But when you look, you see nothing but books. A natural conclusion to draw is that the keys are not there. Now imagine you’re an early 20th century astrophysicist seeking to test the hypothesis that there is a planet (Vulcan) causing perturbations in Mercury’s orbit. Of gods and aliens Consider the recent pronouncement by the 2019 Templeton Prize winner, the US-based physicist Marcelo Gleiser, that atheism is inconsistent with the scientific method. Endeavouring perhaps to put a catechism among the dogmatists, Gleiser reasons that atheists are unscientific precisely because they assume that an absence of evidence (of God’s existence) is evidence of an absence (of God). That, he asserts, is contrary to the scientific method. Absence of evidence is not evidence of an absence and science abhors a dogmatist. Gleiser is in interesting company. British astrophysicist Martin Rees, in his 2011 book From Here to Infinity: Scientific Horizons, used the slogan to suggest the possibility of an undiscovered, super- intelligent animal species on Earth and extraterrestrial intelligence elsewhere in the universe. He wrote: There may be a lot more out there than we could ever detect. Absence of evidence wouldn’t be evidence of absence. Rees was the 2011 Templeton prize winner and past president of the Royal Society, the oldest, independent academy of science whose luminaries include Isaac Newton, Robert Boyle, Charles Darwin, Albert Einstein and Stephen Hawking. Communist connections? Flickr/Gage Skidmore, CC BY-SA At a NATO press conference in 2002, the then US defense secretary Donald Rumsfeld declared the war in Iraq justified on the grounds that although there was no evidence Iraq had weapons of mass destruction (WMDs): Simply because you do not have evidence that something exists does not mean that you have evidence that it doesn’t exist. A hidden God? Extraterrestrials? Communists? WMDs? If this is where the slogan “absence of evidence is not evidence of absence” leads, why would anyone find it compelling? The slogan sounds like a cautionary tale – a healthy dose of scepticism to ward off the pox of hasty inferences drawn from a paucity of evidence. But trouble brews when cautionary tales get deployed as indisputable methodological principles. Do fish feel pain? There is no evidence that fish possess such circuitry. Hence, fish don’t feel pain. Evidence purported to support the argument that fish feel pain has been strongly discredited by neuroscientists but widely ignored primarily because of the false belief that “incompleteness of current knowledge certainly does not constitute evidence for inferring that fish in particular do not feel pain”. Flickr/matt dean, CC BY-NC-ND But as far as science can tell, the hardware within the fish brain is simply insufficient to perform the neural computations necessary for a nervous system to be consciously aware of its own inner processes, that is, for it to feel pain. That’s the best we can say (so far) and that’s the way science works. We have found no evidence that a fish can feel pain, so in this case, we should feel confident that an absence of evidence is evidence of absence. When finding nothing tells you something As with the keys and Vulcan arguments at the beginning, we are warranted to infer an absence from an absence of evidence in certain contexts. What kinds of contexts are those? If the hypothesis that fish feel pain were true, we could reasonably expect to find evidence of something without which pain in vertebrates does not occur. But in the case of fish, we do not find this evidence. Critics of the fish argument assume that by deploying the slogan an absence of evidence is not evidence of absence, they have discharged the burden of proof. They insist that the proponent of the fish argument must positively rule out the possibility that in some unknown or yet-to-be-identified region of the fish brain produces pain. This is not how the burden of proof works. If you doubt that Iraq had WMDs (because there was no evidence it did), you do not have the burden of proving that you are right. Nor do you have the burden of disproving that super-intelligent terrestrials or extraterrestrials exist. The burden rests with those who claim that such things are probable enough to be live options. Read more: Where's the proof in science? There is none Similarly, if you accept that fish lack the capacity to feel pain, why not task the doubters to prove that fish feel pain? Ordinary hypothesis testing, revision and replacement – the very falsifiability of scientific hypotheses – depends on being able to assume that in certain contexts of inquiry an absence of evidence can serve as evidence of absence. What science eschews is not a role for negative findings but the reliance on slogans of any stripe parading as received truths. In a recent retrospective, the eminent Princeton philosopher Paul Benacerraf recalls what it was like doing philosophy at Princeton during the 1950s and '60s. The overwhelmingly dominant mode of thinking was scientific naturalism. Metaphysics had been vanquished, expelled from philosophy like an unclean leper. Any problem that could not be addressed by science was simply dismissed as a pseudo-problem. Verificationism reigned triumphantly over the emerging science of philosophy. "This new enlightenment would put the old metaphysical views and attitudes to rest and replace them with the new mode of doing philosophy." [1] The collapse of the Verificationism was undoubtedly the most important philosophical event of the twentieth century. Its demise meant a resurgence of metaphysics, along with other traditional problems of philosophy which Verificationism had suppressed. Accompanying this resurgence has come something new and altogether unanticipated: a renaissance in Christian philosophy. The face of Anglo-American philosophy has been transformed as a result.

