1. Introduction

Purpose of this Statement

1.1 This statement sets out the community engagement and consultation undertaken to date on the West Northamptonshire Joint Core Strategy, including details of the consultation activities to date and the responses received.

What is the West Northamptonshire Joint Core Strategy?

1.2 West Northamptonshire is the area covered by District, Borough and Councils. It includes the towns of Northampton, Daventry, and and all the villages and rural areas within the three Councils’ administrative areas.

1.3 The West Northamptonshire Joint Strategic Planning Committee was established by Statutory Instrument1 in 2008. The Committee is responsible for plan-making in West Northamptonshire. The Committee is supported by the West Northamptonshire Joint Planning Unit (JPU).

1.4 The Joint Core Strategy (JCS) has been prepared by the JPU on behalf of the three Councils of , Northampton Borough and South Northamptonshire working together with Northamptonshire County Council.

1.5 The Joint Core Strategy forms part of the West Northamptonshire Local Development Framework (LDF): a folder of documents that will guide future development and use of land in West Northamptonshire for the Plan period up to 2026. The LDF will replace old-style Local Plans and will be used to assess all planning applications. Subsequent parts of the LDF will provide more detailed development management policies and will also allocate smaller, non-strategic sites for new development.

1.6 The preparation of the Joint Core Strategy has involved intensive research, evidence gathering and consultation including gaining and understanding the views and opinions of the general public, organisations and individuals with an interest in West Northamptonshire. Public involvement has been a continuous process throughout all stages of producing the document and has had a major influence in shaping the Joint Core Strategy.

The Statements of Community Involvement

1.7 Each local planning authority is required to produce a Statement of Community Involvement (SCI) to set out how and at what stages different parts of its community can take part in, and influence, the plan-making process and significant development control decisions. The preparation of all Local Development Documents must be undertaken in accordance with the adopted SCI and with the relevant Local Development Regulations in force at the time.

1.8 As the Joint Strategic Planning Committee had not yet been established when each of the three local authorities in West Northamptonshire (Daventry District, Northampton Borough and South Northamptonshire Councils) started to prepare their SCIs three separate SCIs, one for each Council, were prepared and adopted in 2006.

1.10 Reflecting the three Councils’ SCIs a variety of formal and informal community involvement and consultation methods have been used throughout the preparation of the Joint Core Strategy.

1.11 All three SCIs identify types of consultees and list the consultation methods that will, or may, be used for the Joint Core Strategy by type of consultee.

1.12 Appendix 1 of this statement lists the types of consultation methods identified by the SCIs and the consultation methods that were used for the Joint Core Strategy Issues and Options stage and the Emergent Joint Core Strategy. This demonstrates that the Joint Core Strategy Issues and Options stage and Emergent Joint Core Strategy consultation have complied with the requirements of the SCIs.

Overview of the Joint Core Strategy Stages to Date

1.13 Work formally began on the Joint Core Strategy in September 2006. The Sustainability Appraisal Scoping Report was prepared between October 2006 and January 2007.

1.14 The identification of the key issues and the development of options, known as the Issues and Options stage, took place between March and October 2007. It should be noted that this stage took place in accordance with Regulation 25 of the 2004 Regulations2.

1.15 In June 2008 the Government issued amendments3 to the 2004 Regulations. These amendments included an amendment to Regulation 25 of 2004 Regulations. The key change was that there was no longer a requirement for a Preferred Options stage of consultation. Instead the Government placed greater emphasis on the involvement of residents and businesses in the preparation of development plans as a continual process. Consequently in January 2009 the Joint Planning Unit carried out additional consultation on the scope of the Joint Core Strategy, i.e. what it should contain.

1.16 In July 2009 the Emergent Joint Core Strategy was published for consultation under Regulation 25 of the 2008 Regulations. The Emergent Joint Core Strategy set out thinking at the time of its publication with respect to the policy approach that should be taken in West Northamptonshire and was based on the evidence collected to date. It was not a draft plan or a final strategy; it did not set out policies but it did set out the policy approach and the preferred options and rejected options for the locations of growth at each town in West Northamptonshire.

1.17 The following three sections of this statement set out, under each stage of the Joint Core Strategy preparation process, further details of how the JPU has engaged with all sections of the community, including specific consultation bodies and general consultation bodies, as prescribed by the Regulations and the Statements of Community Involvement. This includes how consultation took place, including who was consulted and how they were consulted, and how comments were taken into account at each stage.

2. The Issues and Options Stage (Regulation 25)

Introduction

2.1 This section sets out details of the community involvement and consultation methods and events that were used for the Joint Core Strategy Issues and Options stage.

2.2 Regulation 25 of the Town and Country Planning (Local Development) (England) Regulations 2004 required the Joint Planning Unit to undertake consultation with each of the specific consultation bodies and such general consultation bodies as the Unit considered appropriate. All of the work on Issues and Options was carried out before Amendments were made to the Regulations in 2008.

