Baie Comeau - Labrador West / 598km / 8h 10m / two-thirds paved highway Upgrading to this section of highway (Route 389) continues; as of the end of the summer of 2017, 434kms were paved. Work continues in 2018/19 on the remaining 167kms. New highway sections will open, one in 2018 and another in 2019; expect summer construction zones during this period. North from Baie Comeau Route 389 will take you pass the Daniel Johnson Dam, onward to the iron ore mining communities of Fermont, Labrador City and Wabush on the Quebec/Labrador border. AVIATION OCCURRENCE REPORT COLLISION WITH SURFACE OF ICE TRANS-CÔTE PIPER PA-31-310 C-GDOU STRAIT OF BELLE-ISLE, QUEBEC 11 JANUARY 1994 REPORT NUMBER A94Q0002 MANDATE OF THE TSB The Canadian Transportation Accident Investigation and Safety Board Act provides the legal framework governing the TSB's activities. Basically, the TSB has a mandate to advance safety in the marine, pipeline, rail, and aviation modes of transportation by: ! conducting independent investigations and, if necessary, public inquiries into transportation occurrences in order to make findings as to their causes and contributing factors; ! reporting publicly on its investigations and public inquiries and on the related findings; ! identifying safety deficiencies as evidenced by transportation occurrences; ! making recommendations designed to eliminate or reduce any such safety deficiencies; and ! conducting special studies and special investigations on transportation safety matters. It is not the function of the Board to assign fault or determine civil or criminal liability. However, the Board must not refrain from fully reporting on the causes and contributing factors merely because fault or liability might be inferred from the Board's findings. INDEPENDENCE To enable the public to have confidence in the transportation accident investigation process, it is essential that the investigating agency be, and be seen to be, independent and free from any conflicts of interest when it investigates accidents, identifies safety deficiencies, and makes safety recommendations. Independence is a key feature of the TSB. The Board reports to Parliament through the President of the Queen's Privy Council for Canada and is separate from other government agencies and departments. Its independence enables it to be fully objective in arriving at its conclusions and recommendations. -
News Release, MHI Analysis & DG3 Cost Estimates Support
NLIS Executive Council Natural Resources October 30, 2012 MHI Analysis and DG3 Cost Estimates Support Development of Muskrat Falls The Government of Newfoundland and Labrador today released the Decision Gate 3 (DG3) cost estimate for the Muskrat Falls hydroelectric project, and a report by Manitoba Hydro International Limited (MHI). The MHI report confirmed the engineering, costs, and project planning completed by Nalcor Energy, and affirms Muskrat Falls as the least-cost option for electricity generation in the province. The Honourable Kathy Dunderdale, Premier of Newfoundland and Labrador, released the cost estimates and findings of the MHI report at a news conference in St. John’s today. Premier Dunderdale was joined by the Honourable Jerome Kennedy, Minister of Natural Resources, the Honourable Tom Marshall, Minister of Finance, and Ed Martin, President and Chief Executive Officer of Nalcor Energy. “The MHI analysis of the DG3 cost estimate supports Muskrat Falls as the least-cost alternative to meet the future energy needs of Newfoundland and Labrador,” said Premier Dunderdale. “Our strategic investment in Muskrat Falls will ensure rate payers have reliable power and stable electricity rates. Energy independence will help us reach our maximum potential and ensure a prosperous future for Newfoundland and Labrador.” In November 2010, when the Muskrat Falls project was first announced, the estimated capital cost was $6.2 billion, which included $5 billion for the generation station at Muskrat Falls, the Labrador-Island Transmission Link, and $1.2 billion for the Maritime Link that will be constructed by the province’s partners in the project Emera Inc. The DG3 capital cost for the project is now $7.4 billion. -

ARCTIC VOL. 46, NO. 1 (MARCH 1993) P. 27-34 Late-18th- and Early-19th-Century Inuit and Europeans in Southern Labrador RÉGINALD AUGER’ (Received 3 December 1990; accepted in revised form 31 August 1992) ABSTRACT. The Inuit presence, except at Red Bay, is not archaeologically visibleuntil the end of the 18th century, despite the written accounts that documenttheir presence in theStrait of BelleIsle from as earlyas the 16thcentury. It appears that they were attracted by the increased European fishing activities in the area. The European presence consisted of fishermen (planterfishermen) posted at the best fishing locations in the Strait of Belle Isle. They adopted a housing style borrowed from the Labrador Inuit, and that trait is notable for the period between the last decade of the 18th century into the middle of the 19th century. The similarities observed between thetwo ethnic groups demonstrate how complex it is to differentiate them, as a result of cross-acculturation. The Inuit living in close proximity to European stations replaced their traditional material culture with European-made goods in a very short time period, while the European settlers were building sod houses identical to what we know of the 19th-century Labrador Inuit.