On a popular (realist) view, this story is meant to provide the best possible explanations of the aspects of the world with which we are all acquainted. These requirements turn out to be surprisingly hard to satisfy given the received view of how scientific theories are evaluated. Loughlin, Ph.D. University of Nebraska, 2015 Adviser: Albert Casullo Despite its central role in our cognitive lives, rational belief revision has received relatively little attention from epistemologists. This dissertation begins to fill that absence. In particular, we explore the phenomenon of defeasible epistemic justification, i.e., justification that can be lost as well as gained by epistemic agents. We begin by considering extant theories of defeat, according to which defeaters are whatever cause a loss of justification or things that somehow neutralize one's reasons for belief. Both of these theories are both extensionally and explanatorily inadequate and, so, are rejected. We proceed to develop a novel theory of defeat according to which defeaters are reasons against belief. According to this theory, the dynamics of justification are explained by the competition between reasons for and reasons against belief. We find that this theory not only handles the counter-examples that felled the previous theories but also does a fair job in explaining the various aspects of the phenomenon of defeat. Furthermore, this theory accomplishes this without positing any novel entities or mechanisms; according to this theory, defeaters are epistemic reasons against belief, the mirror image of our epistemic reasons for belief, rather than sui generis entities.

    Empiricism and the Very Idea of “Buddhist Science” Commentary on Janet Gyatso, Being Human in a Buddhist World: An Intellectual History of Medicine in Early Modern Tibet Evan Thompson Department of Philosophy University of British Columbia 2016 Toshide Numata Book Award Symposium Center for Buddhist Studies University of California, Berkeley Since the nineteenth century, one of the striking features of the Buddhist encounter with modernity has been the way both Asian Buddhists and Western Buddhist converts have argued that Buddhism not only is compatible with modern science but also is itself “scientific” or a kind of “mind science.” In our time, the most prominent exponent of this idea is Tenzin Gyatso, the Fourteenth Dalai Lama. At a recent Mind and Life Institute Dialogue on “Perception, Concepts, and the Self,” which took place in December 2015 at the Sera Monastery in India, the Dalai Lama interjected during the opening remarks to clarify the nature of the dialogue. The dialogue, he stated, was not between Buddhism and science, but rather was between “Buddhist science and modern science.” The idea of “Buddhist science” is central to the Dalai Lama’s strategy in these dialogues. His overall aim is to work with scientists to reduce suffering and to promote human flourishing. But his purpose is also to preserve and strengthen Tibetan Buddhism in the modern world. This requires using science to modernize Buddhism while protecting Buddhism from scientific materialism. A key tactic is to show—to both the scientists and the Tibetan Buddhist monastic community—that Buddhism contains its own science and that modern science can learn from it.

