The Honourable Leo Bernier
The Honourable Leo Bernier The Honourable Leo Bernier (born 1929) is a former provincial politician in Ontario. He served in the Legislative Assembly of Ontario from 1966 to 1987, and was a Cabinet Minister in the governments of Bill Davis and Frank Miller. Bernier was a member of the Progressive Conservative Party. Bernier was born in Hudson and educated in the area. He became the general manager of Bernier & Sons Contractors, and served as President of the Hudson Chamber of Commerce. He is an honorary member of the Royal Canadian Legion and the Knights of Columbus. Bernier first ran for the Ontario legislature in the 1963 provincial election, and lost to Liberal-Labour candidate Robert Gibson by 840 votes in Kenora. Gibson died in 1966, and Bernier was elected in a by-election to replace him. He was returned by an increased margin in the 1967 provincial election, and served as a backbench supporter of the John Robarts administration. When Bill Davis succeeded Robarts as Premier, he appointed Bernier as his Minister of Mines and Northern Affairs. Bernier was easily re-elected in the 1971 provincial election and he was given additional responsibilities as Minister of Lands and Forests. During the same year, his portfolios were restructured as the Ministry of Natural Resources. Bernier was re-elected without serious opposition in the elections of 1975, 1977, 1981 and 1985. He was named Minister of Northern Affairs in February 1977 and held this position for more than eight years. Bernier was the most powerful minister for Northern Ontario in the Bill Davis government, and was sometimes called “King of the North”. -

The fes- tive atmosphere was enhanced with delicious food, refreshing beverages and sparkling conversation. As always, Joe Spina brought some fabulous Italian pastries. It was a great turnout of current and former Members. The gathering of about 60 people included Professors Fanelli and Olinski, two very strong supporters of our Campus Program, former Premier Kathleen Wynne, several newly elected MPPs, Legislative staffs, numerous former Members and our two Interns, Victoria Shariati and Zena Salem. A Special guest was Speaker Arnott.We took the occasion to present Speaker Arnott with the scroll proclaiming him an Honorary Member of O. A. F. P. The warmth of the occasion was wonderful, as you can tell with the photos we have included. Report on the Kashechewan First Nation and Its People
Report on the Kashechewan First Nation and its People Alan Pope October 31st, 2006 I dedicate this Report to the children of Kashechewan Alan Forward I was appointed by the Government of Canada on June 6, 2006 as Special Representative of the Minister of Indian and Northern Affairs Canada in the matter of the current issues and future relocation options of the community of Kashechewan. My mandate is to consult with Indian and Northern Affairs Canada, the Government of Ontario, and the Kashechewan First Nation and to present to the Minister, the Honourable Jim Prentice, a plan that offers long-term and sustainable improvements to the lives of all Kashechewan residents. Included in this plan is a consideration of relocation site options and the recommendation of the one that will offer the greatest advantages of improved economic and individual opportunities to the members of the Kashechewan First Nation. I am also to recommend to the Minister the appropriate levels of financial and process management to implement the plan. In fulfilling this mandate I have examined and made recommendations concerning community, health, and social services and facilities in Kashechewan; financial issues affecting community life; and internal community governance issues. All of these matters will affect the quality of life in the new community, regardless of where it is located. My research consisted of a review of historical documents and information, investigation of current deficiencies in community services, interviews with band councils and individual council members, discussions in public meetings and private visits with numerous families and members of the Kashechewan First Nation, surveys of young people and community members, open houses, and advice from administrators and service providers throughout northeastern Ontario. -

CENTRE D’ARCHIVES DE LA GRANDE ZONE ARGILEUSE Archival Description Title: Fonds Alan Pope (AP) Dates: 1973-2006. Extent of descriptive unit: 6.35 m of photographic, textual and other documents. Administrative history or biography: Alan William Pope was the Cochrane South representative (Timmins-James Bay), at the Legislative Assembly of Ontario from 1977 to 1990. Born in Ayr, Scotland on August 2nd 1945, Alan Pope was raised in Timmins, Ontario. He is married to Linda Fillion from Mattice, Ontario and the couple has one son, David. In 1967, he completed a Bachelor of Arts, with a double major in History and in English at Waterloo Lutheran University, now Wilfrid Laurier University. He pursued law studies at the Osgoode Hall Law School at York University and was called to the bar in 1972. His interest in politics dates back to his undergraduate years at Wilfrid Laurier, where Brian Near, then president of the Progressive Conservative club, recruited him. Alan Pope was very active within the Ontario Progressive Conservative Youth Association and was the national president of the Progressive Conservative Student Federation in 1969-1970. In 1972, he was elected to the Timmins City Council. During the provincial elections of 1975, he ran as the progressive conservative candidate for Cochrane South, but was defeated by NDP candidate, Bill Ferrier. He ran again two years later and was elected as a member for Cochrane South, a seat he held until he retired from politics in 1990. During his time in politics, Alan Pope was Minister without portfolio (1979-1981), Minister of Natural Resources (1981-1985) as well as Minister of Health and Attorney General of Ontario (1985). -

It blends environmental history and political science to discuss the DOI: https://doi.org/10.7202/1065597ar relationships between diverse interests in provincial policy-making for the “Atikaki” region between Lake Winnipeg, Manitoba, and Red Lake, Ontario. In See table of contents 1972, a Minnesota-based conservationist launched a campaign to establish a huge, interprovincial wilderness area encircled by a multiple-use buffer zone, to protect a canoeists’ paradise. Supporting conservation groups formed a Publisher(s) coalition, opposed by local “productive” interests – forestry, mining, and fly-in fishing camp operators. The conflicted Ontario Ministry of Natural Resources The Ontario Historical Society reviewed the Atikaki proposal and weighed public input. When negotiations for a national park in Manitoba stalled in the late 1970s, the two provincial ISSN governments, recognizing key resource conflicts, replaced the original wilderness proposal with smaller, separate designs. Manitoba established 0030-2953 (print) Atikaki Provincial Park in 1985. Some 4,600 square kilometres on the Ontario 2371-4654 (digital) side became Woodland Caribou Provincial Park in 1983.
