There is general concern from businesses in the town that the Town Council are creating very low cost business units immediately adjacent to the town centre which will be in direct competition with a town centre already struggling to survive. I am aware of a previous fatal incident in the area created by excessive water run off but the drainage scheme does not show how surface water will be carried away and diverted from the cliff edge. It deals more with drainage and water supply matters. The mining survey identifies a mine shaft, possible ventilation shaft in the area but there is no information about how this will be managed? Finally as we are conscious of climate change impact are there details for any actions towards reducing energy usage with the units? This was due to water run off from Marcus Hill running over the Killacourt and we MUST ensure that this is never repeated. I have since communicated with the Town Council and the Landscape Architect and have provided the below response to the questions and concerns raised: ‐ Concerns over the location of the business units immediately adjacent to the town centre which will be in direct competition with a town centre already struggling to survive. Points noted; however, the site is allocated within the Site Allocations DPD as a key strategic open space and paragraph 8.66 explains that: “Whilst there are various categories of open spaces, most highlighted below, integration and multi‐functionality will be sought (i.e. providing new open spaces or upgrading existing spaces that can perform more than one role) ...” In addition, the adopted Newquay NDP provides support under Policy E5 and Policy E6 for new commercial and innovative projects. Although the proposed business and café uses are outside of the core Town centre boundary, the proposed business units are unique and are not the typical town centre uses. Furthermore, the introduction of these units provides an opportunity to create a multi‐functional area for the community which is distinctive for the Town and the County. Moreover, the units by virtue of their location within the site and scale, being only single storey containers, will play something of a subservient and complimentary role to the site’s recreational use as open, green space. This aspect of the project also meets the objectives of the Newquay Coastal Community Economic Plan (2016) [attached] developed by the Town Team and which has been successful in securing £0.5m under round 5 of the Coastal Community Fund to develop the project. Removal or reduction of the incubator units would result in the economic achievements not being made under the requirements of the Coastal Community Fund, which aims at bringing in footfall to the Town Centre and establishing a hub to draw in economic activity that ripples into the heart of the struggling high street. Failure to meet the objectives would mean loss of the funding and complete cancellation of the scheme and regeneration of this important strategic area. 2 ‐ Query over drainage system and how surface water is dealt with. It is likely that there will need to be a provision for stormwater drainage from the roofs of the units and this will be noted on the tender documents that the contractor will allow for construction of this appropriate to the scale of the units. The contractor will also need to draw up a foul water plan for the cafe and possibly the units and bandstand if they opt to provide water to them and then seek permission from SWW to connect to the current public combined sewer. Should the Council need to see additional information, this aspect could be secured via condition. ‐ Query over how the mine shaft will be managed as this has been identified within the mining survey. In response to this, it has been recommended that the findings of the report are made available to a suitable experienced structural / civil engineer or remediation specialist in order that they may consider an appropriate remediation strategy. Furthermore, it is recommended that any service or foundation trenches should be inspected by a mining consultant in order to assess the risk to the structural integrity of the proposed structure and to finalise assurances. The Town Council are fully aware of the recommendations and have already commissioning a suitably experienced and qualified contractor to re‐secure the adit shaft. ‐ Query over the energy use of the units and whether it is possible to include solar panels on the units and if so, would there be an impact on the residents at Penhaven Court. The Town Council are exploring the possibility of including solar panels on 7 of the 12 units. If this is a feasible option, a subsequent planning application will be submitted. Subject to this option being possible, the energy would power the units, including the streetlights, toilets and wider site, as well as offsetting, making the site generally more sustainable and carbon neutral.     Monthly water situation report Devon and Cornwall Area Summary – August 2021 Devon and Cornwall received 56 mm of rainfall in August, which is 66% of the Long Term Average rainfall (LTA) and ‘below normal’ for the time of year. Most catchments received ‘below normal’ rainfall this month. Monthly mean river flows were mostly ‘normal’ for the time of year. Soil moisture deficit increased. Groundwater levels remained healthy overall, and reservoir storage decreased as is normal for this time of year. Rainfall Devon and Cornwall received 56 mm of rainfall in August, which is 66% of the LTA rainfall and ‘below normal’ for the time of year. All rainfall catchments across the area had ‘below normal’ rainfall apart from the Otter, Sid, Axe and Lim catchment, which was ‘normal’ for the time of year. There were rainfall events around 5-9 August and 20-21 August. Rainfall maps and graph Rainfall catchments map Soil Moisture Deficit Soil moisture deficit (SMD) for Devon and Cornwall increased to 50 mm at the end of the month, close to the LTA of 52 mm. At the end of the month, soils were wetter than average for the time of year in the east of the area, and drier than average in the west of the area, reflecting the higher rainfall in the east. SMD graph and map River Flows Monthly mean flows were ‘normal’ for the time of year everywhere except the Otter at Dotton and the Kenwyn at Truro, where flows were ‘above normal’ for the time of year. Daily mean flows generally receded through the month, responding slightly to the rainfall around 7 August and 21 August.

The survey comprised 954 sites covering 4241 km of river and 29 km of canal, and was completed in two years: 502 sites were surveyed during 1990 and 449 in 1991. Two sites were not surveyed. Twenty-two key sites were visited in both years, to assess annual changes. The survey mirrored the routine chemical monitoring programme, but-included additional sites so that all reaches which had been assigned River Quality Objectives were included. Habitat features were mapped at each site using standard symbols based on the NCC river corridor survey methods. These maps are to help interpret changes in the biota in subsequent years, and to provide data for conservation assessment. Photographs ‘were taken at every site. Macrophyte species were recorded in 1991. The results of these aspects of the survey are not reported here.
