Shogan Deputy Director and Senior Specialist November 26, 2012 Congressional Research Service 7-5700 www.crs.gov RL30261 CRS Report for Congress Prepared for Members and Committees of Congress Women in the United States Congress: 1917-2012 Summary Ninety-four women currently serve in the 112th Congress: 77 in the House (53 Democrats and 24 Republicans) and 17 in the Senate (12 Democrats and 5 Republicans). Ninety-two women were initially sworn in to the 112th Congress, two women Democratic House Members have since resigned, and four others have been elected. This number (94) is lower than the record number of 95 women who were initially elected to the 111th Congress. The first woman elected to Congress was Representative Jeannette Rankin (R-MT, 1917-1919, 1941-1943). The first woman to serve in the Senate was Rebecca Latimer Felton (D-GA). She was appointed in 1922 and served for only one day. A total of 278 women have served in Congress, 178 Democrats and 100 Republicans. Of these women, 239 (153 Democrats, 86 Republicans) have served only in the House of Representatives; 31 (19 Democrats, 12 Republicans) have served only in the Senate; and 8 (6 Democrats, 2 Republicans) have served in both houses. These figures include one non-voting Delegate each from Guam, Hawaii, the District of Columbia, and the U.S. Virgin Islands. Currently serving Senator Barbara Mikulski (D-MD) holds the record for length of service by a woman in Congress with 35 years (10 of which were spent in the House). -

I well remember your hospitality in 1984, when Republicans gathered to re-nominate the Reagan-Bush ticket, and I was also fortunate to make a number of trips to Texas during my service as Secretary of Transportation. The beauty and size of your state reminds me of the story about the Texas politician who started a speech by talking about the beautiful piney woods of east Texas, and then he moved on through the bluebonnets and out to the plains and down through the hill country to the Gulf Coast and then he got back to the piney woods and started all over again. And when he got all around the state that time, he started in again about those beautiful piney woods and bluebonnets. Right then, a little old fellow rose up in the back of the room and yelled out, "The next time you pass Lubbock, how about letting me off?" Well, whether it's Lubbock, Houston, or Dallas, Texans can be justifiably proud of the progress and economic expansion taking place throughout your state. Over the past few years, the Dallas/Fort Worth area has been recognized as a premier location for business and corporate headquarters. -

Lessons Learned from Justice Ruth Bader Ginsburg
LESSONS LEARNED FROM JUSTICE RUTH BADER GINSBURG Amanda L. Tyler* INTRODUCTION Serving as a law clerk for Justice Ruth Bader Ginsburg in the Supreme Court’s October Term 1999 was one of the single greatest privileges and honors of my life. As a trailblazer who opened up opportunities for women, she was a personal hero. How many people get to say that they worked for their hero? Justice Ginsburg was defined by her brilliance, her dedication to public service, her resilience, and her unwavering devotion to taking up the Founders’ calling, set out in the Preamble to our Constitution, to make ours a “more perfect Union.”1 She was a profoundly dedicated public servant in no small measure because she appreciated just how important her role was in ensuring that our Constitution belongs to everyone. Whether as an advocate or a Justice, she tirelessly fought to dismantle discrimination and more generally to open opportunities for every person to live up to their full human potential. Without question, she left this world a better place than she found it, and we are all the beneficiaries. As an advocate, Ruth Bader Ginsburg challenged our society to liber- ate all persons from the gender-based stereotypes that held them back. As a federal judge for forty years—twenty-seven of them on the Supreme Court—she continued and expanded upon that work, even when it meant in dissent calling out her colleagues for improperly walking back earlier gains or halting future progress.2 In total, she wrote over 700 opinions on the D.C. -

However, although a number of women have led their countries in the modern era and a growing number of women are winning gubernatorial, senatorial, and congressional races, the United States has yet to elect a female president, nor has anyone come close. This paper considers the prospects for electing a woman president in 2008 and the challenges facing Hillary Clinton and Condoleezza Rice–potential frontrunners from both major parties–given the historical experiences of women who pursued the nation’s highest office. -
Postfeminist Double Binds
Postfeminist Double Binds: Volume 6 Number 2 How Six Contemporary Films Perpetuate the September 2009 Myth of the Incomplete Woman Samantha Senda-Cook University of Utah Sweet Home Alabama, The Wedding Planner, How to Lose a Guy in 10 Days, Down With Love, Never Been Kissed, and Miss Congeniality appear to promote feminist ideals. They feature smart, successful women who are determined to excel at their careers. However, each face a truly difficult decision—the career or the man? In a modern twist on two classic double binds, these six films contrive situations that place the potential male lover in direct opposition to career advancement. In some cases, the women keep their jobs, but in all they prioritize love, specifically “true love.” Additionally, the films each emphasize some transformation that the main character must undergo before she can ultimately succeed personally and professionally. While three films require the woman to relax—not worry so much about her career—the other three depict an ugly-duckling tale. Using Gregory Bateson’s concept of the double bind, Kathleen Hall Jamieson’s articulation of the double binds that women face, and theories of postfeminism, I contend that these films attract a large number of viewers by misusing the tenets of feminism. Furthermore, filmmakers construct arguments subtly and enthymematically. t’s like feminism never even happened, you know? (François Jullien 2011: 132) Even though this may go against traditional thinking, one could thus speak of an a priori prosthetics. (Bernard Stiegler 2003a) Is this still capitalism? What if it was something worse? (McKenzie Wark 2013) Audit—the ongoing evaluation of performance—began as a fairly narrow range of technical procedures in financial accounting. However, it has now expanded its range to ‘account’ for a wide range of behaviours, thoughts and even feelings, in the workplace and elsewhere. This article first suggests that audit cultures are a response to the ‘abyss of the differential.’ This is the abyss faced when too much generative difference threatens established interests, and thus everything these interests control. Such interests often face a double bind, because they also rely on exploiting generative difference and are thus fully immersed in it. Audit is seen as a useful response to this double bind—to the abyss of the differential. Audit enables both control and ongoing exploitation of the differential. This article secondly aims to summarise some of the recent discussions of audit and then develop aspects of them. Audit technics/cultures use a flexible series of control procedures that differentially declare what is (un)acceptable.
