PRESIDENT’S REPORT

Finance It is pleasing to see that for the seventh year running CycleSport Victoria has returned a small surplus. It has been through the hard work of our Board and staff, under the direction of finance director Trevor Wilkie that even in light of the shift to the new premises, the operating profit remains in the black. The brand new facility and its operation has been a learning experience for many of us with the operation of such a venue different to what has ever been undertaken previ ously. Above all, the work required in setting up a realistic budget to track income and expenses here at DISC has been an enormous challenge. Indeed, this makes the achievement of keeping the books in the black during this period an achievement to all tho se involved. We continue to face a very important period in the life of the new facility and indeed, there remains considerable financial outlay to ensure the velodrome is set up properly. On top of the money spent already on timing and photo finish equipm ent , there remains money committed to a back straight grandstand, scoreboard in the east bend, starting gates, derney bikes and due to an oversight in the original plans of the office space, a staff kitchen.

Membership It has been very pleasing to see som e of our final figures on membership in 2005. The year 2000 was a peak year for junior membership in Victoria and in 2005 we have all but matched it. The gradual slide in junior membership has been turned around and is now on a slow increase. The greatest area of growth in membership has been in the Masters categories. Overall this year we have seen an increase of 185 members, up to 2716. The sport of cycling has continually faced issues over the years with the retention of members. In 1999, 30% of our memb ership did not choose to renew their licence in 2000. This year only 19% of our 2004 membership have chosen not to renew. It is trends such as these which are important to note and provide our administration with some encouragement.

Vodafone Arena Again following on from last year’s season, promoter Cyclists International was able to return a small surplus which has been encouraging and has curbed a disturbing trend. Unfortunately crowd numbers have not been as high as we would have liked so we need our m embers to encourage their friends and families to attend these major meetings. Three events were held at Vodafone Arena this track season with the fourth of Cyclist International’s promotions, the Sid Patterson Grand Prix, being shifted out to the DISC to assist with cost cutting. With a busy track season approaching for 2005-06 and with the taking place during this period, CI have negotiated another event’s move to the DISC, with Madison Championship joining the Sid Patter son GP for 2005-06.

DISC We now approach our first full track season at the new venue in Darebin, even after the office has been located on site at DISC for nearly 12 months now. Whilst the move, planning and operation at the new facility has been extreme ly challenging, the 2004 –2005 ANNUAL REPORT CycleSport VICTORIA velodrome has already proven to be a vital asset and a real bonus for our members. It has been important that CSV has been able to fashion a good relationship with the Bowls Club and Football Federation on site along with the City of Darebin who oversee the facility. We would consider usage levels to be good at this stage, but we would like to continue to promote the facility amongst our clubs and promoters to ensure that usage remains high. At this stage, most nights of the week are tak en up with track training or racing and this is encouraging.

There are negotiations going ahead at present on the set -up of an infield bar, similar to that at Vodafone Arena. It is hoped that we can begin by hosting an infield bar for t he t w o CI event s lo cated here in January and February to be hosted by the Bowls Club who are the licence holders on site.

Major Events With the Commonwealth Games being hosted here in it has made scheduling difficult but it is hoped that the event will provide a m uch needed boost to the interest levels in track cycling. In terms of its impact on CSV operations, our office will be shifted to the Northcote Town Hall for a period of six weeks from February 20 through until April 7. This is due to all office space at DISC b eing used f or bowls competition offices. Whilst this is a major disruption to our office staff, it has existed in the original agreement in the beginning.

The Victorian Cyclist of the Year awards for 2005 were an excellent success and widely consid er ed our best yet. Hosted at the new DISC facility, the upstairs function room was a full house with cycling enthusiasts of all ages in attendance. Taking home the top award was the man who used the 2005 Melbourne to Warrnambool as his official swansong, David Mackenzie. His ever consistent performances across the 2004 road season were enough to see off a challenge from young gun William Walker. I would like to thank Rahna Demarte for her hard work as event organiser and would also like to thank the sub -com m ittee members, David Good, Matthew Wright and Christine Bell for their assistance again this year. It was great to see the Maillot Jaune again support this event and I thank them for it.

Racing/Officials It is the primary function of CSV and our core activ ity. I would like to thank all our clubs and promoters who have been involved in our open racing calendar along with the many volunteers who ensure that there is regular racing at a grass roots level across the state.

