Grantee Changes and Corrections CHANGES AND CORRECTIONS FOR APRIL 2014 MERGERS AND ACQUISITIONS Throughout the course of the SBI program, CN has maintained a repository of electronic records related to its provider outreach activities. Due to the high volume of mergers and acquisitions (M&A) within the provider community, CN continues to maintain a listing of M&A activities as a way of supplementing the Provider Changes and Corrections. M&A activities for this submission period for the state of Alaska are listed below with a brief description and date as obtained through public records or provider disclosure. The Alaska Wireless Network, LLC (AWN) is a new provider created through the joint contribution of mobile assets provided by both GCI Wireless and Alaska Communications. This included their Spectrum holdings, as well as towers, Wi-Fi networks, and transmission equipment including facilities necessary to operate the newly formed organization. Data was collected and is being submitted during the April 2014 SBI submission for this newly formed provider. On July 9, 2013, Sprint completed the transaction to acquire 100% ownership of Clearwire. The fixed wireless services previously represented by Clearwire were acquired by Sprint as well, however the spectrum utilized for these services will be reallocated and therefore are no longer present. DATASET CHANGES AND CORRECTIONS As requested by the SBI Program Office, a listing of the changes and/or corrections to the datasets between the October 2013 and April 2014 submissions is included in this narrative. This information is presented in this section as well as in the Broadband Provider Log. Changes to the data include expansion of service area(s), activation of new wireless towers, and upgrades to the network to provide higher download speeds to consumers. Corrections to the dataset include the addition of previously existing providers whose coverage has never been submitted, revision of coverage or speed information that was incorrect, and any other items that were misrepresented in the October 2013 dataset. Connect Alaska Changes and Corrections Change Technology Provider Name Changes and Correction Notes in Census Type Blocks Ace Tekk Wireless Fixed Change: It has been determined that the N/A Internet Wireless provider offers service to both residential and business users. AlasConnect, Inc. Fixed Change: It has been determined that the N/A Wireless provider offers service to both residential and business users. Alaska Communications DSL Change/Correction: Possible service -1443 Systems Holding, Inc. expansion or corrections to previous (ACS) dataset; entirely new dataset provided for April 2014 submission. Provider indicated they changed their business rules, and because of this, they no longer report maximum advertised download speeds of tier 3 due to 1 Mbps service no longer being offered. The previously submitted tier 4 service has gone away as well. Coverage has significantly changed. Provider indicated that this is residential only. Alaska Communications Mobile Change: Provider’s mobile wireless assets N/A Systems Holding, Inc. Wireless have been merged with GCI Internet (ACS) mobile wireless assets to create Alaska Wireless Network, LLC. Alaska Power & Fixed Change/Correction: Provider no longer N/A Telephone, Inc. Wireless services the city of Ketchikan. Five previously underserved locations now reach minimum broadband speeds. Four of the prior locations have been corrected to more accurate coverage levels. Most are on the power level of WiFi. It has also been determined that the provider offers service to both residential and business users. Alaska Power & DSL Change/Correction: Provider upgraded 0 Telephone, Inc. infrastructure in Craig, Hollis, Hydaburg, and Tok, increasing maximum advertised download speeds to tier 6. Corrected speeds for the Tetlin area to tier 3 download and upload. It has also been determined that the provider offers service to both residential and business users. April 1, 2014 Page 2 Connect Alaska Changes and Corrections Alaska Wireless Network, Mobile Change/Correction: Possible service N/A LLC Wireless expansion or corrections to previous datasets after merger; entirely new dataset provided for April 2014 submission as a new single provider. Alaska Wireless Network, Fixed Change: Provider has high speed wireless N/A LLC (TurboZone) Wireless hot spots for use with mobile devices only, operating throughout the state for residential and business users within their mobile footprint. Arctic Slope Tel. Assn. Fixed Change: It has been determined that the N/A Coop. Inc. Wireless provider offers service to both residential and business users. Arctic Slope Tel. Assn. DSL Change: It has been determined that the 0 Coop. Inc. provider offers service to both residential and business users. AT&T Corp, Inc. Mobile Change/Correction: Provider increased N/A Wireless their 3G, HSPA and LTE coverage. Expanded coverage into new areas including southeast AK, north of Valdez, Anderson, Cantwell, and Delta Junction. Small revisions made to propagations in a few areas. Borealis Broadband Inc. Fixed Change: It has been determined that the N/A Wireless provider offers service to both residential and business users. Bristol Bay Telephone DSL Change: It has been determined that the 0 Cooperative, Inc. provider offers service to both residential and business users. Clearwire Corporation Fixed Change: Clearwire has been purchased by N/A Wireless Sprint. Copper Valley Telephone DSL Change: Provider upgraded infrastructure 0 Cooperative, Inc. with additional remote terminals, which increased speed in some areas and expanded coverage slightly near one. It has also been determined that the provider offers service to both residential and business users. Copper Valley Telephone Mobile Change: Provider upgraded infrastructure N/A Cooperative, Inc. Wireless