In my opinion, the accompanying financial statements have been prepared, in all material respects, in accordance with Article 147(5) of the Constitution of the Republic of Singapore (1999 Revised Edition) and the Financial Procedure Act (Cap. 109, 2012 Revised Edition). As disclosed in the Explanatory Notes to the Statement of Budget Outturn, the Statement of Budget Outturn, which reports on the budgetary performance of the Government, includes a Net Investment Returns Contribution. NEWS RELEASE 2 October 2013 A “CELEBRATION” OF LOCAL TALENT – THE 5TH CDL SINGAPORE SCULPTURE AWARD REVEALS YOUNG BUDDING SCULPTORS • 30-year-old clinches CDL Singapore Sculpture Award 2013 title prize • ITE College Central (Ang Mo Kio) sweeps Student Category, winning three of four Awards • Youngest student winner is 16 years old • Winning works will be exhibited at The Arts House from 2 to 6 October 2013 The first and only nation-wide sculpture competition, the 5th CDL Singapore Sculpture Award has witnessed tremendous growth since it was first held over a decade ago in 2003. Over the years, this biennial Award has discovered and celebrated the creative endeavours of many young and aspiring local artists. With cash prizes totaling $25,000, participants of this site-specific sculpture competition also vie for the opportunity to have his or her work commissioned and installed for public display at the designated sculpture site for each Award. In conjunction with City Developments Limited (CDL)’s 50th Anniversary and 50 Years of Greening Singapore this year, participants were invited to create works around the theme, “Celebrate!” which pays homage to Singapore’s reputation as a City in a Garden, marked by decades of planning and cultivation. The designated sculpture site for this year’s Award is within a recreational area at East Coast Park that is slated for redevelopment. If suitable, the winning work will be commissioned for installation within Singapore’s most popular park. INTERPRETATION 1.1 In these Terms and Conditions, the following words shall have the following meanings assigned to them: (a) "Applicant" means the person or entity who submits the application form, whether online, by email or in hard copy, applying for permission to use the Premises for the Event and where the context so requires, whose application has been approved by NParks for use of the Premises for the Event. (b) “Application” means the application submitted by the Applicant applying for permission to use the Premises for the Event. (c) “Event” means any event or activity, including a workshop, held in the Premises for which the Applicant had obtained permission from NParks for such use. (d) “Equipment” means any property, goods, article or thing, such as equipment, furniture, stage, marquee, backdrop, lighting fixture, audio system, table and chair, belonging to or set up by the Applicant, his agent, contractor or any Person that is brought into the Premises or Park. (e) "NParks" means the National Parks Board, a statutory board constituted under the National Parks Board Act (Cap. 198A), and where the context so requires, acting as an agent of the Government of the Republic of Singapore, and shall include the Commissioner of Parks and Recreation, its officers, employees and agents authorized to act on its behalf and includes any representative or person under the direction of NParks or who is designated by NParks to act on its behalf. green matters Annual Report 2015/16 2 GREEN MATTERS NPARKS ANNUAL REPORT 2015/16 3 green matters Access to greenery is integral to Singapore’s efforts to improve the quality of life for her residents. Singapore’s green infrastructure has grown with more parks, green spaces and Nature Ways. Ecological resilience has been strengthened through sustained conservation efforts and the establishment of Nature Parks and reserves. Significant efforts have also been made to ensure that all residents can gain access to our parks and gardens. The greening of Singapore is important in creating a quality living environment, but it is not a task that NParks can undertake alone. It is a constant work in progress that involves people from all walks of life, coming together with a shared vision – and conviction that green matters – to continue shaping Singapore into a City in a Garden. 04 GREEN MATTERS NPARKS ANNUAL REPORT 2015/16 05 CHAIRMAN’S MESSAGE “We have taken to heart the role of greenery as a social equaliser, moving beyond convenience and proximity of our green spaces to ensure accessibility for all. ” As a nation, our challenge for Beyond SG50 is to improve as a social equaliser, moving beyond convenience and liveability for all Singaporeans.
