A media briefing is scheduled for Wednesday 26 March at 12:15 after the conclusion of the Executive Committee meeting. This two-day gathering will be followed by the UEFA XXVII Ordinary Congress on the morning of Thursday 27 March. A press conference will be held after the end of the UEFA Congress at the Cavalieri Hilton Hotel.     UEFA and the European Union, from confrontation to co-operation?* Borja García Department of Politics, International Relations and European Studies Loughborough University [email protected] The governance structures of football have evolved overtime relatively independent of public authorities. The so-called pyramid of European football has been traditionally formed by the game’s world-wide governing body (FIFA) at the apex, the continental governing body (UEFA) in the middle and the national football associations, national football leagues and clubs at the bottom. This structure, however, has been challenged in the last two decades by a combination of massive commercialisation of the game, EU decisions aimed at liberalising football as a market-place, and the new demands of the stakeholders involved in the governance of professional football. This paper investigates the relationship between UEFA, as European football’s governing body, and the EU. It assesses the evolution of UEFA as a football governing body since the Bosman ruling (1995) until current initiatives such as the rules on locally-trained players. The paper focuses especially on the interaction between UEFA and the EU in the regulation of the footballers’ market, one of the most contentious interventions of European institutions in football. I argue that UEFA’s attitude towards the EU has changed completely in the last ten years. Whilst the EU was seen as a threat for UEFA in 1995, it is now considered a ‘long term strategic partner’. Three reasons can be identified for UEFA’s evolution. First, a pragmatic necessity to adapt to the application of EU law to football.

Each match is more than just a game. A match can and has represented old battles that never die completely. The Celtic–Rangers rivalry is more than a cross-town rivalry, but a representation of the unfinished political fight over the Protestant Reformation.2 The Barcelona–Real Madrid rivalry represents a long-running nationalist fight between Castilian and Catalonian Spaniards.3 Celtic’s long running rivalry with Rangers Football Club (FC) is just another part of the centuries-old rivalry between Northern Irish Catholics and Protestants.4 While one’s club is a representation of his or her nation and tribe, it is also a business, as shown by the globalization of the sport.5 And just like any business, occasionally there are financial issues.

    Media Release Date: 10/11/2004 Communiqué aux médias No. 134 Medien-Mitteilung UEFA Executive Committee Vienna decisions Bidding timeline for UEFA EURO 2012 and approval for use of artificial turf The UEFA Executive Committee, chaired by UEFA President Lennart Johansson, has concluded its meeting in Vienna, Austria, with the following decisions: On the issue of the use of artificial turf the UEFA Executive Committee agreed to allow the introduction for use at both club and national level in UEFA competitions as from the 2005/06 season, provided the installed artificial turf product complies with the UEFA quality criteria. The Executive Committee also announced the bidding timeline for the UEFA EURO 2012. The new bid process will be split over two phases, the first phase resulting in a pre-selection of three bidders before the final decision on the Hosts Association(s) in a second phase. Associations interested in hosting the UEFA European Football Championship in 2012 will be able to request the official bidding documents from UEFA from 16 December 2004, after which the first phase pre-selection of three bidders will be made by the UEFA Executive Committee on 10 November 2005. The UEFA Executive Committee will then make the final decision on the Host Association(s) on 15 December 2006. Also discussed were the proposed measures to encourage the local training of players to support the development of national teams. The Executive Committee agreed that a firm proposal is targeted to be ready in time for the UEFA Congress in Tallinn, Estonia, in April 2005. Finally, the Executive Committee approved the format of the 2005/07 European Qualifying Competition for the FIFA Women’s World Cup 2007.

What happened on 29 May 1985 at the Heysel stadium in Brussels was the darkest hour in the history of the UEFA competitions. Disaster struck the final of the Champion Clubs’ Cup between Juventus and Liverpool before a ball had even been kicked, leaving 39 spectators dead and injuring many more during what should have been a celebration of football. Whilst this tragedy could have called into question the future of the major European football competitions, particularly the Champion Clubs’ Cup, it soon became clear that defeatism was not the best way to pay tribute to the victims.

Seven seats are available, six of them for four-year terms and the last one for a two-year term. The closing date for applications was midnight 25 February 2002. The elections will take place at the XXVI Ordinary UEFA Congress, to be held in Stockholm, Sweden on 25th April 2002. Lennart Johansson was earlier confirmed as the sole nominee for the post of UEFA President. Des Casey (Republic of Ireland), Frantisek Chvalovsky (Czech Republic), and Claude Simonet (France) will retire from the UEFA Executive Committee. Four other members of the UEFA Executive Committee will stand for re-election: Senes Erzik (Turkey), Dr. Viacheslav Koloskov (Russia), Giangiorgio Spiess (Switzerland) and Angel Maria Villar Llona (Spain). Since then, life in Europe and beyond has been turned on its head by the rapid spread of the COVID-19 virus. Football has been brought to a halt at both European and national levels. UEFA has been forced to postpone all its club and national team competitions until further notice, while moving EURO 2020 to the summer of 2021 and UEFA Women’s EURO 2021 to the following year. UEFA reacted swiftly in making these decisions, within a full and frank consultation process not only with its 55 member associations, but also with fellow football stakeholders – clubs, leagues and players’ unions. It was the correct decision at the right time, based on common sense, in compliance with national measures and World Health Organization (WHO) recommendations. The unprecedented circumstances indeed made it impossible for any sport to take place. I have been extremely proud of how UEFA and its stakeholders have acted together in a spirit of full and honest cooperation at this time. This spirit remains truly alive within a situation that is in a state of constant evolution.