2.3 In September 2006, Daventry District, Northampton Borough and South Northamptonshire Councils agreed to the preparation of a Joint Core Strategy covering the entirety of the three Councils’ administrative areas. Subsequently, the three councils established the West Northamptonshire Joint Planning Unit to prepare the Joint Development Plan Documents, including the Joint Core Strategy. Preparation of the Joint Core Strategy began in September 2006.

Sustainability Appraisal Scoping Report

2.4 A sustainability appraisal scoping report was prepared between October 2006 and January 2007. The Scoping Report set out the Sustainability Appraisal process to be used in the testing for the sustainability of the Joint Core Strategy. It reviewed existing plans, policies and programmes and collected key statistics and other information about West Northamptonshire's environment to establish a baseline of information. The baseline could then be used throughout the Joint Core Strategy preparation process to assess the impact of the emerging policies and proposals on West Northamptonshire’s social well-being, the environment and the economy. The preparation of the Scoping Report included workshops with technical bodies to prepare a series of topic papers that provided the baseline data for the Sustainability Appraisal. The Scoping Report was subject to a five week statutory consultation period with the statutory environmental bodies and the following organizations that the Joint Planning Unit considered could provide technical feedback on the Scoping Report:

The Issues and Options Stage

2.5 The first formal stage in the preparation process of the Joint Core Strategy was the issues and options stage. The purpose of the issues and options stage was to involve local people, businesses and other key stakeholders in the preparation of the Joint Core Strategy from the earliest opportunity by enabling a wide-ranging and open debate of key issues and possible alternative options to address those issues. The West Northamptonshire Joint Core Strategy Issues and Options stage ran from April 2007 – October 2007. The community involvement and consultation methods and events that were used for the Joint Core Strategy Issues and Options stage are set out below.

a) Issues and Options Conference 2.6 In April 2007 the West Northamptonshire Joint Core Strategy Issues and Options Conference was held to launch the West Northamptonshire Joint Core Strategy. The purpose of the Conference was to engage key stakeholders in the development of the issues and options for the Joint Core Strategy. Over 100 key technical stakeholders attended the event. Delegates heard about background to joint working, the process of developing a Joint Core Strategy and the timetable for delivery. Stakeholders were then engaged in small group discussions to look at the key issues and options for consideration. Groups were made up of different stakeholder interests. This enhanced the discussion and helped to build understanding of the different perspectives on the issues and options.

2.7 A brief summary of the key points from the Conference is set out below.

• The top issues that delegates felt were facing the future of West Northamptonshire were identified through small group work. The analysis looked at which issues occurred most frequently amongst groups. The 5 issues identified by the groups the most were: infrastructure, employment, sustainable growth, economy, and sustainable transport.

• The issues that were identified fell into two distinct categories, issues that affect the whole of West Northamptonshire and area/ place specific issues. Joint Core Strategy - Report of Community Engagement and Consultation Feb 2011

The issues that affect the whole of West Northamptonshire were: the environment and climate change, and infrastructure. The area specific issues were: roles and relationships, transport, economic prosperity and social cohesion. There was much detailed feedback obtained from stakeholders which provides an understanding as to why there is ‘an issue’.

• After considering the issues stakeholders were asked to identify what the options might be to address the issues in the future. From the feedback the options that were identified could be grouped under the following headings and sub-headings: - Delivery of affordable/ market housing; - Recreation and leisure - Sustainable development/ location (character, marketing, environment) - Infrastructure (funding, delivery & timing, transportation, environment) - Communities (social infrastructure, sustainable rural communities, participation & engagement) - Settlement hierarchy - Defining Northampton Implementation Area - Sustainable transport and movement (transport & growth, resources, alternatives modes, park and ride, roads & cars) - Delivery and deliverability - Employment (location, delivery, infrastructure, quality & type, skills, education) - Economy (location & sites, investment, skills & education, quantity & quality of jobs) - Northampton town centre specific options - South Northamptonshire specific options - Environment and green infrastructure - Competition from other towns/ inward looking (relationships, economy) - Politics and leadership (geography, ownership, resources, timing) - Vision and quality aspirations

• Sustainability was an overarching theme across many of the options raised, that is to say, sustainability of communities, transport and development. b) Councillor Workshops

2.8 A series of workshops were held within the issues and option consultation period to brief Daventry District, Northampton Borough, South Northamptonshire and Northamptonshire County Councillors on the LDF system and emerging key issues. A total of four workshops were held: • Introduction to the LDF system – 8 and 12 June 2007 • Key Issue: Growth of Northampton – 24 September 2007 Joint Core Strategy - Report of Community Engagement and Consultation Feb 2011

• Key Issue: Infrastructure – 23 October 2007

c) Town and Parish Councils and Northampton Residents Associations Workshops

2.9 Workshops were held for Town and Parish Councils and Northampton’s Residents Associations to brief them on the LDF system and how they could participate in the Joint Core Strategy preparation process. The key issues and options for the West Northamptonshire area were also introduced for discussion. The workshop was run on seven different dates and at different venues with the same format at each to enable as many organisations to attend as possible. The workshops were held at the following places:

Sport and Community Centre – 17 September 2007 • Village Hall – 19 September 2007 • Methodist Church – 25 September 2007 • – 26 September 2007 • Village Hall – 1 October 2007 • Village Hall – 4 October 2007 • Moulton Village Hall – 10 October 2007

2.10 A total of 49 people representing 33 towns and parishes and four residents’ associations attended the workshops. In addition the Northamptonshire Residents’ Alliance attended the Northampton workshop. The full list of town and parish councils and residents associations who attended the workshops is included as Appendix 2 of this statement.

