Health and Wellbeing Boards

Hosted by local authorities, each top tier and unitary authority has its own health and wellbeing board. Health and wellbeing boards bring together the NHS, public health, adult social care and children's services, including elected representatives and Local Healthwatch, to plan how best to meet the needs of their local population and tackle local inequalities in health. In some areas there is also a voluntary and community sector (VCS) representative on the Board. * NB: In this context the VCS representative is generally understood to be independent of Healthwatch; often representing or providing the unique perspective of voluntary and community sector organisations who work with the communities served by the H&WB boards rather than individuals within those communities .

Joint Strategic Needs Assessment (JSNA)

Joint Strategic Needs Assessment (JSNA) is a collection of information that aims to identify the health and wellbeing needs of the local population on each local authority area. Health & Wellbeing Boards use the JSNA to develop the Health and Wellbeing Strategy and set commissioning priorities

The JSNA is expected to: • Describe the future health and wellbeing of its population. • Better support the needs of local communities by identifying and encouraging interventions at earlier stages to more effectively target the causes of health problems. • Help understand the needs of the whole population. • Consider and understand the wider determinants of health.

Leicester City The JSNA 2016 is a series of briefings wh ich give an overview of topics related to the health and wellbeing of people in Leicester. These briefings are intended as starting points for discussion and consideration which can lead to action. Each briefing provides information on the topic it covers and links to further information, strategies and statistics as appropriate. https://www.leicester.gov.uk/your-council/policies-plans-and-strategies/health-and-social-care/data-reports-information/jsna/jsna-2016/

These briefings, however, are not a statement of policy of either Leicester City Council or Leicester City Clinical Commissioning Group, or the Leicester Health and Wellbeing Board.

Besides its relevance to health, social care and public health organisations, it is intended that the briefings will be helpful to those in the voluntary and community sector (and more widely) and supportive of combined efforts to improve health and wellbeing. Nottingham City The aim of a JSNA is to improve the health and wellbeing of the local community and reduce inequalities for all ages. It is used to help to determine what actions local authorities, the NHS and other partners need to take to meet health and social care needs and to address the wider determinants that impact on health and wellbeing. We have a rolling update programme in Nottingham City and aim for all chapters to be updated within a 3-year cycle.

We are making changes to the way we present our JSNA and are moving towards shorter, topic-based interactive documents. At the moment we are in a transition phase and both old and new styles of presenting the JSNA are available below. We aim to gradually transfer to the JSNA topic-based summaries as they are refreshed.

Joint Health and Wellbeing Strategy

Each Health and Wellbeing Board will be required to draw up a joint and high level Health and Wellbeing Strategy, informed by the Joint Strategic Needs Assessment. It will set the overall strategic direction for Health and Wellbeing.

Health and Social Care Overview and Scrutiny Committees

Each relevant council has a health overview and scrutiny committee dedicated to scrutinising local NHS policy, planning, and impact against local needs and inequalities. This committee is made up of councillors (and in two-tier areas often includes district/borough members as well as county councillors) and thereby has democratic legitimacy. It may also include co-opted members. Cabinet members are not eligible to sit on the health overview and scrutiny committee or any other scrutiny committee. The meetings are open to the press and public in the same way as any council meeting.

The primary aim of health scrutiny is to act as a lever to improve the health of local people, ensuring their needs are considered as an integral part of the commissioning, delivery and development of health services.

Regional Voices is a nationwide partnership of regional voluntary sector networks which champion and support the involvement of local voluntary and community organisations in developing policy and designing and delivering services. We are unique in combining national capacity and coverage with the intelligence, insights and connections generated from our regionally based networks and teams and together we connect to over 25,000 voluntary and community organisations across England.
