En En Minutes European Parliament 2019-2024 Delegation for relations with the Pan-African Parliament DPAP_PV(2019)1023_01 MINUTES of the meeting of 23 October 2019, 15.15-16.00 Strasbourg The meeting opened at 15.15 on Wednesday, 23 October 2019, with Pierrette Herzberger- Fofana (1st Vice-Chair) presiding. María Soraya Rodríguez Ramos (Chair) had informed she will arrive after her intervention at the plenary debate. 1. Adoption of agenda (PE629.355) The agenda was adopted. 2. Approval of minutes of meeting of 21 January 2019 in Brussels (PE629.336) The minutes were approved. 3. Chair’s announcements The Chair asked Members to propose topics for the foreseen May 2020 meeting in Midrand with the PAP. The Chair also recalled the DEG’s support to PAP over the last legislature and the future intended support, once the new DEG would be constituted on 24 October 2019. 4. Election of Second Vice-Chair Mr Neergaard from the Legal Service gave his interpretation of the Rules of Procedure (rules 213 and 223). He explained that flexibility in diversity balance only applies for the Delegation’s composition, not for the composition of the Bureau of the Delegation. PV\1191365EN.docx PE629.356v01-00 EN United in diversity EN Members from EPP and ID disagreed on this interpretation but the Chair declared that she agreed with the Legal Service interpretation and would therefore postpone the election. Speakers: Anders Neergaard (Legal Service), Nadine Morano (EPP, FR), Sabine Verheyen (EPP, DE) and Geoffroy Didier (EPP, FR). Members taking the floor disagreed on the Legal Service interpretation and advocated for applying flexibility at all levels of the Delegation (Delegation itself plus Delegation’s Bureau). 5. Update on the Action Plan following the Declaration of the AU-EU Summit in 2017 Mr Jonas Jonsson, Head of Division for Pan-African Affairs, EEAS, made a presentation on an Action Plan to be adopted following the AU-EU’s 2017 Summit Declaration. He mentioned the importance of taking into consideration current Post-Cotonou negotiations, and highlighted four priorities the EEAS to be included in the Action Plan: Boost strategic investment by leveraging private sector involvement, with the paramount objective to create employment, mainly for youth (the main subject in Abidjan Summit was Youth). Invest in people, namely through education skills Improve the business environment Make progress on peace and security Speakers: Jonas Jonsson (EEAS). Due to lack of meeting time, an exchange with members was not possible. 6. Any other business None. 7. Date and place of next meeting The date of a next meeting is 9 December 2019 in Brussels.     THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

We call for this issue to be substantively addressed during the upcoming EU-China Summit on September 14th. We have been greatly alarmed by the rapidly deteriorating situation in the Xinjiang Uyghur Autonomous Region in China in particular. Over the past three years, there have been credible allegations of mass arbitrary detention of millions of Uyghurs in internment camps, mass sterilization of Uyghur women and efforts to diminish Uyghur births, widespread destruction of mosques, shrines graveyards and other physical manifestations of Uyghur culture, history and identity, efforts to suppress Uyghur language, forced labour and modern slavery, serious religious persecution, separation of children from families and other human rights violations. The scope and gravity of the situation necessitate an urgent and robust response from the European Union. We would also like to draw your attention to serious human rights violations against Tibetans, the impact of the National Security Law in Hong Kong and the deprivation of language rights for ethnic Mongolians in Inner Mongolia, as well as the general crackdown on Chinese democracy, activists and lawyers.

With the official campaign set to kick-off on 21 September, Marta Lorimer discusses the main contenders and their programmes ahead of the vote. As France’s presidential election approaches, the main French parties are organising primary elections to designate their candidates. While the Socialist Party will not hold its own primary until January, the main centre-right party, Les Républicains (LR), the Parti chrétien-démocrate (PCD, centre) and the Centre National des Indépendants et Paysans (CNIP, right) will be selecting their respective candidate on 20 November (first round) and 27 November (second round). While the contest is open in principle to all centre-right parties and has been billed as the ‘primary of the right and the centre’, the primary failed to gain the consensus of all forces on that side of the spectrum. After failing to find an agreement on the programme, the UDI and Alliance Centriste decided not to present candidates in the primary. The MoDem led by François Bayrou, on its side, has decided to endorse Alain Juppé. However, should the mayor of Bordeaux lose against Sarkozy, Bayrou has declared that he would be running separately in the presidential election. In the months preceding the official closing date for candidacies (9 September), several prominent politicians announced their interest in running in the primary election.