2.11 Notes were not taken at these workshops, as their purpose was to introduce the LDF system and the issues and options stage of the Joint Core Strategy.

d) Local Strategic Partnerships Workshop

2.12 A workshop was held for representatives of Daventry, Northampton and South Northamptonshire’s Local Strategic Partnerships on 9 October 2007 at Moulton College. 33 representatives attended. The purpose of the workshop was to discuss the draft spatial themes and draft spatial objectives in the Issues and Options discussion paper as a pre-curser to further discussions about the vision for West Northamptonshire later in the preparation process.

2.13 The key points raised at the workshop were:

Theme 1 – Roles and Relationships of the Towns • Add an objective about the urban and rural connections, recognising sense of place and retaining the market town heritage, linking old and new, maintaining the separate identity of the villages and value of smaller communities. • Identify Northampton as a city or as the county town and strengthen its role. • Ensure all the towns are strengthened and developed. • Should “relationships” be replaced with “hierarchy”. • Greater focus needed on villages and rural service centres.

Theme 2 – Infrastructure Provision • Infrastructure runs through everything • Redraft Spatial Objective 2 to delete the word “adequately” and add reference to community engagement. • Timely infrastructure is important, especially for education, health and policing. • This should be about meeting the needs of people. • Infrastructure involves both capital and revenue. Revenue tends to lag well behind development.

Theme 3 – Transport • None of the workshop groups chose to discuss the theme of transport.

Theme 4 – Economic Prosperity • Re-order the spatial objectives so that 1, 4 and 5 are all under the theme of economic prosperity. • Add high skilled to spatial objective 4. • Need to look at skills for building trades. • Likely to need both knowledge based and distribution jobs.

Theme 5 – Building and Integrating Communities • Spatial objectives 5 and 6 lack aspiration. • Spatial objective 5 needs to be broader to recognise other elements that relate to community cohesion • No reference to crime, anti-social behaviour or community safety.

Theme 6 – Climate Change and the Environment • None of the workshop groups chose to discuss the theme of transport.

Add a new theme – quality of life

e) Faith Groups Meeting

2.14 A meeting was held with representatives of the Northamptonshire Churches group on 7 October 2007. Northamptonshire Churches group represents the Catholic Diocese of Northampton, Anglican Diocese of , the Central Baptist Union, the Northampton Methodist District, the Northamptonshire United Reformed Church and the East Midlands Salvation Army. The purpose of the meeting was to brief the group on the Issues and Options discussion paper and encourage the faith communities to participate in the preparation of the Joint Core Strategy.

2.15 The key points raised at the workshop were: • There is a need for a clear and understood definition of what is meant by a sustainable community. There is also the need for a clear understanding of what is meant by a ‘sustainable village community’.

• What criteria determine the provision of a village shop? What was the likely impact of the internet on retail centres? Internet sales are resulting in environmentally unfriendly white van deliveries in villages.

• What mechanisms need to be in place to ensure the provision of affordable housing?

• What will encourage people to increase their use of public transport?

• What will enable people to change their lifestyles to become more environmentally responsible? Can welcomers give information on public transport? Are there other ways of encouraging public transport use? Noting urban conurbations will have different needs and traffic solutions to rural villages

• The Warwick Gates development in Warwick (http://www.warwickgates.org.uk/) has some useful lessons: - Providing schools in a timely way - Youth provision - The level of turnover on some new developments - Building in community safety and neighbour dispute resolution.

• The role of churches working together in providing community facilities and welcoming residents to the community.

• Healthy Living Centres offer opportunities for inter-agency working.

• Community buildings need careful planning especially enabling them to be financially viable.

• How can high skill employers be encouraged to the area? - How do we avoid building dormitories for commuters? - Do house builders have the expertise and interest to encourage employment or is this a task for the Development Corporation?

• There are applications submitted for more than the growth targets for both Northampton and Daventry. Daventry has applications in for 10,000 houses where the regional strategy identifies the need for 8,000.

f) Issues and Options Discussion Paper and Summary Leaflet – Distribution and Responses

2.16 Under the Regulations there was no requirement to prepare a written document for consultation at the issues and options stage. However, such a Joint Core Strategy - Report of Community Engagement and Consultation Feb 2011

document does provide a focus for structured engagement early in the Joint Core Strategy preparation process.

