In contemporary academia, disasters are seen as the consequence of inappropriately managed risk. These risks are the product of hazards and vulnerability. Hazards that strike in areas with low vulnerability are not considered a disaster, as is the case in uninhabited regions. Developing countries suffer the greatest costs when a disaster hits – more than 95 percent of all deaths caused by disasters occur in developing countries, and losses due to natural disasters are 20 times greater (as a percentage of GDP) in developing countries than in industrialized countries. Researchers have been studying disasters for more than a century, and for more than forty years disaster research has been institutionalize the University of Delaware's Disaster Research Center. The studies reflect a common opinion when they argue that all disasters can be seen as being human-made, their reasoning being that human actions before the strike of the hazard can prevent it developing into a disaster. All disasters are hence the result of human failure to introduce appropriate disaster management measures. Hazards are routinely divided into natural or human-made, although complex disasters, where there is no single root cause, are more common in developing countries. A specific disaster may spawn a secondary disaster that increases the impact. A classic example is an earthquake that causes a tsunami, resulting in coastal flooding. 2.

    A Counter-Terrorism Analysis of WikiLeaks 2008 Mumbai Terror Attacks WikiLeaks Project* – 2008 Mumbai Terror Attacks – An Analysis By Arti Mohan, ICT Intern Team On 26th November, 2008 there were eleven coordinated shooting and bombing attacks in prominent places and landmarks of Mumbai, the financial capital of India. 164 people including 26 foreigners were killed and at least 308 were injured. While giving a judgment which confirmed the death sentence of the sole surviving terrorist this episode was described by the Chief Justice of India as having unprecedented enormity on all scales. The planning of this operation was intricate and comprehensive. The simultaneity and the multiplicity of the attacks were confounding for the police in the initial stages and the intensive and prudent use of technology by the terrorists disadvantaged the other security forces at the later stages of the attacks. These attacks were a synthesis of methodology and technique which had not been played out in the Indian context earlier. This paper looks into the minutiae of these attacks including the planning and the preparation which went in to it as well as the response to the attacks. The impact on relations with Pakistan in the aftermath is discussed within the broader light of the international response and intelligence sharing. It tracks all the law and order problems and other events related to policing. Public calls are received on 18 direct telephone lines and 25 lines are provided for Telephone Number 100. The wireless network is used to direct patrol mobiles or Police Stations staff to attend the Law and Order and Crime incidents. Citizens' Facilitation Center Located at The Commissioner Of Police Compound, Opp. Crowford Market, L.T.Marg, Mumbai 400 001. Remains open from 9.30 a.m. to 5.30 p.m , on all working days. Members of Public can submit their applications relating to various licenses and other matters. After accepting their applications, they are issued a computer generated token with ID number for future correspondence Arms Licenses can be renewed immediately. The armourer examines the weapon and if there is nothing adverse, the license holders can pay the fees and his license is renewed. A cashier is available for accepting the fees. There is specific time allotted for processing the application forms. The monitoring is done by the Senior Officers. The letters from the Govt., other departments and the members of public, addressed to the Commissioner of Police and other offices situated in the compound, are also accepted at CFC.

    Pakistan Journal of Criminology Volume 5, No. 2, July-Dec 2013, pp. 115 - 130 115 Current and Emerging Threat of Terrorism in South Asia Rohan Gunaratna Abstract South Asia is the emerging epicentre of global terrorism, replacing the Middle East as the key breeding ground for terrorist operatives and supporters. Since the US-led intervention in Afghanistan nearly a decade ago, Al-Qaeda and its associated groups–notably the Taliban–have survived and revived. The Pakistani Federally Administered Tribal Area (FATA), separating the rest of Pakistan from Afghanistan, has become the central theater of operations and unless governments sincerely and seriously work together and share expertise and resources, the spectre of terrorism is likely to grow in South Asia and could even spill over in the coming decade. After Afghanistan, Pakistan faces the biggest threat in the region. While tribal Pakistan faces the most severe and sustained challenges, the Pakistani mainland is also threatened. Al-Qaeda and the Taliban operating out of FATA have reached out, percolating their ideologies to other groups, including attacking Western targets in Mumbai in November 2008. While Asian threat groups are increasingly looking towards Pakistan, especially where Al-Qaeda and the Taliban are located. In addition to seeking the blessing of Al-Qaeda; their perceived vanguard, they also receive training and operational guidance there. Since 9/11, governments throughout South Asia have increased efforts to track, catch or kill active terrorists. However, they lack both knowledge and leadership to counter extremist ideologies. Governments must understand that a cleric that preaches moderate views is as important as a law enforcement or intelligence counter-terrorism officer in combating religious terrorism.
