His Majesty said in his titah (royal speech) to mark the 23rd National Day of Brunei Darussalam. His Majesty said that we have to be open minded to overcome weaknesses and have a proactive attitude to achieve success in public services.     ADVISORY TO MALAYSIANS IN NEGARA BRUNEI DARUSSALAM Pursuant to the Restriction of Movement Order announced by the Honourable Prime Minister of Malaysia, effective from 18 March until 31 March 2020 and the Press Release issued by the Ministry of Health Negara Brunei Darussalam on 15 March 2020, the High Commission of Malaysia in Bandar Seri Begawan, Negara Brunei Darussalam wishes to convey the following information: 1. Malaysian citizens and permanent residents of Malaysia in Negara Brunei Darussalam are allowed to return to Malaysia and required to undergo health check and 14 days self-quarantine. 2. Nonetheless, the Ministry of Health, Negara Brunei Darussalam, has issued restrictions for all citizens and residents of Negara Brunei Darussalam (excluding social/visit pass holder) to leave the country including to Malaysia except for certain circumstances. In this regard, requests for permission to leave the country are subject to the approval of the Prime Minister's Office by an application to [email protected]. 3. Foreign visitors who are currently in Malaysia are allowed to leave but, they are not allowed to re-enter the country from 18 March 2020 until 31 March 2020. Time Release Study (TRS) is widely recognized as one of the most effective tools in identifying the bottlenecks that may persist in the trade movement and clearance. TRS is a special tool developed by the World Customs Organization (WCO) to measure the effectiveness of operational procedures carried out by Customs, other regulatory agencies and private stakeholders in the standard processing of imports, exports, cross-border and transit movements. Royal Malaysia Customs Department (RMCD) conducted TRS survey in two locations, Sabah ports (Tawau and Sandakan) and Sarawak Land Border (Tebedu and Sungai Tujuh). We find that a 1 percent increase in the depreciation of Malaysian ringgit per Brunei dollar increases the number of Bruneian shoppers to Miri by 2.10 percent.     RESTRICTED AND CONFIDENTIAL CSPS POLICY BRIEF CROSS-BORDER EXPENDITURE OF BRUNEIANS IN MIRI, SARAWAK Giuseppe Rizzo, Diana Cheong, and Yuzilawati Abdullah ∗ Issue No. 03 Nov 2014 EXECUTIVE SUMMARY This Policy Brief is based on a survey study which tries to understand (1) the levels of spending amongst Bruneian visitors in Miri, (2) the expenditure patterns of types of goods and services purchased by Bruneians visitors in Miri, and (3) reasons for such spending. The objective of the policy brief itself is to report on the survey findings of cross border expenditure of Bruneian visitors to Miri and to outline the main policy implications and recommendations. A survey involving 594 groups of people coming back from their trips to Miri, through Sungai Tujoh Immigration Control Post, was conducted on two consecutive weekends from the end of August, 2014 just after payday. Our survey findings show that Bruneians spend a total of B$ 205.16 per group per trip, which corresponds to a total of B$ 61.3 million a year. This estimated amount represents 1.4% of household final consumption expenditure in 2013. As it is quite a low figure comparatively, we argue that it is not a major policy concern by itself. It would seem that a large number of Bruneians are visiting Miri not just for shopping but as a preferred leisure and entertainment venue.