2.17 Consequently, the JPU produced an Issues and Options Discussion Paper that set out the main issues that had been identified so far that the Joint Core Strategy should address and suggested some options to address the issues. The paper did not seek to set out all possible issues and alternative options; instead it represented initial thoughts and provided the opportunity to raise new issues and options.

2.18 The paper was structured into twelve sections with a section setting out a draft vision and draft spatial objectives for West Northamptonshire and individual sections by place or area. Each section provided some context, then a summary of the key issues followed by some alternative options. A total of 112 questions were asked throughout the Discussion Paper (known as the long questionnaire).

2.19 An easy-to-read eight page Summary Leaflet was also produced containing a shortened and easier to understand questionnaire (known as the short questionnaire) and a consultation monitoring form.

2.21 The Joint Core Strategy Issues and Options Discussion Paper and Summary Leaflet documents were published for consultation on 5 September 2007 for an eight-week period that ended on 31 October 2007.

2.22 The Joint Planning Unit wrote to or e-mailed a total of 1,792 statutory and non-statutory organisations, agencies, groups and individuals providing details of the consultation and, as appropriate, providing copies of the Issues and Options Discussion Paper and Summary Leaflet or informing them of the documents’ availability and how to view or obtain copies. Table 1 below lists the number of consultees in each category that were contacted. The list of consultation bodies is included as Appendix 3 to this statement.

2.23 Town and Parish Councils and Residents Associations were sent packs of multiple copies of the Issues and Options Discussion Paper, the Summary Leaflets and A3 and A4 Posters to advertise the exhibitions. The Town and Parish Councils and Residents Associations were also sent a short standard paragraph about the Joint Core Strategy Issues and Options consultation for inclusion in newsletters and on websites.

2.24 Copies of the Issues and Options Paper were made available for public inspection at the Daventry District, Northampton Borough and South Northamptonshire Council’s Offices, all public libraries in West Northamptonshire and at public libraries in the main settlements surrounding West Northamptonshire. A full list of these locations is included as Appendix 4.

2.25 The Issues and Options Discussion Paper and Summary Leaflet were available to view and download on Daventry District, Northampton Borough and South Northamptonshire Councils’ websites and the West Northamptonshire Joint Planning Unit’s website. The short and long questionnaires were also available to view and download. Both the short and long questionnaires were available to complete and submit on-line through a link to Northampton Borough Council’s website.

2.26 Following advice from Daventry District, Northampton Borough and South Northamptonshire Councils a translated leaflet was produced for distribution in Northampton Borough only. The leaflet was produced in recognition of the needs of people whose first language is not English. The leaflet contained a short summary explaining that the Issues and Options consultation was taking place and how to obtain more information. The leaflet contained the same information in the following six languages: Polish, Somali, Bengali, Russian, Punjabi and Urdu. 200 copies of the leaflet were produced and distributed to all the public libraries in Northampton and to the Borough Council’s One Stop Shop. 2.27 Over 300 Summary Leaflets were also distributed to commuters at Station.

2.28 Northampton Town Football Club produced a booklet and included information on their website explaining the Joint Core Strategy Issues and Options stage and encouraging their supporters to respond.

2.29 A total of 2,000 copies of the Issues and Options Discussion Paper were printed and a total of 1,600 were distributed during the consultation period. A total of 8,000 copies of the Summary Leaflet were printed and a total of 7,800 were distributed during the consultation period.

Responses to the Issues and Options Discussion Paper and Summary Leaflet

2.30 A total of 1,363 different individuals and organisations responded to the Joint Core Strategy Issues and Options Discussion Paper and Summary Leaflet by letter, fax, e-mail and on-line. A further 230 individuals and organisations responded after 31 October 2007, these are known as late responses.

2.31 In the case of the responses received to the questionnaire contained in the Summary Leaflet (known as the short questionnaire) after 31 October 2007, these were summarised at the same time and along with those responses received before 31 October. This means that the summary statistics for short questionnaires below and the full summary of the responses to the short questionnaire include the late responses.

2.32 In the case of the responses received after 31 October 2007 to the questionnaire containing the questions in the Issues and Options Discussion Paper itself (known as the long questionnaire) or by letter, these have been summarised separately from the responses received before 31 October but are included in the summary statistics for long questionnaires and letters below.

2.33 1,108 individuals and organisations responded using the short questionnaire. 485 individuals and organisations responded using the long questionnaire or by letter. It should be noted that some respondents completed both short and long questionnaires or a questionnaire and a letter.

2.34 19 questionnaires were completed and submitted on-line, 15 short questionnaires and 4 long questionnaires.

2.35 The number of responses by type of respondent and postcode are listed in Tables 2 and 3 below.

g) Exhibitions

2.38 An exhibition based on the Issues and Options Discussion Paper and the Summary Leaflet was prepared to raise awareness of the issues and options stage. The exhibition visited 18 different venues over a total of 18 days. A list of all the venues and recorded attendance at the exhibitions is set out in the table below.