It has been proven that through our m ajor open events such as John Craven’s Tatts Cup series and Cycling Events Downunder’s Bay Classic that Victoria’s calendar on the road is by far and away the most impressive across . This year will also see the revamp of the Victorian Road Champs which will see the event hosted over three days, open to all riders and racing for much improved prizemoney.

From a permit standpoint etc, we have now put forward the idea of negotiations with the Minsters for Transport, Sport and Police in order to discuss all aspects as they relate to our access to public roads. Amongst many things we intend to address the 2004 –2005 ANNUAL REPORT CycleSport VICTORIA issues of road permits, police charges and driver awareness programs. I would like to thank Ian Maher for his work far beyond expectation with assistance from Steve Peterson wherever possible.

A big thankyou goes out to those who ensure that our racing goes ahead, namely our officials. Those who put aside their time for the sake of the sport should be com m end ed .

Development It has been a very busy year for our Development Officer, Warren Vigor with a number of major initiatives and he is to be commended for his hard work and dedication to the task. The Victorian Schools Cycling Championships continues to be a major focus for our organisation and this year, with the help of our sponsors, Jayco, VIS, Giant & Uno clothing, the event took on new proportions with a revamp of its format, breathing a new life into it. Conducted completely on road and criterium courses this year, we saw entries increase by nearly 15% to around 830 entries. Some impressive figures of which we need to capitalise on. I would like to thank the sponsors, along with the Maillot Jaune club who again contributed to prizes for novice riders.

Amongst the various other operations, CSV t his year have hosted development camps on both the road and track with good response, along with VIS Future Athlete program s, a Level 1 coaching course, 3 skills coaching courses, 5 regional meetings around the state and a come n try day here on the track f or w om en.

Staff With the realisation of the huge involvement here at DISC, our staff have needed to adjust with their roles taking on a few changes. They have performed admirably over the past year in their respective roles with Ian Maher on racing, Amy McCann on membership and communications, Steve Peterson on administration and DISC operations and Warren Vigor in his role as Development Officer. We are not in a position to allocate the wages our staff probably deserve and their workloads are consid erab le but I would like to take this opportunity to thank them for their commitment and dedication to the sport and their work.

Volunteers This year at our now annual Victorian Cyclist of the Year awards, we chose to introduce the inaugural Volunteer of the Year awards in order to honour the time and commitment that our officials and members put aside to contribute to Victorian Cycling. After the hosting of the DISC Open Day, One Council officer from the City of Darebin commented on how impressed she was at th e level of commitment shown by our volunteers in this sport. This is something that CSV does not take for granted and is forever grateful for their time. Without these volunteers in cycling the sport would not survive.

CSV Board I would like to finish by thanking our Board for their important contribution over the past 12 months. Through this important time for our organisation, they have proven their dedication to the sport and have performed admirably in their respective roles. I would like to make a special mention to Trevor Wilkie for his work on the DISC sub committee and as finance director, Klaus Mueller for his work with the club and open racing sub committee, Barry Langley for his work with the competition commission and Steve Mitten for his hard w ork in working to set up the DISC facility. I am also very grateful for the contributions from Rahna Demarte, Jim Taylor and Greg Macdonald.

EXECUTIVE OFFICER’S REPORT

Joe Ciavola, our President, has given a comprehensive report whi ch covered finance, membership, Vodafone Arena, DISC, major events, Development, Volunteers and the Board . I will concentrate mainly on the racing and administration side of Cycle Sport Victoria considering this is the primary function of our organisation and something that our office is heavily involved in.

Victorian Junior Track Team Our Victorian Junior Track Team once again dominated the Junior Track National Championships, which were held here at the Darebin International Sports Centre in March from t he 16th t o t he 19th. 22 riders represented Victoria with 12 returning from the championships with at least a medal. The team won 18 medals from a possible 57 in all, with 9 gold, 5 silver and 4 bronze and the awarding of the Ray Godkin shield for cham p ion state for the fifth consecutive year. Leigh Howard was the standout performance with a clean sweep of every event in the M17 category with six gold medals and was duly named champion of champions. Leigh also had the honour of breaking Ben Kersten’s long st anding Australian record in the flying 200m. A great effort made better by the testing of the brand new velodrome.