for 4G LTE service and now offers maximum advertised download and upload speeds of tier 7 and tier 5, respectively. April 1, 2014 Page 3 Connect Alaska Changes and Corrections Cordova Telephone Fixed Change: Provider expanded coverage near N/A Cooperative, Inc. Wireless Whittier, Port Wells, and Point Pigot through WiMAX. It has also been determined that the provider offers service to both residential and business users. Cordova Telephone DSL Change: It has been determined that the 0 Cooperative, Inc. provider offers service to both residential and business users. Craig Cable TV, Inc. Cable Change: It has been determined that the 0 provider offers service to both residential and business users. GCI Internet Cable Change/Correction: Provider upgraded 53 infrastructure increasing maximum advertised download speeds to tier 10 in their redefined regions. Moreover, upgraded max upload speeds to tier 4 in their other service areas. Technology of transmission also changed to DOCSIS 3.0 in numerous areas where cards are installed, but may not yet reach 3.0 speeds. Small expansions noted in Fairbanks, Anchorage, Kodiak, Ketchikan, and north of Wasilla. Changes also noted near Petersburg, Girdwood, and Wrangell, but these are likely boundary corrections. It has also been determined that the provider offers service to both residential and business users. GCI Internet Fixed Change/Correction: Provider added 12 N/A Wireless additional transmission areas in SW Alaska as part of the Terra SW project. Furthermore, provider indicated prior propagations were too optimistic in coverage. Radius reduced roughly two miles. It has also been determined that the provider offers service to both residential and business users. GCI Internet Mobile Change: Provider’s mobile wireless assets N/A Wireless have been merged with ACS mobile wireless assets to create Alaska Wireless Network, LLC. April 1, 2014 Page 4 Connect Alaska Changes and Corrections Ketchikan Public Utilities Fixed Change: It has been determined that the N/A Wireless provider offers service to both residential and business users. Ketchikan Public Utilities DSL Change: It has been determined that the 0 provider offers service to both residential and business users. Ketchikan Public Utilities Fiber Change: It has been determined that the 0 provider offers service to both residential and business users. Level 3 Communications, Fiber Change: New data indicates provider no -1 LLC longer services one census block in Anchorage. Matanuska Telephone DSL Change: Provider upgraded infrastructure 0 Association, Inc. increasing maximum advertised download speeds to tier 7 in between Talkeetna and Trapper Creek. It has also been determined that the provider offers service to both residential and business users. Nushagak Electric & DSL Change: It has been determined that the 0 Telephone Cooperative provider offers service to both residential Inc. and business users. OTZ Telephone DSL Change: Provider upgraded infrastructure 0 Cooperative, Inc. and increased maximum advertised download and upload speeds to tier 5 and tier 3, respectively. It has also been determined that the provider offers service to both residential and business users. SPITwSPOTS LLC Fixed Change: Provider added two transmission N/A Wireless locations and removed one. Provider also upgraded infrastructure increasing max advertised download and upload speeds to tier 8 in various areas. Coverage change is minuscule. Verizon Mobile Change: Provider's entirely new dataset N/A Communications, Inc. Wireless shows coverage around its previously existing LTE areas have slightly expanded. Yukon Tech Inc. Fixed Change: It has been determined that the N/A Wireless provider

In addition, we find that the Applicants have demonstrated good cause for receipt of their requested waiver of Section 61.41(c)(2) of the Commission’s rules.3 2. A public notice accepting the Applications for filing and establishing a pleading cycle for public comments was released on January 12, 2017.4 The Commission received no petitions to deny or comments in opposition to grant of the Applications. RELAY SERVICE ) 2017 -00358 ORDER On September 14, 2017, the Commission issued an Order in this proceeding requiring that the Telecommunications Relay Service ("TRS") fund surcharge be reduced by one cent ($0.01) to one cent ($0.01) per month effective January 1, 2018. In addition, the Commission established a deadline to receive comments regarding a frequency schedule for the Commission to review the TRS fund and related surcharge in the future. The Commission received no comments. The Commission finds that it will conduct a formal review of the TRS fund and the surcharge on an annual basis. Annual reviews of the TRS fund should reduce the potential for large balance shortfalls and overages. Annual reviews will commence approximately 120 days from the end of the calendar year, with the goal of implementing any changes on the first day of the following calendar year. The goal would also be to issue an order within 60 days of the initiation of the annual review so that providers will have ample time to implement any changes, if ordered. These annual formal reviews would be in addition to ongoing monitoring and would not prevent the Commission from making any changes in the interim period. IT IS THEREFORE ORDERED that: 1. The Commission annually will conduct a fo rmal review of the TRS fund to determine if a change in the surcharge is warranted. 2. This case is closed and removed from the Commission's docket.

The information we have about communities in Alaska that are not connected by the road system is incomplete. We do know that the percentage of households with telecommunications services in some of Alaska's rural areas is less than in the urban areas. What we don't know is why this is true and what we can do to remedy the situation.
