Further to a briefdiscussion at the DSG's meeting with Departmental Advisers this morning, the purpose ofthis Note is to bring to your attention an issue ofconcern published in a Sri Lankan newspaper. 2. I refer to an article which reports that Mr. Weerawansa, Sri Lanka's Minister for Construction, Engineering Services, Housing and Common Amenities, "urged the public to surround the UN office in Sri Lanka and trap the staffinside until a decision is taken by the UN Secretary General to dissolve the panel he appointed on Sri Lanka." A copy ofthe article is attached. 3. Such a statement by a member ofthe Government, iftrue, might have an impact on the ability ofthe United Nations to operate in Sri Lanka and might not be consistent with fundamental obligations ofthe Government towards the United Nations deriving from the Charter itself. We are concerned by this matter and suggest that we might consider next steps. I would propose that consideration might be given to the issuance ofa Note verbale to the Mission of Sri Lanka in New York requesting a clarification ofthe .Minister' s statement. 4. Government Minister Wimal Weerawansa has urged the public to surround the UN office in Sri Lanka and trap the staff inside until a decision is taken by the UN, Secretary General to dissolve the panel he appointed on Sri Lanka. Weerawansa told reporters today that the appointment of the three-member advlsorv panel by UN General Secretary Ban Ki Moon is the primary step that would prompt the Sri Lankan leaders to be produced to the International Court of Justice (ICJ). "This appointment should not be perceived upon as .a simple act because the next step of UN would be to appoint an investigative committee to look into the possible violations of human rights and war crimes. This would eventually lead to the leaders and war heroes of Sri Lanka to be produced to the ICJ," Weerawansa, who is also the leader of the National Freedom Front, said . Weerawansa who also spoke of Democratic National Alliance (DNA) Leader Sarath Fonseka's agreement to talk with the UN panel, described of it as a revolting move towards betraying the . country's sovereignty. Today, urbanization is not synonymous with human progress. Urban slum groups are outpacing urban growth by a wide margin. Approximately half the world’s population now lives in cities and towns. One out of three urban dwellers, nearly one billion people, are living in underserved settlements. In today’s world nearly eight hundred million children go to sleep with- Urban out dinner. Majority of these children live in urban and semi urban underserved settlements or in other words, crammed cities. Actually crammed cities are products of urban ruler dispirit which leads to the segregation of people from rural areas to cities for economic reasons. Urban base and create dependent economic policies promoted by international linden agencies help created the situation in most of the 1838 countries. This is further aggravated by internal conflict and worse. However, it is obvious that the efforts of the world community in solving the problem of crammed cities have not been successful. Yet the western world is pending trillions of dollars in wars which are against these very same communities. However in Sri Lanka we have taken courageous steps to change this worth scenario. Under the guidance of his Excellency the president Mahinda Rajapaksa (Name of Sri Lankan President) we could eradicate the terrorism prevailed in the country for more than thirty years.

In such circumstances, suddenly on the very eve of the Presidential Election on 26th January 2010 i.e. on 25th January 2010, Ravi Karunanayake UNP M.P., intimated to me that Ranil Wickremesinghe, Leader of the UNP, was anxious to have a Meeting that evening at 6.30 p.m., with the common opposition candidate, retired General Sarath Fonseka, to explain to him the foregoing interim amendments to be effected to the Constitution vis-à-vis the sharing of power by and between the Executive President, Prime Minister and the Cabinet of Ministers. For such purpose, I was requested by Ravi Karunanayake UNP M.P., to bring the former Chief Justice Sarath N. Silva, P.C., and come with the requisite documents for a Meeting on that day, 25th January 2010, at 6.30 p.m., to the Office at Reid Avenue, Colombo 7, from where the common opposition candidate, retired General Sarath Fonseka had been operating his Presidential Election campaign. I pointed out to Ravi Karunanayake UNP M.P., that it would be futile to discuss the foregoing at the eleventh hour, as it were, since the Presidential Election campaign of the common opposition candidate, retired General Sarath Fonseka had been conducted by all parties concerned on the premise of mutual trust and confidence, and that such discussion could result in the loss of such mutual trust and confidence.