2.39 Where possible a record was taken of the number of people who visited the exhibition. In cases where the exhibition was very busy or was unstaffed it may not have been possible to maintain an accurate record of the number of people attended. However, the numbers listed in Table 4 below do give an indication of the levels of attendance at the exhibitions.

h) Media

2.40 Media played an important role in raising awareness about the consultation process and related activities. In advance of launching the consultation a press briefing was held with local media and a briefing note provided. This was to help ensure an accurate message. This also included radio interviews with two countywide radio stations about the consultation.

2.41 Press Releases - Over the course of the consultation period 3 press releases were sent out. The first one was a general one relating to the Issues and Options release. The second two were tailored to advertise local exhibitions that were taking place.

2.42 The production and distribution of press releases was coordinated through the three Communications Offices at the respective authorities. This helped to ensure a coordinated and targeted approach and consistency of messages.

2.43 In total three press releases were sent to the following local newspapers: • Chronicle and Echo • Herald and Post • Daventry Express • Rugby Advertiser • Rugby Observer • Harborough Mail • Brackley and Towcester Advertiser • Guardian • Brackley and Towcester Post • Citizen

2.44 Press was picked up by most of the local papers. Press releases were also sent to other related media, television and local radio: • Local Government Association newsletter • Business Times • Public Sector Executive • Local Government News Daily Bulletin • BBC radio/ television • Anglia television • Radio Banbury • Northants 96’ • Touch FM radio

2.45 Press was picked up on the BBC local news site and the Local Government News (LGN) Daily Bulletin. Press coverage is included as Appendix 5 to this statement.

2.46 In addition to newspaper press there was also coverage from the local radio, particularly BBC Radio Northampton and Northants ’96. 2.47 Copy was also sent to the Northamptonshire Talking Newspaper and the Northamptonshire Association for Communities in Rural England (ACRE) Villages Newsletter.

Sustainability Appraisal

2.48 The issues and options set out in the Joint Core Strategy Issues and Options Discussion Paper were subject to an initial sustainability appraisal report by independent environmental consultants Environ. Environ’s report was published separately but at the same time as the Discussion Paper to allow respondents to the Discussion Paper to reflect on Environ’s appraisal in preparing their responses.

3. Regulation 25 Consultation

Introduction

3.1 In June 2008 the Government issued amendments4 to the 2004 Regulations. These amendments included an amendment to Regulation 25 of 2004 Regulations. The key change was that there was no longer a requirement for a Preferred Options stage of consultation. Instead the Government placed greater emphasis on the involvement of residents and businesses in the preparation of development plans as a continual process. Consequently in January 2009 the Joint Planning Unit carried out additional consultation on the scope of the Joint Core Strategy, i.e. what it should contain.

3.2 In order to comply with the new Regulation 25 the Joint Planning Unit wrote or emailed everyone consulted at the Issues and Options stage asking them the following question:

“Are there any other matters (i.e. subjects, topics or themes), which the Joint Core Strategy for West Northamptonshire should contain?”

3.3 The consultation ran from Thursday 8 January 2009 until Thursday 5 March 2009.

Responses to the Regulation 25 Consultation

3.4 53 duly made responses were received and an additional 13 responses were received from organisations and individuals who had no further themes or comments to add to the Joint Core Strategy, further to the Issues and Options consultation.

3.8 The top five issues and themes that respondents wished to see covered within the Joint Core Strategy were:

• Allocations and the Promotion of Land • Employment and Economy • Environmental Infrastructure and Biodiversity • Infrastructure • Transport

3.9 Other than the “top 5” it is important to note the general spread of comments, with many areas receiving fewer than five representations. However, this quantitative analysis does not reflect the information contained within the responses and supporting evidence, which was highly detailed in some cases.

3.10 A summary of what the “theme” covered and the comments received to the “top 5” issues follows below:

Allocations and the Promotion of Land - This theme was allocated to representations which were received from agents promoting land in and around West Northamptonshire. The areas covered included: • Overstone Leys (North of Northampton) • Northampton Highgate (South of ) • Land at • Land at • Rugby Radio Station/ Mast site • Northampton South East • Wootton Strategic Development Area

Employment and Economy - A total of thirteen representations related to future employment opportunities or the wider economy of the area. Of these responses, many related to the requirement of flexibility within the plan to promote business opportunities and the cross-boundary opportunities which exist for West Northamptonshire. The role of DIRFT (Daventry International Rail Freight Terminal) was central to the responses from Advantage West Midlands and the West Midlands Regional Assembly.

Environmental Infrastructure and Biodiversity - This area covered Green Infrastructure in addition to biodiversity matters. Comments were wide ranging, with responses affirming the importance of green infrastructure within the plan. Since the Regulation 25 consultation the West Northamptonshire Joint Planning Unit have completed “Landscape Sensitivity and Green Infrastructure Studies” for the whole of the area which identify strategic green infrastructure corridors and place these within the wider context. The Joint Planning Unit gratefully received detailed Green Infrastructure and Environmental Studies in relation to specific areas which were used in the preparation of the evidence base for the Joint Core Strategy.

