Here you will find a big and beautiful sky, gorgeous sunsets, and the majesty of the Sandia Mountains. You also will discover a unique variety of people and cultures, as well as a range of dining and recreation options. Located downtown, the convention hotel is only a short cab ride from historic Old Town, and the trendy Nob Hill neighborhood, where you will find both superb restaurant options, as well as plenty of local culture. If you are looking for art, history and culture, the National Hispanic Cultural Center and the Indian Pueblo Cultural Center also are located nearby. Santa Fe, America’s oldest capital city, is located about an hour’s drive north of Albuquerque, and is well worth visiting, especially for art lovers. If you do nothing else while you are here, remember to look up and out. The natural beauty never fails to satisfy. Tim Krebs Local Arrangements Chair ii WELCOME AND SPECIAL ACKNOWLEDGMENTS Special Acknowledgements The program for the 2006 Western Political Science Association annual conference is the result of the efforts of many people. First, I want to thank the 29 individuals who served as section chairs and whose names are listed after their respective sections in the Schedule of Panels. Their diligent efforts in organizing good panels and roundtables will insure the satisfaction of those of us who come to the Western primarily for the opportunity of intellectual exchange. The local arrangements chair plays a singularly important role in the time-consuming work associated with organizing a successful conference. Tim Krebs assumed this responsibility on somewhat short notice (after the first local chair relocated to South Carolina) and has done a fine job. Additionally, I want to acknowledge his university – The University of New Mexico-- as our host school and thank them for the financial support and transportation assistance they have provided to our meeting. Three institutions also provided much needed financial support for our 35-Year Anniversary Celebration of Latinos in the WPSA: the University of New Mexico; the College of Santa Fe; and the Northern Arizona University. Our sincere thanks are extended to Interim Provost/Vice President of Academic Affairs Reed Dasenbrock and the Political Science Department Chair Mark Peceny of the University of New Mexico, President Mark Lombardi at the College of Santa Fe and President John Haeger at Northern Arizona University. I would be remiss if I did not thank WPSA President Ron Schmidt, Sr. , and members of WPSA committees, especially committee chairs, as well as the WPSA Executive Council for their cooperation and assistance which greatly facilitated the conference planning process. Finally, a former WPSA program chair, Barbara Norrander, said it best when she stated in her acknowledgements that “nothing would be accomplished” without the help and encouragement of Betty Moulds, WPSA Executive Director, and Elsa Favila, WPSA Associate Director. I hope that when you see Betty or Elsa that you will take a moment to stop and thank them personally for all the good work they do for our association.