We examined how people learn from absences, manipulating the extent to which an absence is expected. People can make two types of inferences from the absence of an event: either the event is possible but has not yet occurred, or the event never occurs. A rational analysis using Bayesian inference predicts that inferences from absent data should depend on how much the absence is expected to occur, with less probable absences being more salient. We tested this prediction in two experiments in which we elicited people’s judgments about patterns in the data as a function of absence salience. We found that people were able to decide that absences either were mere coincidences or were indicative of a significant pattern in the data in a manner that was consistent with predictions of a simple Bayesian model. This article is published with open access at Springerlink.com Abstract Wicked policy problems are often said to be characterized by their ‘in- tractability’, whereby appeals to evidence are unable to provide policy resolution. Advo- cates for ‘Evidence Based Policy’ (EBP) often lament these situations as representing the misuse of evidence for strategic ends, while critical policy studies authors counter that policy decisions are fundamentally about competing values, with the (blind) embrace of technical evidence depoliticizing political decisions. This paper aims to help resolve these conflicts and, in doing so, consider how to address this particular feature of problem wickedness. Specifically the paper delineates two forms of evidentiary bias that drive intractability, each of which is reflected by contrasting positions in the EBP debates: ‘technical bias’—referring to invalid uses of evidence; and ‘issue bias’—referring to how pieces of evidence direct policy agendas to particular concerns. Drawing on the fields of policy studies and cognitive psychology, the paper explores the ways in which competing interests and values manifest in these forms of bias, and shape evidence utilization through different mechanisms. The paper presents a conceptual framework reflecting on how the nature of policy problems in terms of their complexity, contestation, and polarization can help identify the potential origins and mechanisms of evidentiary bias leading to intractability in some wicked policy debates. Proponentspraise these techniques for helping to exonerate those wrongly accused, and for exposing the failings of a criminaljustice system thatpreviously relied too readily upon faulty forensic evidence like handwriting, ballistics, and hair and fiber analysis. Advocates applaud the introduction of a "new paradigm" for forensic evidence, and proclaim that these new techniques will revolutionize how the government investigates and tries criminal cases. While the new forensic sciences undoubtedly offer an unprecedented degree of certainty and reliability, these characteristicsalone do not necessarily render them less susceptible to misuse. Both sides have been keen to make use of such appeals in defence of their respective positions about the structure and ontogeny of the human mind. Focusing on the standard simplicity argument employed by empiricist-minded philosophers and cognitive scientists—what I call “the argument for minimal innateness”—I indentify various problems with such arguments—in particular, the apparent arbitrariness of the relevant notions of simplicity at work. I then argue that simplicity ought not be seen as a theoretical desideratum in its own right, but rather as a stand-in for desirable features of theories. In this deflationary vein, I argue that the best way of interpreting the argument for minimal innateness is to view it as an indirect appeal to various potential biological constraints on the amount of innate structure that can wired into the human mind. I then consider how nativists may respond to this biologized version of the argument, and discuss the role that similar biological concerns have played in recent theorizing in the Minimalist Programme in generative linguistics. 1. Ísak Andri Ólafsson April 2012 Department of Social Sciences Instructor: Simon Reginald Barker Abstract This thesis is meant to examine whether there is an impossibility of non-empirically known truths. An attempt will be made to show that both analytic truths and a priori knowledge is inherently either empirical or meaningless. From that notion, a framework of a posteriori knowledge will be used to determine whether it is possible to know what constitutes as necessary knowledge. Epistemic luck will be shown to interfere with the justification of empirical truths and furthermore, that Gettier examples deny the equivalence of justified true beliefs as knowledge. A Kripkean notion will be applied to demonstrate the existence of necessary a posteriori truths, although it is impossible to know whether a posteriori truths are necessary or not. Finally, contextualism will be employed to argue against the high standard of knowledge that skepticism introduces. The conclusion is that within a framework of empiricism, there is a possibility of necessary a posteriori truths, even when using the high standard of knowledge the skeptical account introduces. It is however, impossible to know which truths are necessary and which are contingent. From there, a pragmatic account is used to conclude that there are only contingent truths. However, there is also a low standard of knowledge, which is introduced with the aid of contextualism, which can be used effectively to say that it is possible to know things in casual relations, although skeptical contexts that employ a high standard of knowledge still exist.