Infrastructure - This theme includes all representations which cited infrastructure as a principal requirement for growth, or made reference to specific and general infrastructure gaps. It is recognised that a number of representations which referenced Infrastructure also questioned funding mechanisms. Where this was the case, the comment was recorded twice- once for infrastructure and once more for planning obligations. Infrastructure, for the purposes of this analysis, excluded particular comments relating to transport.

Transport - Whilst transport is a related issue to “infrastructure”, some of the comments also referred to the approach to be taken within the Joint Core Strategy regarding the objectives of “sustainable transport” and “behavioural change” in addition to roads and other forms of physical infrastructure required. Six of the responses on transport were from those promoting land within West Northamptonshire. Issues raised by the public included congestion and the A45 between Daventry and Northampton.

3.11 The responses to this Regulation 25 consultation were used to inform the preparation of the Emergent Joint Core Strategy.

4. Emergent Joint Core Strategy Stage (Regulation 25)

Introduction

4.1 This section sets out details of the community involvement and consultation methods and events that were used for the Emergent Joint Core Strategy stage.

4.2 At its meeting on 6 July 2009 the West Northamptonshire Joint Strategic Planning Committee approved the publication of the West Northamptonshire Emergent Joint Core Strategy for consultation. The Emergent Joint Core Strategy was published on 31 July 2009 for a six week consultation period which was subsequently extended by 2 and half weeks to 30 September 2009 due to printing problems with the accompanying consultation questionnaire.

4.3 The content of the Emergent Joint Core Strategy was informed by the Joint Core Strategy Issues and Options and Regulation 25 consultations, the collection of a wide ranging evidence base and on-going work with technical bodies. The Emergent Joint Core Strategy marked a fundamental step towards the submission and approval of the Joint Core Strategy. The Emergent Joint Core Strategy set out current thinking with respect to the policy approach that should be taken in West Northamptonshire and was based on the evidence collected to date. It was not a draft plan or final strategy; it did not set out policies but it did set out the policy approach and the preferred options and rejected options for the locations of growth at each town in West Northamptonshire. The Emergent Joint Core Strategy offered everyone with an interest in the future of West Northamptonshire with the chance to comment on the emerging policy approach.

4.4 The Emergent Joint Core Strategy was subject to a sustainability appraisal and an appropriate assessment by independent environmental consultants Environ. Environ’s reports were published alongside the Emergent Joint Core Strategy to allow respondents to reflect on Environ’s appraisal and assessment in preparing their responses.

4.5 The community involvement and consultation methods and events that were used for the Emergent Joint Core Strategy stage are set out below.

a) Emergent Joint Core Strategy and Consultation Questionnaire

4.6 The Emergent Joint Core Strategy document consultation was published for consultation on 31 July 2009 for a six-week period that was due to end on 11 September 2009. A consultation questionnaire was published alongside the Emergent Joint Core Strategy. The questionnaire enabled respondents to answer each of the consultation questions set within the Emergent Joint Core Strategy with the answer “Yes”, “No”, or “Don’t Know” and provide reasons for each response. Unfortunately due to printing problems six questions were incorrectly printed in the consultation questionnaire. Consequently a corrected consultation questionnaire was printed and re-distributed to consultees, both those who had already responded and those that had not, Joint Core Strategy - Report of Community Engagement and Consultation Feb 2011

and the consultation period was extended by 2 and half weeks to 30 September 2009.

4.7 The Emergent Joint Core Strategy document and the consultation questionnaire are available to view on the JPU’s website via the following links:

4.8 The Joint Planning Unit wrote to or e-mailed a total of 2,462 statutory and non-statutory organisations, agencies, groups and individuals providing details of the consultation and, as appropriate, providing copies of the Emergent Joint Core Strategy document or informing them of the documents’ availability and how to view or obtain copies. Table 6 below lists the number of consultees in each category that were contacted. The list of consultation bodies is included as Appendix 6 to this statement.

4.9 Town and Parish Councils and Residents’ Associations were sent multiple copies of the Emergent Joint Core Strategy together with leaflets and posters to advertise the exhibitions. The leaflet is available to view on the JPU’s website via the following link:

4.10 Copies of the Emergent Joint Core Strategy were also made available for public inspection at the principal offices of: Daventry District, Northampton Borough, Northamptonshire County and South Northamptonshire Councils, West Northamptonshire Development Corporation; and all the public libraries in West Northamptonshire and in the main settlements in the areas surrounding West Northamptonshire. A full list of these locations is included as Appendix 7.

4.11 The Joint Planning Unit also used the web-based Limehouse consultation system to enable individuals and organisations to view and download the Emergent Joint Core Strategy, the consultation questionnaire and the accompanying Sustainability Appraisal and Appropriate Assessment. Once registered on the Joint Planning Unit’s consultation system respondents could also submit their responses electronically. The Partner Authorities’ websites also provided links to the consultation system on their websites.