Victorian Senior Track Team Our Victorian Senior Track Team were again successful this year at the National Track Championships held in . The team returned from Adelaide with 11 gold, 10 silver & 5 bronze – a total of 26 medals. Victoria was subsequently awarded the Robina Joy trophy as best performed state in the elite mens’ events at the Championships, defeating rival NSW by just two p oint s.

Following these many successful performances at the event, Zak Dempster was selected to the Australian team to the World Junior Track Championships. Joel Leonard, Sean Finning and Richard England were also selected to the Australian team f or t he World Cup in in February.

I would like to congratulate the management groups of both teams on their excellent efforts led by the managers of both teams, Laurie Norris for the juniors and Rahna Demarte for the seniors.

Racing & Officials I w ould like to thank the clubs and promoters who have over the past road and track seasons committed themselves to hosting open racing. An important function of this organisation is open racing and an important contributor to the sport of cycling. I appreciate the time that has been spent by our volunteer club officials in ensuring that Victoria’s racing calendar remains the leader throughout Australia.

I would like to thank our officials for putting aside their time to assist with the conduct of the many number of races held over the past 12 months. I would like to highlight however the disturbing dropping trend in the number of officials putting their name down to assist with these events. 2004 –2005 ANNUAL REPORT CycleSport VICTORIA

Staf f I would like to thank the staff for their hard work and dedication over the past 12 months in their various roles. I would like to give credit to our development officer Warren Vigor who has shown that in restructuring the Schools Championships to road and criterium racing, the event has become bigger and better in 2005. DEVELOPMENT REPORT

2005 Jayco Victorian Schools Cycling Championships This year the event took on a varied format thanks to the backing of our sponsors Jayco, Uno Clothing and Giant. The eight Zone Finals were conducted from the 9 th of August to the 13th of September, with the State Final being conducted prior to the Final stage of the Tour on t he 17th of October.

A total of 823 students participated in the Zone finals, with the breakdown as follows: East Met ro – 160, Gippsland – 42, Border – 62, Midlands – 108, Mallee – 50, South West Coast – 173, North West Metro – 73, South Metro - 152

These figures indicated an 18% increase in participation.The number of Schools that were represented also increased from 146 in 2004 to 185 in 2005 representing an increase of 26%.

M2006 Commonwealth Games - Future Athletes Program. Co -ordinated in conjun ction with the VIS we held 5 Future Athlete Programs around t he Stat e. 3 w ere held at DISC and 1 each in Bendigo and Warragul with 126 participants in t ot al.

Casey-Cardinia HPV and Cycling Project Members of the Berwick Secondary College (Parents and Teachers) were successful in their application for a grant to start a Cycling and HPV Club. I have continued to support them in their development as a club and assisting them wherever possible to enhance their Cycling Projects.

Road Cycling Development Camp Was this year held from the 4th t o t he 6th of April 2005 held at the Lady Northcote Camp at Rowsley. I had 38 participants for the camp ranging from t he under 13’s to 17’s, o f which there was a total of 16 girls.

Thanks to coaches Cam eron McFarlane, John and Vicki Beasley and to volunteers Oscar Vigor, Dylan Newell, Sheryl Vicino and Liz Perry for making the camp a great success.

Skills Coaching Courses This year I conducted 3 Courses. One each at Warragul, Bendigo and DISC.

Level One Coaches Course I co-ordinated the Level One course for 2005 on the 17 th, 18th and 19th of June. There were 20 participants involved and several traveling interstate for the course.

Regional Zone Meetings During the year I conducted a series of 5 Regional meetings around th e Stat e regarding the 2005 VSCC competition an d other development issues with in our sport. I hope for these to continue again next year.

MASTERS COMMISSION

Stuart Campbell, as chairman of the Masters Commission presented his report. He stated that the he would like to thank the committee members for their work over the past year. He thanked Phillip Johns (secretary), Liz Ran dall, John Lewis, Bill Upston and Laurie Noonan.

He stated that the commission met on nine occasions across the year.

He thanked the Board for their support which enabled the instigation of a Masters track aggregate for the 2004/05 season. He stated that Laurie Noonan won the mens division and Tabatha Cole the ladies. The final points listed 53 men and 5 women. He added that the Board of CSV had again agreed to contribute to the Masters aggregate for the current track season, based on the same formula.

