MC-P-10-11 Membership Applications Members Council is asked to approve the following recommendations to accept as new members. The following organisations have applied to be owner-members (Partners) of LowCVP and were not previous members. Each has been recommended for membership by the Managing Director and formal approval, or otherwise, is sought from the Members Council. • Chiltern Transport Consortium • Enterprise Europe Network Wales • Go Travel Solutions • RHK Innovation Limited • Shecco • The Quimera Project (UK) • TRL (Transport Research Laboratory) Chiltern Transport Consortium Other public sector (Police Fleet Transport Provision) The Chiltern Transport Consortium currently provides complete transport provision to 4 constabularies; Thames Valley, Hertfordshire, Bedfordshire and Civil Nuclear. This represents a mixed fleet of around 2,200 police vehicles working in 5 counties and all national nuclear power plants. Thames Valley Police which is the lead force began dieselization of the fleet in the late 80s to drive down fuel costs. This process has been continued and is now applied to the whole Consortium fleet; however it has now gained an environmental dimension of equal if not greater importance. As the fleet procurement authority, the Consortium is responsible for all vehicle specifications and for the last few years, environmental performance has been a key requirement in their development. We have made fleet carbon footprint reporting a permanent agenda item on the bi-annual Consortium Board Meetings and gained tacit approval for taking advantage of low carbon technology whenever it becomes viable. We have recently trialled an electric vehicle in Oxford City and intend to continue with others as they become available in 2010/2011 and beyond. We have also embarked on an initiative to improve driver behaviour via the force Driving Schools and we are considering introducing engine/vehicle speed limiters to prevent over-revving between gears and to impose national speed limits unless in response mode. We continually monitor green technological developments in the motor industry using the internet and professional publications and see membership of the LowCVP a great advantage in this endeavour as well as providing a means of contributing to the common goals. Annual membership contribution - Paying a membership subscription Working Groups - Passenger Cars, Fuels, Innovation 1 Enterprise Europe Network Wales Central Government Bringing together the former Wales Innovation Relay Centre and the Wales Euro Info Centre, the newly formed Enterprise Europe Network Wales (EENW) can help organisations in Wales to develop their business further, providing advice and support for innovation and transnational technology development, informing you about opportunities available from EU programmes and helping you to access funding. EEN Wales will assist with the exploitation of innovative technologies by finding suitable partners throughout Europe for further development, licensing agreements, joint ventures, manufacturing partnerships and other collaborative agreements. Annual membership contribution - Making an equivalent in-kind contribution (Active participation in IWG project groups and provision of room/facilities for events in Wales when appropriate) Working Groups - Innovation Go Travel Solutions Consultant Go Travel Solutions is a social enterprise focused on delivering a broad base of sustainable transport solutions. These range from soft measures to use of travel plans to promote behaviour change through to working with deliveries of hard measures (e.g. rail, electric vehicles) to reduce CO2 levels and traffic volumes. RHKi comprises of a team of highly experienced engineers and scientists working within a research and development framework focused on the emission challenges facing the global automotive industry. RHKi has developed a number of technologies that both reduce harmful emissions and improve engine performance. These technologies will reduce CO2 by up to 10%, reduce NOX by up to 40%and improve fuel consumption by up to 10% across the European Drive Cycle, when fully optimised. One or our business areas is dedicated to full-electric and plug-in hybrid electric vehicle. Through our different activities - market research, public affairs, events management, and B2B online platforms - we try to actively influence policy frameworks and drive industry change to bring electrified vehicles faster to market. Our dedicated business-to-business platform for the EV industry, www.cars21.com, is bringing together stakeholders from all around the world to follow daily news, read technical papers and presentations, and interact. The soon to be launched B2B networking tool will allow the industry to find the relevant contacts they need to invest in and roll out serially produced EVs / PHEVs. Part of cars21.com is the world's only business directory for suppliers, OEMs, research institutes, and associations involved in "electrifying" the automotive industry. shecco joins the LCVP to take an active lead in the transformation from fossil fuel-powered cars to low carbon electrified vehicles. We share its vision to develop initiatives encouraging the supplying industry and research community to work on solutions that will lead to a significant carbon reduction from road transport. Annual membership contribution - Paying a membership subscription Working Groups - Passenger Cars, Fuels, Innovation, Bus The Quimera Project (UK) Technology provider The Quimera Project is a consortium of electric vehicle and associated infrastructure manufacturers and suppliers, energy companies and other organisations in Europe. Funded through private investment, The Quimera Project seeks to engage one or more local authorities in an electromobility project which involves an offering of: 2 electric vehicle charging stations; 1 wind turbine; 1 solar motorbike; 1 electric vehicle; and 1 fast electric vehicle charging station. The acquisition, installation, operation, commissioning and maintenance of the above technologies to local authorities wishing to participate is entirely free; and sufficient support will be provided by The Quimera Project to ensure that traditional barriers (financial and cultural constraints etc) associated with the transition to such low carbon transport technology will be overcome. Through its offering, The Quimera Project believes that it can help local authorities involved in low carbon zone, climate change and air quality performance indicators, and other sustainability initiatives achieve desired outcomes. Annual membership contribution - Paying a membership subscription Working Groups - Innovation TRL (Transport Research Laboratory) Other research sector (Research, Consultancy, Testing and Certification) At TRL we're helping our clients to understand the short-term and long-term implications of climate change and to identify the changes required to achieve the emissions reduction targets. This includes: guidance in the development of policies and strategies that encourage more sustainable energy and resource use; research on the effectiveness of particular mitigation and adaption measures; and education and training on climate change. Our clients range from international bodies and governments to individual businesses. We are working 3 with international clients to ensure the regulatory environment is suited to a range of low carbon vehicle options, including hybrids, electric vehicles and hydrogen vehicles. We provide recommendations, where inconsistencies are found, as to the necessary amendments to existing regulations, including all the technical elements needed to accommodate hydrogen, electric and other low carbon vehicles. TRL is working with a network of international organisations to identify instruments, indicators and financing mechanisms that will support a sustainable transport system. With our clients we've explored the technological possibilities for achieving low-carbon transport, such as the use of alternative fuels, and their market potential. We also address the opportunities for behavioural change, including eco-driving practices, improving consumer attitudes towards low carbon vehicles, and smarter choices initiatives. We've conducted significant research in the understanding of travel behaviour and assist our clients with demand management. We fully agree with and support the LowCVP Membership Principles and commit to playing our full part in creating a low carbon future for transport.
