitled Essays on the Great Depression. JL
