DECLARATIONS OF PECUNIARY INTEREST

R. Rolleman declared a conflict of interest with respect to the grant application from Ayr-Paris Band because his children are members of the band.

DELEGATIONS a) Sam Steiner, Librarian & Archivist, Conrad Grebel University College and Barb Draper, Script Writer and producer of the project, appeared before the Foundation with respect to the project grant application from the Mennonite Historical Society of for a documentary for the Brubacher House Museum. S. Steiner outlined the project to create a 15-minute documentary for use with visitors at the Brubacher House Museum located on the campus of the . The Brubacher House’s heritage interpretation program is under the supervision of the Mennonite Historical Society of Ontario. The documentary will describe the life and culture of the 19th century Brubacher families. S. Steiner noted the existing slide show used for visitors is dated and the colour and sound on the slides has deteriorated. A new DVD will incorporate updated information and new technologies. S. Steiner and B. Draper responded to questions. b) Heidi Ostner, Secretary, Ayr-Paris Band and Michael Schmidt appeared before the Foundation with respect to the publication grant application to publish the book entitled “Ayr-Paris Band 50th Anniversary Book”. H. Ostner outlined the project to publish a history of the band for their 50th Anniversary in 2006. The author is James W. Schmidt, who has been a member of the band for 60 years. H. Ostner noted the book will be part of Ayr’s history as the Ayr-Paris band has been a significant part of Ayr’s heritage. H. Ostner responded to questions.

ACCOUNTS AND GRANT SUMMARY

Monthly Disbursements and Approved Grants Budget – Connie Bogusat, Financial Analyst provided copies of the disbursements for March/April 2005 and the net funding position as at April 26, 2005.

2004-2005 COMMITTEES

Allocations & Finance Committee

New Grant Requests i) Mennonite Historical Society of Ontario/Conrad Grebel University College, project grant application – to create a 15 minute documentary for use with visitors at the Brubacher House Museum, located on the campus of the University of Waterloo was deferred pending consideration by the Allocations & Finance Committee. ii) Ayr-Paris Band, publication grant application – proposed book entitled “Ayr-Paris Band 50th Anniversary Book” was deferred pending consideration by the Allocations & Finance Committee.

Other Grants - Updates

1. Ayr Fresh Ayr Festival – the grant application will expire on April 27, 2005; however, to date the applicant has not requested payment of the grant. If a request is not received within the time allowed, the grant approval will be rescinded.

2. Karen Scott Booth – grant application for restoration of the octagonal building on the property located at 1720 Spragues Road in Cambridge. Ms. Booth inquired about an extension to the grant approval. Ms. Booth was asked to submit a request in writing. The grant approval will expire on June 22, 2005.

3. St. Peter’s Lutheran Church in New Hamburg – H. Ratz advised that a revised application will be submitted and will be based on a two-year plan.

4. H. Ratz advised that an application will be received from “r.a.r.e.” - 1679 Blair Road, Cambridge (formerly the Lamb’s Inn).

Grant Applications – H. Ratz advised that “draft” application procedures have been posted to the website and asked members of the Foundation to provide their feedback to Gordon Ambrose.

Communications Committee

Stephanie Massel advised plans for the AGM were well underway, with some last minute details outstanding. The AGM is scheduled for June 14, 2005 at the St. Boniface School (Gymnasium) in Maryhill. The guest speaker is Diane Strickler and a walking tour will follow the business meeting.

Pauline Todkill advised a final report on the Showcase will be provided to the Foundation once the feedback forms have been received from the participants.

Heritage Advisory Committee – Geoffrey Hayes advised committee will review the nominations for awards and recommendations will come forward at a later date. G. Hayes encouraged members of the Foundation to submit additional nominations. HAC continues to work on a plaquing program and anticipates by the fall that an inventory can be established of possible sites.

Executive Committee – H. Ratz advised a meeting will be held on May 13, 2005 to review the applications for the board of directors. There are five elected positions to be filled.

REPORTS – MEMBER ORGANIZATIONS a) N-W Branch, ACO – J. Thompson noted the success of the meeting held on March 30, 2005 at the School of Architecture in Cambridge. J. Thompson reminded Directors of the 25th Anniversary celebrations of the N-W Branch of the ACO to be held on Thursday, May 26 at 7:30 p.m. at The Centre for International Governance Innovation (CIGI), 57 Erb Street in Waterloo. b) Heritage Cambridge – P. Todkill noted HC has been busy with their recent reorganization, the AGM and the new civic centre proposed for Cambridge. P. Todkill reminded members of the house tour to be held May 7, 2005. c) Waterloo Historical Society – J. Arndt reminded Directors of the meeting on May 7 at the New Dundee Community Centre, with Lt. Col. Doug Barrie as the guest speaker. J. Arndt noted Volume 92 of the WHS Annual Volume will be available free to members on May 7. Non-members can obtain a copy for $20.00. The 4th Annual “History Under The Trees” will be held Saturday, July 9 starting at 1:00 p.m. at Doon Heritage Crossroads. The topic this year is “Treasures and Puzzlers!” The public will have an opportunity to talk about a family heirloom. In addition, a panel, including antique dealers, will be available to help solve the mystery of items and place them into historical context. d) Waterloo Region, Ontario Genealogical Society – no report

Guest Speaker will be Dan Needles. f) Correspondence dated April 19, 2005 was received from the Office of the Regional Chair with respect to awards. The following recipients have been invited to attend Regional Council on May 25 at 7:00 p.m. to receive a Certificate of Achievement.

i) Eastwood Collegiate Institute’s 2004 Waterloo Wellington Children’s Groundwater Festival volunteers have been recognized by the Ontario Heritage Foundation under its Young Heritage Leaders Program.

ii) Darryl Bonk and Volunteers who worked on the “From to Waterloo Region” website project have been recognized by the Ontario Heritage Foundation under its Community Recognition Program.

iii) Holly Fernandes has been recognized by the Ontario Heritage Foundation under the Young Heritage Leaders Program for volunteer work at Doon Heritage Crossroads.

iv) Jillian Ferguson has been recognized by the Ontario Heritage Foundation under the Young Heritage Leaders Program for volunteer work at Doon Heritage Crossroads.

v) Peter Gray has been recognized by the Ontario Heritage Foundation under its Community Recognition Program for volunteer work in support of the Waterloo Wellington Children’s Groundwater Festival.

OTHER BUSINESS a) WRHF-05-001 Terms of Office of Elected and Appointed Directors, received for information. b) New Ontario Heritage Act – Bill 60 - Lou Cull noted that Ontario passed new heritage legislation for the first time since 1975. Highlights of the new Ontario Heritage Act include the following:

- gives municipalities new powers to prevent, not just delay, the demolition of designated heritage sites - empowers the Province to identify and designate sites of provincial heritage significance and to prevent their demolition - provides for the development of clear conservation standards and guidelines for provincially owned heritage property - enhance protection of heritage conservation districts, marine heritage sites and other archaeological resources.

Implementation of the changes will require a number of tools, including regulations, guidelines and best practices. The first phase of consultations will focus on the development of regulations and guidelines in the following areas: criteria and approach for the designation of heritage property by municipalities; criteria for determining the provincial significance of heritage property, and matters to be considered in reviewing proposals to demolish designated property.

G. Hayes suggested it would be worthwhile to have a seminar on the legislation to provide an opportunity for the public to understand the implications of the new legislation.
