The Pine Ridge Indian Health Service Hospital is located within the exterior boundaries of the Pine Ridge Sioux Indian Reservation, and is legally obligated to provide health care services to Native Americans by statutory and treaty mandates. .nJRISDICTION 3. At all times relevant hereto, the United States, the Unites States Department of Health and Human Services, and the Pine Ridge IHS Hospital, are legally obligated to provide health care services to Native Americans by statutory and treaty mandates. Cox Kelly Sassi Clifford Canku Approved: 10/21/2019 Mark Harvey Date Department Chair ABSTRACT The Očhéthi Šakówiŋ (Seven Council Fires; “Great Sioux Nation”) occupied an area from the woodlands to the Great Plains. The landscape and the wind influenced their language and culture in a way that suggests a long occupation. Major landmarks like Ȟesápa (Black Hills), Matȟó Thípila (Bear Lodge; “Devils Tower”), Pahá Makȟáska (White Earth Butte; White Butte, ND), and Oǧúǧa Owápi (Images Burned Into The Stone; Jeffers Petroglyphs, MN) were woven into the cultural identity of the Očhéthi Šakówiŋ. The pictographic record, traditional song, and oral tradition recall events like first contact with the horse at the Čhaŋsáŋsaŋ Ožáte (White Birch Fork), or the James River-Missouri River confluence in C.E. 1692. The historical pictographic record, oral tradition, and occupation will be examined in this paper to support the idea that Očhéthi Šakówiŋ have a cultural occupation of the Great Plains that long predates the European record. -

1 Lands of the Lakota: Policy, Culture and Land Use on the Pine Ridge Reservation Joseph Stromberg Senior Honors Thesis Environmental Studies and Anthropology Washington University in St. Louis 2 Abstract Land is invested with tremendous historical and cultural significance for the Oglala Lakota Nation of the Pine Ridge Indian Reservation. Widespread alienation from direct land use among tribal members also makes land a key element in exploring the roots of present-day problems—over two thirds of the reservation’s agricultural income goes to non-Natives, while the majority of households live below the poverty line. In order to understand how current patterns in land use are linked with federal policy and tribal culture, this study draws on three sources: (1) archival research on tribal history, especially in terms of territory loss, political transformation, ethnic division, economic coercion, and land use; (2) an account of contemporary problems on the reservation, with an analysis of current land policy and use pattern; and (3) primary qualitative ethnographic research conducted on the reservation with tribal members. Findings indicate that federal land policies act to effectively block direct land use. Tribal members have responded to policy in ways relative to the expression of cultural values, and the intent of policy has been undermined by a failure to fully understand the cultural context of the reservation. The discussion interprets land use through the themes of policy obstacles, forced incorporation into the world-system, and resistance via cultural sovereignty over land use decisions. Plaintiffs, the Rosebud Sioux Tribe, the Oglala Sioux Tribe, and Four Directions, Inc., an organization engaged in voter registration and civic engagement in South Dakota and throughout Indian Country, bring this lawsuit for declaratory and injunctive relief to rectify Defendants’ past and ongoing violations of the “Motor Voter” and agency-based voter registration requirements of the National Voter Registration Act of 1993, 52 U.S.C. § 20501 et seq. (“NVRA”). 2. Because of these violations of the NVRA, South Dakota is depriving thousands of tribal members and other citizens of their federally guaranteed opportunities to register to vote and to change their voter registration addresses when these citizens interact with state agencies. 3. Most of the 64,000 American Indians living in South Dakota are members of the Lakota, Nakota and Dakota Nation (also known as the 1 Great Sioux Nation) as well as Americans. Lakota histories are passed from generation to generation through storytelling. One story tells about the Lakota coming to the plains to live and becoming Oceti Sakowin, the Seven Council Fires. The story begins when the Lakota lived in a land by a large lake where they ate fish and were warm and happy. A man appeared, and told them to travel northward. The Lakota obeyed, and began the journey north. On their way they got cold, and the sun was too weak to cook their food. Two young men had a vision, and following its instructions, they gathered dry grasses and struck two flint stones together, creating a spark and making fire. There were seven groups of relatives traveling together. Each group took some of the fire, and used it to build their own fire, around which they would gather. 2 As a result, they became known as the Seven Council Fires, or Oceti Sakowin. During the mid-17th century, nearly all the Sioux people lived near Mille Lacs, Minnesota.3 Pressured by the Chippewas, they moved west out of northern Minnesota in clan groups by the early 18th century.4 The three tribes spoke the same general language, but each developed dialects or variations, which also became their known name. -

