Bollman, Statistics Canada and Heather Clemenson, Rural Secretariat, Agriculture and Agri-Food Canada HIGHLIGHTS ¨ Several alternative definitions of “rural” are available for national level policy analysis in Canada. ¨ For each rural issue, analysts should consider whether it is a local, community or regional issue. This will influence the type of territorial unit upon which to focus the analysis and the appropriate definition to use. ¨ Different definitions generate a different number of “rural” people. ¨ Even if the number of “rural” people is the same, different people will be classified as “rural” within each definition. ¨ Though the characteristics of “rural” people are different for each definition of “rural”, in general, each definition provides a similar analytical conclusion. Our recommendation We strongly suggest that the appropriate definition should be determined by the question being addressed; however, if we were to recommend one definition as a starting point or benchmark for understanding Canada’s rural population, it would be the “rural and small town” definition. This is the population living in towns and municipalities outside the commuting zone of larger urban centres (i.e. outside the commuting zone of centres with population of 10,000 or more). Many forecasters project the demise ofrural schooling and the communities the schools serve amidst global pressures to concentrate and centralize economic production, jobs, and services. Other commentators argue that rural schools can playa vital role infostering a sense ofplace that is critical to the development ofmeaningful social, economic, and cultural opportunities in uniquely situated communities. This paper examines the perceptions about schooling's contributions to community sustainability held by southwestern Saskatchewan residents. In the face ofpressures to close and consolidate many community schools, area residents place a high value on the maintenance ofextensive local educational services, are generally satisfied with the services available to them, and contribute actively to support schooling. However, schools offer credentials and content that serve urban centres more than local communities. If schools are to remain vital to rural community sustainability, educators, policymakers, and community members must offer strategies that link education with the development ofeconomic diversification, meaning ful jobs, and supportive community infrastructures. T OPICAL R EVIEW D IG E ST : H UMAN R IGHTS IN S UB -S AHARAN AF R I C A Youth Migration and Poverty in Sub-Saharan Africa: Empowering the Rural Youth By Charlotte Min-Harris Introduction Sangaré, a poor young farmer from a village in southern Mali, leaves his wife and three children to find stable employment in the capital city of Bamako. What he finds is an unrewarding reality that leads him from small job to small job, only earning about US 22 cents per day. These jobs range from selling sunglasses, to shining shoes, to driving a rickshaw. Unfortunately, his income has not proved enough to provide for his family, as his aunt has since adopted his daughter, and his children cannot attend school. The inability to find stable employment in Bamako has forced Sangaré to consider emigrating abroad, leaving his family behind. He blames the decline in his village as the reason for his migration to Bamako. “The fields don’t produce any more. The fruits rot because we don’t have the means to turn them into other products (for example, juice), or to take them into town. After the rainy season, we have nothing to do but rub shoulders with poverty every day” (IRIN 2007). To Sangaré, keeping his children fed is more important than providing for their education. Stories such as Sangaré’s are becoming proliferated as more rural young men and women in sub- Saharan Africa (SSA) migrate to cities to escape poverty. These vulnerable youth are unprepared for the risks that await them in ill-equipped cities; many turn to violent acts of theft, robbery, and trafficking when basic needs cannot be met. -

Sink or Swim: Deciding the Fate of the Miss America Swimsuit Competition Grace Slapak Tulane University, New Orleans, Louisiana, USA ÒÏ Abstract: The Miss America beauty pageant has faced widespread criticism for the swimsuit portion of its show. Feminists claim that the event promotes objectification and oversexualization of contestants in direct contrast to the Miss America Organization’s (MAO) message of progressive female empowerment. The MAO’s position as the leading source of women’s scholarships worldwide begs the question: should women have to compete in a bikini to pay for a place in a cellular biology lecture? As dissent for the pageant mounts, the new head of the MAO Board of Directors, Gretchen Carlson, and the first all-female Board of Directors must decide where to steer the faltering organization. The MAO, like many other businesses, must choose whether to modernize in-line with social movements or whole-heartedly maintain their contentious traditions. When considering the MAO’s long and controversial history, along with their recent scandals, the #MeToo Movement, and the complex world of television entertainment, the path ahead is anything but clear. Ultimately, Gretchen Carlson and the Board of Directors may have to decide between their feminist beliefs and their professional business aspirations. Underlying this case, then, is the question of whether a sufficient definition of women’s leadership is simply leadership by women or if the term and its weight necessitate leadership for women. Will the board’s final decision keep this American institution afloat? And, more importantly, what precedent will it set for women executives who face similar quandaries of identity? [email protected] 1 Introduction: The Global Poverty Agenda and the Africa Despite significant progress made in reducing poverty since 2000, there is general consensus that poverty remains a major policy challenge especially in sub-Saharan Africa. On current evidence the global target for MDG1 (halving poverty by 2015) is likely to be achieved thanks mostly to rapid gains in China and India. It should however be remembered that there will still be another half of the ‘original 1990 benchmark poor’ living in poverty. Recent revisions suggest that the figure may be as many as 1.4 billion people, many of who will be Africans2. Probably a third of the people who will remain in poverty will have lived in poverty for most if not all their lives. These are often called the chronically poor. Estimates suggest that between 30 and 40 per cent of up to 443 million people living in chronic poverty are in sub-Saharan Africa.3 Clearly present and future progress in poverty reduction after the MDGs will depend to a large extent on what happens to this core group living in chronic poverty especially in Africa. Current evidence suggests that although the proportion of people living in poverty has declined4 from 58 per cent in 1990 to 51 per cent in 2005,5 sub-Saharan Africa will likely miss the target for MDG1. In fact, the actual numbers of Africans living in poverty has been increasing6. -
