Some people had been flooded before and some were flooded after that day in February, but more havoc was wreaked during that one weather event than had ever been seen in our communities. Scientists have been warning for years that the impacts of the climate crisis will be felt by more people as time goes on. As well as working to combat the causes of the climate crisis, governments – both local and national – have a duty to keep people safe and do whatever is possible to prevent people from being flooded. They should also provide support and do everything in their power to protect people and property in the future. This report analyses the survey responses of those who were flooded in Rhondda Cynon Taf and makes recommendations for action. It also shows the human cost of these floods and the toll it takes on the physical and mental health of many affected – something that has been noticeably absent from the documents produced by the authorities to date.

The National Assembly calls on the UK government: a) to withdraw any support for a possible and threatened pre-emptive military attack against Iraq and to accept that such an attack may well be in breach of the UN charter; b) to work with other members of the United Nations to secure a resolution on the return of weapons inspectors to Iraq; and c) to use its influence to secure a resolution of the conflict between Israel and the Palestinian people. 2. The National Assembly further believes that unilateral military action against Iraq would have a profound impact on the security of the Middle East and would have a significant impact on the economy of Wales and the United Kingdom. The main issues that have been the subject of discussion have been our disagreement as to the requirements of existing audit duties in relation to the Bill, and our disagreement as to the National Assembly‟s legislative competence to introduce new duties on the Auditor General in relation to the Bill: In terms of the disagreement as to existing audit duties, the Welsh Government had been of the view that the Auditor General‟s existing duties in the audit of the accounts of local government and NHS bodies meant that the Auditor General was under a duty to consider the effectiveness and efficiency in the “setting of well-being objectives and taking all reasonable steps to achieve the objectives” (paragraph 390 of the Explanatory Memorandum). On the National Assembly‟s legislative competence, the Welsh Government had been of the view that providing a new duty relating to economy, efficiency and effectiveness on the Auditor General was outside competence. As the Committee is aware, the advice provided to me by Peter Oldham QC indicated that neither of these Welsh Government views of the law were correct.

    Rob Phillips THE WELSH POLITICAL ARCHIVE AT THE NATIONAL LIBRARY OF WALES Llyfrgell Genedlaethol Cymru or The National Library of Wales (NLW) in Aberystwyth was established in 1909, to collect and provide access to the documentary history of the nation. It is a legal deposit library and is therefore entitled to receive a copy of all books, magazines, newspapers etc. published in the United Kingdom and Ireland. The Welsh Political Archive (WPA) is a dedicated programme within the Library, established in 1983, to collect, catalogue and promote archival material which reflects the political life of Wales. There is one staff member who coordinates the WPA’s activities, answers enquiries, promotes the archive and works to attract archives to add to the collection. Organising and cataloguing archives is undertaken by staff in the NLW’s Archives and Manuscripts Section. But as the political collections include tapes of radio and television programmes, photographs, works of art, electronic files and websites, the WPA works across departments within the National Library. In addition to curatorial work, the Welsh Political Archive also works to promote the use of the political collections through lectures and exhibitions.
