List of Missing Persons 293 1 INTRODUCTION This Volume contains two lists – each arranged in alphabetical order. The first one is a list of 7,624 persons detained in camps under Serbian control on the territory of the Federal Republic of Yugoslavia, Bosnia and Herzegovina and the Republic of Croatia.1 The list of detainees, as compiled by the Office for Missing and Detained Persons of the Croatian Government, contains only those persons who were registered, in some form or another, at the time of their detention or who later notified the Croatian authorities, the ICRC or other international bodies of their detention. For those who were detained in two or more camps, the camp of initial registration is the one noted.2 The second is a list of 1,419 persons registered as missing. It should be noted that due to the passage of time there is a serious likelihood that many of them might be dead. Furthermore, for a number of reasons including, for example, the extermination of entire families or whole villages, many persons have never been registered as missing. Extrapolating from the statistics related to graves that have been exhumed, it is possible that many more are missing and are presumably killed. There is also a related - and important - third list that contains even more names, namely that of persons killed as victims of the genocidal campaign in Croatia from 1991 to 1995. A separate binder containing the names and other information relating to persons registered as killed is submitted to the Court of Justice as part of these pleadings. It will be updated as additional persons are identified and graves and remains are located. This list will be supplemented by further lists to the Court in due course. These three lists bear testament to the suffering endured by Croatian citizens in the period from 1991 to 1995. 1 According to the information by the Office for Detained and Missing Persons of the Croatian Government (as of February 2001). 2 Note: For further data and subsequent explanation of methodologies used by different organizations regarding numbers of detained persons refer to Appendices, vol 5, Appendix 6, Prison Camps, fn 10.
