The revised plan will be discussed at the Commission’s February 6, 2012 public meeting. This document is not intended to provide a comprehensive discussion of all of the factors considered by the Commission. CRITERIA USED IN REDISTRICTING In New York City, three fundamental sources of law govern redistricting: the U.S. Constitution’s Fourteenth Amendment, the federal Voting Rights Act of 1965, and the New York City Charter (hereinafter referred to as the “Charter”). As explained below, the Districting Commission carefully and faithfully adhered to the criteria set forth in each of these sources of law throughout the districting process. A. U.S. Constitution’s Fourteenth Amendment The Fourteenth Amendment’s “Equal Protection” clause guarantees that the law is to be applied in an equal fashion to all persons within a jurisdiction. It established the “one person, one vote” standard, which requires that districts be of generally equal population. See Gray v. Sanders, 372 U.S. 368, 381 (1963). In comparison to congressional redistricting, the Constitution allows a greater deviation in state and local redistricting. “[A]s a general matter, . an apportionment plan with a maximum population deviation under 10% falls within [a] category of minor deviations” insufficient to “make out a prima facie case of invidious discrimination under the Fourteenth Amendment.” Brown v.

The zoning map and text changes are now in effect. The New York City Department of City Planning (DCP), at the request of Community Board 14, elected officials and civic groups, proposes zoning map changes and zoning text amendments for one hundred and eighty blocks located in the Flatbush neighborhood of Community District 14, Brooklyn. The project area, which includes the rezoning area and the area of a proposed zoning text amendment, is bounded by; Caton Avenue, Parkside Avenue and Clarkson Avenue on the north, Bedford Avenue and the Community District 14 boundary to the east, Campus Road and the Long Island Railroad’s Bay Ridge freight line on the south, and Coney Island Avenue on the west. The proposed zoning would primarily match new zoning to the existing built character which includes areas of detached homes, row houses and apartment buildings. Currently, existing zoning does not reflect the built character of lower-density detached and apartment building areas. Under the current R6 zoning, development of tall apartment buildings without height limitation is permitted and has resulted in demolition of existing detached, one- and two-family homes.The new zoning also provides incentives for affordable housing development in the area in addition to strengthening commercial corridors. On October 9, 1979, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Pratt Institute Library and the pro­ posed designation of the related Landmark Site (Item No. 10). The hearing had been duly advertised in accordance with the provisions of law. Three witnesses spoke in favor of designation. There were no speakers in opposition to designation. DESCRIPTION AND ANALYSIS The Pratt Institute Library, built in 1896 , is a handsome example of the Renaissance Revival style. Designed by William B. Tubby, the buildi ng was constructed to house the Pratt I nstitute Free Library, the first free public library in the city of Brooklyn. The library is located on the campus of Pratt Institute, founded by Charles Pratt for t he, training of artisans, foremen, designers, draftsmen, and other technicians. The school was an outgrowth of Pratt's interest in manual training and his belief that the best way to help others was to teach them how to help themselves. The type of technical training established at Pratt ~a s unprecedented in the United States at that time. Charles Pratt (1830-1891) was born in Watertown, Massachusetts. In 1851 he moved to New York City and worked for the firm of Schenck & Downing, dealers in paints and oils.

Through an exploration of voice, lyricism, kinesthetic performance, instrumentality and visual aesthetics, this course examines the “world wide underground” of black women’s sonic cultures, and it re-interrogates pop music subculture theories through the intersecting prisms of race, gender, class and sexuality. It considers the ways that black women musicians operate as socio- political and cultural intellectuals, and it reads their work as historically-situated cultural texts that resonate in multiple contexts. Throughout the semester, we will explore the ways in which black women culture workers have stylized and innovated disruptive and iconic performance practices within the context of American popular music culture, from the postbellum era through the present day. Part of the aim of this course is to trace the tensions between the enormous influence and ubiquity of the black female singing voice in globalized popular cultures and the ways in which a range of entertainers have nonetheless negotiated eccentric and “obscure” musical gestures that signaled and affirmed the existence of resistant musical aesthetics in the face of panopticism.