4.12 The Emergent Joint Core Strategy was also made available on request in large print, Braille and audio versions, and in other languages. As a result of requests the Emergent Joint Core Strategy was provided in large print and audio.

4.13 A total of 5,000 copies each of the Emergent Joint Core Strategy and the consultation questionnaire were printed and a total of 4,500 Emergent Joint Core Strategies and all of the consultation questionnaires were distributed.

Exhibitions

4.14 An exhibition based on the Emergent Joint Core Strategy document was prepared to raise awareness of the Emergent Joint Core Strategy. The exhibition visited 21 venues over a total of 19 days. A list of all the venues and recorded attendance at the exhibitions is set out in Appendix 8 to this statement.

4.15 Where possible a record was taken of the number of people who visited the exhibition. In the cases where the exhibition was very busy or was unstaffed it may not have been possible to maintain an accurate record of the number of people who attended. However, the numbers listed in the table do give an indication of the levels of attendance at the exhibitions.

Local Media

4.16 The local media played an important role in raising awareness and providing signposting for the consultation process and related activities. A press conference was held with local media on 26 June 2009. This was well attended by both print and radio media from across West Northamptonshire and interviews were carried out with Councillors.

4.17 Press releases were issued at the launch of the consultation and timed to coincide with the roll out of the exhibitions. Two press releases were sent to Joint Core Strategy - Report of Community Engagement and Consultation Feb 2011

the following newspapers which are the main newspapers that cover West Northamptonshire:

4.18 Coverage was picked up by most of the local newspapers. Examples of the press coverage at the Emergent Joint Core Strategy stage is included as Appendix 9 to this statement. Press releases were also sent to the following television and local radio stations that cover West Northamptonshire:

1) BBC radio/ television; 2) Anglia television; and 3) Heart FM.

Council Newsletters

4.19 Both Daventry District and South Northamptonshire Councils produced awareness raising news pieces about the Emergent Joint Core Strategy for their Council newsletters: “Daventry Calling” and “SNC Review”.

Town and Parish Council Meetings

4.20 Officers of the Joint Planning Unit attended the following requested meetings:

1) Mid Northants Parishes – 23 July 2009 2) Overstone Parish Council – 3 August 2009 3) Wootton and Parish Council – 5 August 2009 4) Brixworth Parish Council – 8 September 2010

4.21 Representatives of other Parish Councils also attended the meetings with Overstone Parish Council and Wootton and East Hunsbury Parish Council.

Councillor Workshops

4.22 Workshops were held with the Joint Strategic Planning Committee members on the lead up to the publication and launch of the Emergent Joint Core Strategy. Briefing meetings were also made available to all Councillors across the partner authorities in advance of publishing the Emergent Joint Core Strategy.

Call Line

4.23 A call line was provided alongside the consultation information to allow people to call up to leave verbal feedback to the consultation, request copies of the consultation material or speak to an officer. The system allowed management of the calls coming in to the Joint Planning Unit about the consultation. In total 168 requests through the call line were fulfilled.

Workshops and Meetings

4.24 Workshops were held to raise awareness of the consultation and to gather early feedback with:

1) Service Managers from across Northampton Borough Council – 25 August 2009 2) Representatives from the partner authorities’ Local Strategic Partnerships – 28 September 2009 3) The commercial sector – 28 September 2009

4.25 Officers from the Joint Planning Unit also attended Northamptonshire Enterprise Ltd’s Board meeting on 16 September 2010 to explain the content of the Emergent Joint Core Strategy and the consultation process.

Other Activities and Events

4.26 The activities and events listed below also took place during the Emergent Joint Core Strategy consultation but were organised by other parties than the Joint Planning Unit.

E-Petition 4.27 An e-petition was submitted to Number 10 Downing Street by Mr Michael Street which received 816 signatures. The petition asked: “We the undersigned petition the Prime Minister to put a stop to the rushed plans to build 40,000 new homes in rural Northamptonshire.” The details of the petition were: “Plans are out for a very short consultation period to build 40,000 new homes in rural Northamptonshire, including 18,000 which will join up villages east of Northampton and put a dual carriageway through them. There is no clear evidence that these homes are required.” All the signatures to the petition and the Government’s response to the petition can be viewed on-line at www.number10.gov.uk/Page20997.

Parish Councils, Residents’ Groups and Action Groups 4.28 Many of the communities and residents directly affected by the preferred options for growth identified in the Emergent Joint Core Strategy prepared their own leaflets, posters, website material and held meetings to discuss the proposals. A number of action groups were formed and existing groups, including Parish Councils and Residents Associations, grouped together.

