Since then the Governing Council of UNEP has repeatedly endorsed a regional approach to the control of marine pollution and the ma-t of marine ad coastal resources ad has requested the develqmmt of re#ioml action plans. The Regional Seas Progr- at present includes ten mimyand has over 120 coastal States à participating in it. It is amceival as an action-oriented pmgr- havim cmcera not only fw the consqmces bt also for the causes of tnvirommtal dtgradation and -ssing a msiveapproach to cantrollbg envimtal -1- thmqb the mamgaent of mrine and coastal areas. Each regional action plan is formulated according to the needs of the region as perceived by the Govemnents concerned. It is designed to link assessment of the quality of the marine enviroment and the causes of its deterioration with activities for the ma-t and development of the marine and coastal enviroment. The action plans promote the parallel developmmt of regional legal agreemnts and of actioworimted pmgr- activitiesg- In Hay 1982 the UNEP Governing Council adopted decision 10/20 requesting the Executive Director of UNEP "to enter into consultations with the concerned States of the South Asia Co-operative Envirof~entProgran~e (SACEP) to ascertain their views regarding the conduct of a regional seas programe in the South Asian Seasm. In response to that request the Executive Director appointed a high level consultant to undertake a mission to the coastal States of SACW in October/November 1982 and February 1983. -

Manora Field Notes & Beyond: a Conversation With
Manora Field Notes & Beyond: A conversation with Naiza Khan In 2019, Naiza Khan became the first British-Pakistani artist to represent Pakistan for the country’s inaugural pavilion at the 58th Venice Biennale. Titled Manora Field Notes, the multimedia archival project was inspired by the artist’s twelve years of expansive research and documentation of the maritime trade and histories she unearthed on the island of Manora, situated on the southern part of the Karachi Peninsula. From 1986–1987, Khan studied at Wimbledon College of Art, before going on to receive her BFA in printmaking and painting from the Ruskin School of Fine Art, Oxford. She recently graduated with an MA in Research Architecture from Goldsmiths’ Department of Visual Cultures. Khan’s work has been widely exhibited internationally, including the Kochi- Muziris Biennale (2016) and the Shanghai Biennale (2012), as well as in exhibitions such as ‘Desperately Seeking Paradise’, Art Dubai, UAE (2008); ‘Hanging Firse: Contemporary Art From Pakistan’, Asia Society, New York (2009); Manifesta 8, Murcia, Spain (2010); the Cairo Biennale, Egypt (2010); ‘Restore the Boundaries: The Manora Project’, Rossi & Rossi Gallery and Art Dubai, Dubai, UAE (2010); ); ‘Art Decoding Violence’, XV Biennale Donna, Ferrara, Italy, (2012); and ‘Set In A Moment Yet Still Moving’, Koel Gallery, Karachi (2017). The artist has been selected for a number of fellowships and residencies, including Gasworks, London; the Rybon Art Centre, Tehran; and the Institute for Comparative Modernities, Cornell University, among others. As a founding member and long-time coordinator of the Vasl Artists’ Collective in Karachi, Khan has worked to foster art in the city and participated in a series of innovative art projects in partnership with other workshops in the region and beyond, such as the Khoj International Artists’ Association, New Delhi; the Britto Arts Trust, Dhaka, Bangladesh; the Sutra Art Foundation, Kathmandu, Nepal; and the Theertha International Artists’ Collective, Colombo, Sri Lanka. -

