EXECUTIVE SUMMARY The federally endangered Bone Cave harvestman (Texella reyesi) is a terrestrial karst invertebrate that occurs in caves and voids north of the Colorado River in Travis and Williamson counties, Texas. The U.S. Fish and Wildlife Service (USFWS) listed T. reyesi as endangered in 1988 on the basis of only five to six known localities that occurred in a rapidly developing area. Little was known about the species at the time, but the USFWS deemed listing was warranted to respond to immediate development threats. The current body of information on T. reyesi documents a much broader range of known localities than known at the time of listing and resilience to the human activities that USFWS deemed to be threats to the species. Status of the Species • An increase in known localities from five or six at the time of listing to 172 today. • Significant conservation is in place with at least 94 known localities (55 percent of the total known localities) currently protected in preserves, parks, or other open spaces. • Regulatory protections are afforded to most caves in Travis and Williamson counties via state laws and regulations and local ordinances. -

BARR, JR.1 ABSTRACT The subterranea group of Rhadine LeConte includes 11 species, five of which are regarded as polytypic. The group is restricted to limestone caves in central Texas, and all its species are troglobites. Species and subspecies treated are: subterranea subterranea (Van Dyke), new status; subterranea mitchelli, new subspecies; russelli, new species; noctivaga, new species; austinica, new species; speca speca (Barr), new status; speca gentilis, new subspecies; speca crinicollis, new subspecies; exilis (Barr and Lawrence); persephone, new species; tenebrosa tenebrosa (Barr), new status; tenebrosa mckenziei, new subspecies; insolita, new species; infernalis infernalis (Barr and Lawrence); infernalis ewersi (Barr); koepkei koepkei (Barr), new status; koepkei privata, new subspecies. Keys are provided for determining (a) species groups of Rhadine and (b) species and subspecies of the subterranea group. Rhadine LeConte includes approximately 60 species, all but three of which occur from the Great Plains westward to California and south to Oaxaca, Mexico. Members of this exclusively North American genus inhabit caves, cellars, mammal burrows, and crevices in rock piles. Eleven species are microphthalmous, cave obligate (troglobitic) forms found in the Balcones escarpment region of central Texas. DRAFT USFWS Section 10(a)(1)(A) Karst Invertebrate Survey Requirements March 11, 2004 USFWS Section 10(a)(1)(A) Scientific Permit Requirements for Conducting Presence/Absence Surveys for Endangered Karst Invertebrates in Central Texas U.S. Fish and Wildlife Service, Ecological Services Field Office, 10711 Burnet Road, Suite 200, Austin, Texas (512) 490-0057 This document outlines the U.S. Fish and Wildlife Service’s (USFWS) process for conducting presence/absence surveys for federally-listed endangered terrestrial karst invertebrate species (herein referred to as “karst invertebrates”) in Travis, Williamson, and Bexar counties, Texas, under a section 10(a)(1)(A) permit issued by the USFWS under the Endangered Species Act (Act) of 1973, as amended. See Table 1 for a list of endangered karst invertebrates (53 FR 36029-36033; 65 FR 81419-81433) in these three counties. Section 10(a)(1)(A) permits, also referred to as recovery, enhancement of survival, or scientific permits, allow for “take” of listed species that may or will occur while conducting research to further the recovery of a listed species (see When a Section 10(a)(1)(A) Scientific Permit is Needed below). This document outlines methods to be used, information to be included in final reports, and minimum qualifications for personnel conducting presence/absence surveys for endangered karst invertebrates under a section 10(a)(1)(A) permit. The objective of this document is to identify survey methods that will produce sound scientific information upon which to base decisions and actions for the conservation of these endangered species. Using consistent survey methodology will also allow for greater comparison and analysis of results, and thereby increase our understanding of these species and their habitat requirements. -

B Division Triple E’s: Endangered, Extinct (or Extirpated), and Exotic Species of Texas DESCRIPTION: Students will be asked questions about Texas endangered, and extinct species (Refer to State Taxa List), including probable reasons for their status on the Texas list. Some of these organisms on the Texas List may also appear on the National List of Endangered Species. Students will also be asked questions about Texas exotic (non-native) species (refer to State Taxa List), including their probable mode of introduction and their impact on biodiversity. EVENT PARAMETERS: No published reference materials (books, pamphlets, maps, field guides, etc.), in whole or in part, may be carried into the testing room during this competition. Handwritten competitor-made notes on front and back of as many as twenty-five (25) 3”x5” index cards, all of which are to be held together by a single ring, will be permitted during testing. The competitor-made notes may not include any typewritten material, clippings, pictures or photocopies from published materials. TEAM OF UP TO: 2 APPROXIMATE TIME: 50 minutes THE COMPETITION: 1. The event may be run as stations, using names, photos, specimens or drawings of selected organisms listed as endangered in Texas. Students are expected to know if the selected Texas organisms also appear on the national endangered list and will be expected to identify probable causes of population decline. 2. Students will be expected to identify the organisms by common name and recognize genus and species (see Taxa List). 3. Students may be asked to identify laws and regulations which apply to endangered species on the National level, including but not limited to the Endangered Species Act (ESA), and the Convention on International Trade in Endangered Species (CITES). -

The proposed project includes improvements to the intersection at SL 360 at Courtyard Drive by removing the signal on the mainlanes and replacing it with an underpass. The project would also construct a diverging diamond intersection at RM 2222. Bicycle/pedestrian accommodations will also be provided. The project is 0.86 miles in length and the project area is 67.2 acres in size. No easements are proposed for the project. No new ROW is required for the project.