Protests and Marches 4.29 There were a total of four protests held against the content of the Emergent Joint Core Strategy. The Northants Residents Alliance held a protest at the Joint Strategic Planning Committee on 6 July 2009 in Towcester when the Emergent Joint Core Strategy was considered by the Committee for publication for public consultation. A protest was also held in Northampton Market Square on 15 August 2009. The Northants Residents Alliance held a protest at an Emergent Joint Core Strategy exhibition at the Wootton and East Hunsbury Community Centre on 2 September 2009. The same organisation held a further protest at the Joint Planning Unit’s office in Northampton on 29 September 2009 which involved a march from outlying villages and Becketts’ Park to the Joint Planning Unit.

4.30 The Towcester protest and the Northampton march to the Joint Planning Unit’s office are both available to view on-line at www.youtube.com. All four protests received considerable media coverage both in the local newspapers and on the radio.

Radio Debate 4.31 BBC Radio Northampton held a public debate at the University of Northampton on 9 September 2009 to discuss the Emergent Joint Core Strategy and the wider growth plans for Northamptonshire. The Deputy Chair of the Joint Strategic Planning Committee was part of the debating panel.

The Emergent Joint Core Strategy Consultation Responses

4.32 As a result of the Emergent Joint Core Strategy consultation 4,781 individuals and organisations submitted 6,355 responses containing a total of 120,668 individual comments, also known as representations.

4.33 In terms of the format of the representations the majority of representations, comprising a total of 98,402 individual comments or representations, were submitted in standardised formats, i.e. in the form of one of 22 “standard” formats. 1,470 individual comments or representations were submitted electronically through the Limehouse consultation system. The remaining 20,118 individual comments or representations were submitted in the form of “non-standard” letters, emails or consultation questionnaire responses.

4.34 All responses to the Emergent Joint Core Strategy are available to view on the Joint Planning Unit’s website (www.westnorthamptonshirejpu.org) or at the Joint Planning Unit’s office in Northampton.

4.35 All the representations to the Emergent Joint Core Strategy were coded and summarised by consultation question set in the Emergent Joint Core Strategy document and officer responses to the representations prepared.

4.36 The responses to the Emergent Joint Core Strategy consultation were considered by the West Northamptonshire Joint Strategic Planning Committee at its meetings on 30 March 2010 and 26 July 2010. At its meeting on 26 July Joint Core Strategy - Report of Community Engagement and Consultation Feb 2011

2010 the Committee formally received the summary of the consultation responses to the Emergent Joint Core Strategy.

4.37 The representations received to the Emergent Joint Core Strategy consultation were taken into account in the preparation of the Pre-Submission version of the Joint Core Strategy.

4.38 The officer responses to the representations were considered by the Joint Strategic Planning Committee at its meeting on 31 January 2011 alongside the consideration of the Pre-Submission version of the Joint Core Strategy for publication for the statutory six weeks representations period. The officer responses to the Emergent Joint Core Strategy representations were noted and approved by the Committee at that meeting.

4.39 All the Joint Strategic Planning Committee reports regarding the Emergent Joint Core Strategy representations including the summary of the responses and the officer responses are available to view on the Joint Planning Unit’s website: www.westnorthamptonshirejpu.org

4.40 Appendix 10 to this statement sets out the total number of representations made to each of the consultation questions set in the Emergent Joint Core Strategy. The table details the number of representations that were in support, not in support, did not know and unspecified. For reference purposes Appendix 11 to this statement lists all the consultation questions set in the Emergent Joint Core Strategy.

5. Continuing Community Involvement

5.1 The previous sections of this Statement have set out the community involvement and consultation methods and events used for the Issues and Options stage, the Regulation 25 consultation and the Emergent Joint Core Strategy stages of the preparation of the West Northamptonshire Joint Core Strategy.

5.2 In addition to these activities there have been a variety of on-going meetings and other events. These have included:

Councillor Briefings and Workshops

5.3 Briefings and workshops with the Joint Strategic Planning Committee members and with the Councillors from the Partner Councils of Daventry District, Northampton Borough, South Northamptonshire and Northamptonshire County have been held throughout the preparation process both to provide briefings to be held at key points and to debate key issues and emerging policy. As appropriate these briefings and workshops have also included Councillors from the Borough Council of and Board members of the West Northamptonshire Development Corporation.

Town and Parish Councils Workshops

5.4 Briefings and workshops for town and parish councils have been held throughout the Joint Core Strategy preparation process. These events have included briefings at key points and to debate key issues and emerging policy such as a rural settlement hierarchy.

Engagement with the Local Strategic Partnerships

5.5 Daventry, Northampton and South Northamptonshire Local Strategic Partnerships continue to be engaged in the process through the Joint Planning Unit’s attendance at the LSPs’ Board meetings.

Statutory Bodies

5.6 Regular liaison meetings are held between the Joint Planning Unit and statutory bodies such as the Environment Agency and the Highways Agency to provide updates on the evidence base and to develop the policy approach in the Joint Core Strategy itself.

Development Industry Meetings

5.7 Meetings have been held with representatives of the development industry (including landowners, developers and agents) throughout the preparation of the Joint Core Strategy to discuss both general issues such as infrastructure, land assembly and developer contributions as well as site specific matters.