DEMOLITION MOVIES: THE URBAN POOR ON THE MARGINS OF THEIR STORY Özgür Avcı Orta Doğu Teknik Üniversitesi Medya ve Kültürel Çalışmalar Abstract This article analyzes how the popular cinema in Turkey, which showed a heightened interest in the gecekondu (slum or squatter house) problem in the late 1970s, tackled the question of representing the poor residents of these areas. The popular films – particularly the ones about the problem of demolition– denied a positive identity and agency to this group. The films positioned the squatters predominantly on the periphery of the narrative, although the gecekondu problem was at the center of the story. They appeared as a blurry crowd lurking behind or on the edges of the screen, unable to step in and be the leading actors of their own story. I argue that in the context of 1970s Turkey, the stereotypical image of the urban poor as a pragmatic or non-ideological (thus ambivalent, immature and unreliable) group was, at least in part, a constructed identity in which all the cultural elite contributed. This surprising collaboration between otherwise hostile ideological positions in constructing and reinforcing such an identity can be seen as a common reaction to the symbolic challenge that the squatters, as a new social formation falling outside or between traditional social categories, posed to all established frameworks of cultural production. Planning, Development and Community: Transformation of the Gecekondu Settlements in Turkey Burcu Şentürk PhD University of York Department of Politics October 2013 Abstract This thesis aims to investigate changes in gecekondu (slum house) communities through exploring the lives of three generations of rural migrants in Turkey. It suggests that the dynamic relation between their strategies and development policies in Turkey has had a large impact on the urban landscape, urban reforms, welfare policies and urban social movements. I followed qualitative research methodology, and was extensively influenced by feminist theory. Participant observation, in-depth interviews and focus group methods were used flexibly to reflect the richness of gecekondu lives. The data includes 83 interviews, one focus group and my observations in Ege neighbourhood in Ankara. First-generation rural migrants largely relied on kin and family networks and established gecekondu communities which provided them with shelter against the insecurities of urban life and their exclusion from the mainstream. The mutual trust within gecekondu communities was a result of their solidarity and collective struggle to obtain title deeds and infrastructure services. The liberalization of the Turkish economy immediately after the coup d’état in 1980 brought in Gecekondu Amnesties which legalized the gecekondus built before 1985 and fragmented labour market, resulting in a fragmentation among them in terms of gecekondu ownership, types of jobs and the scope of their resources. Since their interests were no longer the same in the face of development policies, their solidarity decreased and collective strategies were replaced by individual tactics. The dissolving of the sense of community was most visible in the area of urban transformation projects, which were based on legal ownership of houses and social assistance, and created new tensions in the 2000s. -

Press release 27 October 2011 Contract worth €325 million Alstom to supply line 2 of Los Teques metro in Venezuela « Consorcio Linea 2 »1 has awarded a contract globally worth €530 million to the Alstom-led consortium “Grupo de Empresas” to build the second line of Los Teques metro in Miranda State, Venezuela. The line, 12 km long and served by 6 stations, will enter service in October 2015. Alstom’s share of the contract is worth around €325 million. Alstom – which has a share of the consortium of over 60%, along with Colas Rail (22%) and Thales (17%) - will undertake the global coordination of the project, including engineering, integration and commissioning of the electromechanical works on a turnkey basis. In addition, the company will supply 22 metro trains of 6 cars each, medium voltage electrification, traction substations and part of the signalling equipment. The metro trains are from the Alstom’s standard Metropolis platform. Los Teques metro is a suburban mass-transit extension of the Caracas metro system (opening of the first line in 1983, 4 lines currently in commercial service, 600 cars supplied by Alstom). It has been designed to connect the Venezuelan capital to the city of Los Teques. The contract for the supply of the electromechanical system for the line 1 (9.5 km, 2 stations) was signed in October 2005 during a bilateral meeting between France and Venezuela in Paris. This line was inaugurated before the last Presidential elections in November 2006. Line 1 of Los Teques metro currently carries over 42,000 passengers per day. -

This study was aimed to measure the water quality of eight different creeks around Port Qasim. Samples were collected and analyzed using standard procedures during February and March, 2009. The parameters including pH, Conductivity, Total Dissolved Solids, Salinity, Dissolved Oxygen, Nitrate, Phosphate, Sulphate, Chloride, Calcium, Potassium, Zinc, Iron, Cobalt, Chromium, Manganese and Cadmium were determined. The result shows that Bakran creek and Gharo-Phitti creeks are heavily polluted compared to other creeks. This study recommends that wastes from the industries or sewerage should be treated before being discharge into the creek system. In this research, the heavy metals in the surface water samples collected from Lyari River and adjoining coastal areas of Karachi namely; Fish Harbour, Netty Jetty, West Wharf, Naval Dockyard and Sandspit were analyzed using the atomic absorption spectrophotometer. The results of the analysis indicate that the mean concentrations of all metals (Cu, Fe, Mn, Ni, Pb & Zn) except for Cr, in Lyari River and Karachi fish harbor were significantly higher than the standard values. However, metals concentration decreased gradually as the distance from the discharged point increased and at the Sandspit point where no mixing of wastewater, the concentration was within safe limits. Moreover, the level of heavy metal concentration in the water samples were in following descending order Zn>Mn>Fe>Cu>Ni>Pb. Compare to other metal element, the Zn level was notably high and its main source of pollution could be the domestic and industrial waste as well as shipping activity. The study findings therefore suggest that incorporating quick remedial measures can combat pollution and help in achieving the socioeconomic sustainability.
