Description The A4 Motorway is the major road axis linking Germany with the coal mining and industrialised southern Poland. It is to be extended to the Ukrainian border, thus facilitating the transit movements from Western Europe to Ukraine and southern Russia. The Measure is a part of A4 Motorway Wroclaw - Katowice - Krakow which in turn is part of the Crete Corridor III (Brussels-Aachen-Koln-Dresden-Wroclaw- Katowice-Krakow-Lvov-Kiev) This part of the A4 Motorway is a section of the large infrastructure project Wroclaw - Katowice - Krakow on the A4 Motorway out of which a 126 km section between Bielany, near Wroclaw, and Nogawczyce, is already under construction.The measure is a continuation of previous concerning construction of a new section of A4 Motorway effectively by-passing the town of Gliwice. It will run between the Kleszczow Interchange and the Sosnica Interchange. Objectives The Measure acts as a by-pass for Gliwice and allows all east - west traffic to avoid passing through the town centre with its bridges, narrow roads and traffic light controlled junctions. and provides significant benefits to the town independently of its function within the overall motorway plan. Description The project provides a full 2 lane Motorway of 19.10 km length with the opportunity for widening to a full 3 lane Motorway with no additional earthworks or structural works. Other works include the provision of cross road bridges for local roads, culverts for watercourses and additional service roads to ensure all local property is properly connected to the local road network Areas for toll collection are provided at - 1 – each of the interchanges and there is another on line toll facility provided on the Motorway. This project is in joint co-financing with EIB and Polish Government. Economic and social cost-benefit analysis Internal rate of return IRR 13,1 Net present value NPV 56 Benefit/cost ratio B/C 1.7 The details of the financial analyses for the two options (with and without ISPA) shows the following financial IRR rates that demonstrate the leverage effect of ISPA contribution: · option without ISPA – 5,9% · option with ISPA – 13,1% 11. Environmental impact analysis The project is a class of development covered by annex I of Directive 85/337 (97/11). The consent to this project was given by the national Ministry of Planning and the provincial Planning Department of Katowice Province. Public announcement of the fact that the above mentioned decision was made public is the Decision by the national Minister of Spatial Layout and Construction.
