Houser A dissertation submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Anthropology Carleton University Ottawa, Ontario © 2018 Dan E. Houser Abstract This thesis is an ethnography of Grande Prairie, an oil and gas community in the Peace Region of north-western Alberta. Drawing on 21 months of fieldwork, the cultural values of workers in the oil and gas industry are explored, along with how they navigate and understand their roles within that industry. It is found that the views held by such workers are heavily influenced by the nature of the exchange relationships that peripheral communities enter into with oil and gas companies, relationships that simultaneously support the community and embolden the scale and scope of industry activity. As such, notions of masculinity, gender, work, place, economics, and history co-mingle and contribute to the assembling of a series of masculine cultural value systems, including those that: encourage residents who profit from working in the industry to reinvest their time and money into the community; validate and maintain belief in the value, necessity, and enduring need for the goods, services, and jobs that result from oil and gas exploration in Alberta and Canada; imagine and summon peripheral and frontier communities as masculine spaces of economic, metaphoric, and social opportunity; and support and perpetuate traditional understandings of sexuality, manhood, gender, and femininity in working and community life. While those in Grande Prairie who resist normative gender and masculinity find support in a localized arts scene, other groups in the Peace Region, such as First Nations peoples and religious communities concerned with the social and environmental impacts of industry activity, lack similar support. Ultimately, these groups express their dissatisfaction with the industry through protest and subversion, but as with those who work within oil and gas, are largely powerless to avoid its impacts. i Acknowledgements There are many people that need to be both acknowledged and thanked here, and it is likely that someone will be forgotten. PSG was formed in 1972 out of a need for increased communication among academic and government seabird researchers. The principal goals of PSG are to (1) increase the quality and quantity of seabird research through facilitating exchange of information; (2) identify and assess the importance of threats to seabird populations; and (3) provide government agencies and others with expert advice on managing populations of seabirds. PSG is headed by an Executive Council composed of members volunteering their time. Members include biologists, wildlife managers, students, and conservationists from the United States, Mexico, Canada, Japan and 12 other countries. PSG annual meetings and publications provide forums where members can share their findings on all research topics relating to Pacific seabirds and discuss local and large scale conservation issues. Abstracts for meetings are published on our website. PSG publishes the on-line bulletin Pacific Seabirds (formerly the PSG Bulletin; www.pacificseabirdgroup.org) and the journal Marine Ornithology (www.marineornithology.org).     ABSTRACT Title of Dissertation: TURKEY’S NEW FOREIGN POLICY ORIENTATION, A THREAT TO THE WEST? Elnigar Iltebir, Ph.D., 2015 Directed by: Professor I.M. Destler, Maryland School of Public Policy, University of Maryland College Park Turkey, a staunch US ally during the Cold War, experienced a transformation of its domestic and foreign policy in the last decade. It pursued a more independent foreign policy in the neighboring region, leading the critics to charge Turkey with abandoning the Western alliance and to question its commitment to strategic partnership with the United States and the EU. This dissertation uses a series of case studies on Turkey’s foreign policy in the Middle East and the Eurasia region to answer the question of whether the recent changes in Turkish foreign policy represent a fundamental reorientation of the country away from the Western alliance and to examine the dominant factors driving Turkish foreign policy during this period. The study concludes that Turkey’s foreign policy transformation in the last decade represents a significant change in the direction of autonomy, but not a fundamental reorientation of the country away from the West. The study also finds that while international factors played an important role in preparing the ground for Turkey’s foreign policy change, domestic factors, particularly Turkey’s economic interests, its new foreign policy elite and their vision, and Turkish public opinion, have been the main drivers of its foreign policy change.
