Fortunately, a group of dedicated and hard working individuals from our communities came together for the common goal of providing telephone service and succeeded. Their shared success establishing Valley Telephone Cooperative, Inc. was the beginning of many more great accomplishments for the company and our communities. The Cooperative was established on April 22, 1952 with the purpose of providing telephone service to rural subscribers deemed unfeasible by the larger companies. The idea began in the 1950s when rural homes received electrical service by cooperatives funded by Rural Electrification programs. As the number of homes with this commodity increased, rural residents across the country began to express interest in receiving telephone service. To increase economic opportunities and improve the quality of life in the rural areas, the Rural Electrification Administration (REA), currently known as Rural Utilities Service, a division of the U.S. Department of Agriculture, created a telephone branch to provide low interest loans to telephone cooperatives so they could provide service. On September 28, 1950 in Monte Alto, Texas, a local task force called a meeting to formally organize a telephone cooperative. At this meeting, a cooperative name was selected, directors were elected, an application for a charter was completed, and bylaws were adopted. Since then, our Cooperative has grown to become VTX1 Companies, a leading broadband service provider offering Internet, television entertainment and telephone services to approximately 4,000 member-owners in South Texas. VTX1 covers approximately 7,300 square miles with 5,200 route miles of buried fiber optic and copper cable from Rio Grande City to Brownsville to the northern areas located southwest of San Antonio. VTX1 Companies continues to expand its broadband network to enable greater bandwidth capacity and improve capabilities. VTX Communications, LLC and VTX Telecom, LLC were established to reach new communities and diversify the original product line, telephone service, to other lines of business such as wireless Internet and data transport. These subsidiary companies currently serve an additional 4,000 customers with broadband service. One of VTX Telecom’s ongoing projects is to expand the company’s current broadband network to serve twelve additional communities surrounding the existing service area. More than sixty years ago, Valley Telephone Cooperative was established to serve its rural communities on the principals of service, excellence and value. Jones, Ph.D. “Ideology and Partisanship in the 87th (2021) Regular Session of the Texas Legislature” https://doi.org/10.25613/HP57-BF70 Ideology and Partisanship in the 87th (2021) Regular Session of the Texas Legislature Executive Summary This report utilizes roll call vote data to improve our understanding of the ideological and partisan dynamics of the Texas Legislature’s 87th regular session. The first section examines the location of the members of the Texas Senate and of the Texas House on the liberal-conservative dimension along which legislative politics takes place in Austin. In both chambers, every Republican is more conservative than every Democrat and every Democrat is more liberal than every Republican. There does, however, exist substantial ideological diversity within the respective Democratic and Republican delegations in each chamber. The second section explores the extent to which each senator and each representative was on the winning side of the non-lopsided final passage votes (FPVs) on which they voted.

Defendant RICARDO QUINTANILLA (QUINTANILLA) aka "Richard" is a businessman who lived and worked in Weslaco, Texas. 2. Defendant ARTURO C. CUELLAR, JR. aka. "A.C.," is a resident of Progreso Lakes, Texas, who served as a commissioner of Hidalgo County, Texas, from March 2010 to November 2010 and approximately January 2013 to December 2016. 3. Defendant JOHN F. CUELLAR is an attorney based in Weslaco, 'Texas, who served as a Weslaco City Commissioner from May 1995 to November 2014. For large parts of his tenure on the Weslaco City Commission (the "commission"), including from at least June 2007 to May 2009 and from May 2010 to November 2014, JOHN F. CUELLAR was selected by the Case 7:19-cr-00522 Document 30 Filed on 04/09/19 in TXSD Page 2 of 34 commission to serve as mayor pro tern. As a commissioner, JOHN F. CUELLAR was an agent of the City of Weslaco.
