ABSTRACT (maximum 200 words) Transnational criminal organizations (TCOs), particularly drug trafficking organizations (DTOs), are a growing concern for the United States and Latin America. Relatively little research, however, focuses on how TCOs build relationships with local populations as part of their overall operations. This thesis draws from counterinsurgency literature to consider the role that populations play in TCO and counter-TCO efforts. It uses a controlled case study comparison between the Medellín Cartel in Colombia from 1976 to 1993, and a study of the Sinaloa Cartel in Mexico from 1988 to 2019 to investigate the ways TCOs engage populations, both positively and negatively; the steps the governments take to conduct counter-TCO operations and their effects on the population; and the measures the governments take to positively engage the population. It finds that both of these cartels have actively sought to win the support of populations by providing resources to local communities, including infrastructure development, aid, and other resources. The governments of Colombia and Mexico, by contrast, initially did little to positively engage affected populations. I draw on Norbert Elias, Emile Durkheim, Marcel Mauss, among other social theorists and historians, to counter dominant views of fear in the social sciences as a sole destroyer of the social fabric with evidence of how and why fear both tears and tightens the social fabric, both destroys and fosters solidarity. Juan Pablo Escobar, the son of Pablo Escobar, has changed his name. Known today as Sebastian Marroquin, he and his family live in Argentina, not their homeland of Colombia. An architect, Marroquin has apologized to people whose family members were murdered on the orders of Pablo Escobar. He has also participated in "Sins of My Father," a documentary about his own father, the former drug lord. In an interview with the Buenos Aires Herald, Pablo's son explains why he agreed to make "Pecados de Mi Padre" (as the film is called in Spanish): I’ve rejected lots of money-making projects because they glorified the gangster style and image of my father. I never agreed with that idea because it seemed the opposite message to the lifestyle that I’ve chosen to lead. So I’ve always said ‘no’ to those kinds of proposals. But Nicolas [the director of the film is Nicolas Entel] suggested telling the story from the children’s point of view, not just mine, so as to integrate everybody else’s point of view. And that’s when I thought this story could have an interesting turn. "The children" are Rodrigo Lara Restrepo and three Galan brothers (Juan Manuel, Carlos and Claudio), all sons of Colombian politicians - Rodrigo Lara Bonilla (1946 - 1984) and Luis Carlos Galan (1943 - 1989) - whose fathers were murdered on Pablo Escobar's orders.

Jaime Rodríguez Calderón, also known as El Bronco, who was elected as an independent candidate in June 2015 (SourceMex, June 24, 2015) and who took office in October of that year. The riot––reportedly a battle for control of the prison between two factions of the criminal organization the Zetas—left 49 casualties. Prison sources said most of the victims were stabbed to death with homemade weapons or beaten to death with sticks. By all accounts, Rodríguez Calderón did not handle the situation well, taking too long to react to the emergency and then placing the blame on missteps that occurred during the administration of his predecessor, former Gov.

Our team also consists of the vice-director Naz Arin Alkumru, the moderator Arthur Nelson and the crisis analysts Maryam Rahimi and Pranav Dayanand; we are all very excited to meet you for a weekend of debate this February. I am a second year student majoring in Economics and International Relations, and potentially minoring in Latin American Studies. My main interests are economic development, international humanitarianism, and conflict resolution. Apart from UTMUN, I am also part of the G20 Research Group and the Canadian Centre for the Responsibility to Protect. In my spare time, I like to paint and my favorite book is One hundred years of solitude. I am originally from Peru and moved to Canada for university. Growing up, I always heard about the scars that cocaine trafficking and paramilitary groups similar to FARC had left in Peruvian society. I began doing MUN in the 8th grade and continued debating for the rest of my high school years. I have participated and hosted a wide array of committees, but the mixture of formality and dynamism in Specialized Agencies makes it by far my favorite. Last year, I also took part in UTMUN as a Vice-Director for another committee. MUN is a great way to learn about foreign affairs and improve public speaking skills.

    EXPERT REPORT OF DR. EVERARD MEADE July 12, 2016 1. Counsel for has asked me to offer expert testimony to assist the Court in evaluating his claim for asylum. I respectfully submit this report, and any corresponding testimony at the hearing, in order to: (1) provide background regarding the events in question and the areas of Mexico in which they occurred; (2) explain the country conditions in Mexico, both in the present and in the period extending back to 2006; (3) offer my opinion on the consistency of the declaration of Mr. with the conditions in Mexico at the relevant times and in the relevant places; and (4) discuss the likelihood that Mr. would be harmed if returned to Mexico. 2. As the Director of the Trans-Border Institute at the University of San Diego, I monitor the conditions in Mexico on a continual basis. As a historian of Mexico and Central America focused on the relationships between violence, memory, and the law, I have tracked patterns of violence and their relationship to the criminal justice system since at least 1998. See attached (curriculum vitae). I have testified before Immigration Courts across the country in conjunction with removal proceedings and asylum applications. 3. Before preparing this report, I reviewed and consulted a number of academic, journalistic, and government sources (from Mexico and the United States), many of which are cited herein.