He stated that the Masters road aggregate had been running throughout the road season and that it would use the Tour of Bright as the final event for aggregate. It was stated that points are awarded to all finishers which explained why there were 150 rid ers listed in the Mens division. He added that unfortunately there were only five women listed and dependent on the number of licence holders, this will be something that the Commission will look at before the next season.

The commission feels that communication with the Masters membership was an important part of their job and felt that this was being addressed with newsletters being released with the summer and winter fixtures to all Masters members.

Training at the DISC velodrome was being regularly offer ed to Masters members on a weekly basis every Sunday afternoon. He thanked John Lewis for his commitment with this, overseeing these sessions. Regarding the website he stated that the commission had hoped to have a Masters specific website up and running by now but there were some issues were being faced in relation to its setup with Cycling Australia. Phillip Johns was thanked for his efforts with the website and hoped that we could overcome these small issues to ensure that this becomes a reality.

He called for anyone, especially Masters members, with any suggestions in relation to the Commission

H TO ELECT LIFE MEMBERS

J Ciavola stated that there h ad been two nominations for life membership which have been endorsed by the Board of CSV.

He stated that both had contributed considerable amounts to the sport of cycling. He stated that the first person has worked for many years in the administration at b ot h club and state level. He stated that this man began racing with the Footscray Cycling Club in 1948 and was President of this organisation for six years. The Board endorsed the nomination of Ron Howard and awarded him with life membership of Victorian Cycling

He stated that the second man who has been awarded with life membership has been a life long contributor to the sport and has worked for many years in a number of roles including commissaire. It was added that he was a man that could always be relied on. The Board endorsed the nomination of Brian Reeves and awarded him with life membership of Victorian Cycling

I ANNOUNCEMENT OF ELECTION RESULTS

I Maher, as returning officer, reported on the outcome of the elections. He stated that this year there were four positions up for election and stated that there had been five nominations. He stated that the incumbent members, Klaus Mueller, Steve Mitten and Barry Langley had nominated for re-election and there were additional nominations from Laurie Norris and Vito Depetro.

It was stated that in order to take pressure off the staff this year, the Board had employed the services of an independent returning officer, Mr Ron Ritchie of RGR Elections. It was stated that as per the constitution the exhaustive pr eferential system had been used.

He stated that after the votes had been counted and the preferences distributed the following candidates had been elected onto the Board of CycleSport Victoria:  Klaus Mueller  Laurie Norris  Steve Mitten  Barry Langley

I Maher stated that Vito Depetro had missed election to the Board.

INDEPENDENT APPEALS BOARD J Ciavola informed those in attendance that there had been six nominations to represent the independent appeals board. It w as stated that Karen O’Callaghan, Alf Walker, Robert Farley, Alan Grindal, Neville Williams and Ron Howard had nominated. J Ciavola questioned whether there were any further nominations.

J Ciavola stated that Don Willing had completed the audit of CSV for the last financial year under his own name, Don Willing and Associates and that the Board and Financial Director were happy for him to continue.

Moved that Don Willing & Associates be adopted as the auditor for the 2005/06 year.

B REEVES / I MAHER CARRIED L GENERAL BUSINESS 1. Kevin Atkins – retirement. Kevin stated that he would like to thank CSV for the opportunity to be involved in the sport he is passionate about. He stated that he would no longer be continuing to work as an official after the Tour of Bright . J Ciavola thanked him for his words.

2. Junior Nationals – Doug Armstrong stated that he felt that there should be a junior champion of champions trophy made available for female riders on top of the male riders as how the system is currently gear ed to judge the award will always favor the male riders.

Moved that CSV put forward the motion that a second champion trophy be introduced to give the female riders equal opportunity to receive the award. I MAHER / B REEVES CARRIED

3. Mt William Road Classic – Neville Williams congratulated the Ararat & District CC for their efforts in promoting and organising the inaugural Mt William Road Classic. He stated that the event was very well organised on an impressive 2004 –2005 ANNUAL REPORT CycleSport VICTORIA

course and the officials were well supported in their running of the race. J Ciavola thanked Neville for his feedback and added that whenever the Board received feedback regarding Ararat’s racing, there were always positive words said .