Nicholas Black Elk lived a life of holiness during the 19th and 20th centuries. He was a Lakota Sioux holy man and lay convert in South Dakota and he became widely known through the books Black Elk Speaks and Nicholas Black Elk: Medicine Man, Mystic, Missionary. Baptized “Nicholas,” after the saint whose generous giving resonated with Lakota traditions, he committed his life to better knowing the Great Spirit and teaching Jesus’ way of peace, love, and harmony towards all creation. In so doing he seamlessly lived Christian and Native ways without contradiction and led over 400 Dakota-Lakota people to baptism in Jesus Christ. 1 2. So why canonize Nicholas Black Elk and why now? By baptism, all Christians are called to become saints, and since its first days, the church has canonized outstanding Christians it identifies as intercessors of prayer and models of virtue. But north of Mexico, such efforts were delayed until 1884 when the United States bishops felt sufficiently organized. Then they nominated three 17th century candidates from New York State – Mohawk-Algonquin convert Kateri Tekakwitha and Jesuit Father Isaac Jogues, both on the left, and other Jesuit companions added later. As martyrs, the causes of the Jesuits concluded first and they were canonized in 1930. Kateri’s cause then followed and ended with her canonization in 2012. -

Part 151) Dear Secretary Zinke and Assistant Secretary Sweeney: The Oglala Sioux Tribe is a Federally recognized Indian tribe, one of the constituent tribes of the Great Sioux Nation, and a signatory to the 1851 Treaty between the United States and the Sioux Nation and the 1868 Treaty between the United States and the Great Sioux Nation. The Oglala Sioux Tribe submits these comments on the BIA outreach meetings on acquisition of Indian trust land by the Secretary of the Interior: No regulatory amendments are required at the present time. The Secretary should restore authority to the BIA Regions to acquire land into trust on behalf of Indian tribes and individual Indians. The Secretary should mandate that the BIA Regional Directors prioritize and expedite the acquisition of Indian trust lands for Indian tribes and individuals to enhance restorative justice, promote Indian self-determination, support self- government, encourage economic development, and foster cultural survival and community wellness. BACKGROUND: 1851 AND 1868 TREATIES Under the 1851 and 1868 Treaties, the Great Sioux Nation reserved 21 million acres of western South Dakota from the low water mark on the east bank of the Missouri River as our “permanent home” and 44 million acres of land in Nebraska, Colorado, Wyoming, Montana and North Dakota as unceded Indian territory from among our original Lakota, Nakota, and Dakota territory. -

Goal Participants will increase their understanding of the geographical locations and differences among the tribes living on the South Dakota reservations. Objectives Workshop participants will know: 1. The number of reservations in SD. 2. Which tribes live on those reservations. 3. Where the reservations are located. 4. Which two reservations are the largest in population and which reservation is the smallest. 5. Which bands live on which reservations. South Dakota Standards Cultural Concept Participants should recognize the diversity of the SD reservations. Cultural Background The reservations in South Dakota are populated by the seven tribes of the Oceti Sakowin, The Seven Council Fires. Those tribes, who began as one tribe, are now divided into three major language dialect groups: the Dakota, the Nakota, and the Lakota. They are often called the Sioux. According to their oral tradition, they originated as a people at Wind Cave in South Dakota and have always lived in that general area. At the time of European contact, the people lived in Minnesota. The word Dakota means “Considered-friends.” Before they separated, the Dakota lived in the area around Lake Mille Lac in Minnesota, where they would come together for winter camp. Over time they separated into the Oceti Sakowin “Seven Council Fires” as they traveled further away to hunt and no longer camped together in the winter. The tribes came together periodically for ceremonies. The seven sacred ceremonies are the basis of differentiating these tribes from other tribes, which do not have all seven of the ceremonies. -

Pine Ridge Agency (see also Red Cloud Agency and Upper Platte Agency) Originally established as Red Cloud Agency in 1871, it was located on the North Platte River near Fort Laramie in eastern Wyoming and was primarily responsible for the Oglala band of the Lakota. In 1873 the agency moved to the White River near Camp Robinson in Nebraska; in 1877, to the Missouri River at the mouth of Medicine Creek in present day South Dakota; and in 1878, to White Clay Creek where it became known as Pine Ridge Agency. Prominent among Oglala leaders were Red Cloud, Crazy Horse, American Horse, Young Man Afraid of His Horses, Little Wound, and Conquering Bear. These men defended their homelands against the encroachment of non-Indians in the latter part of the 19th Century and became famous for their efforts. In 1890 the Wounded Knee Massacre ended widespread, armed conflict between the United States government and the Lakota. Today Pine Ridge Reservation is home to the 2nd largest American Indian population in the United States. Located in southwestern South Dakota, it has a land base of 1.7 million acres and stretches across Shannon and Jackson counties. Billy Mills, 1964 Olympic gold medal winner in the 10,000-meter race, was born on the Pine Ridge Reservation.
