Given its history of colonialism and imperialism but also hybridity and mestizaje, Latin America has emerged as a rich and complicated breeding ground for national and nationalist rhetorics that are deeply steeped in notions of femininity, masculinity, and other gendered constructs. While gendered nationalist tropes have been forged through various social and political means in Latin America, visual cultural production in its many forms has been a powerful vehicle through which these ideologies are promoted, disseminated and inscribed upon the social psyche. This graduate seminar is thus dedicated to the perilous history of gender, nation and visual culture in Latin America. Art, film, and mass media, among other visual “artifacts”, will be at the center of our discussions, queries and debates in class this quarter. We will explore varied and diverse themes such as the following: 1) casta paintings and their role in the formation of New Spain’s colonial state, 2) Eva Perón or Evita as a national icon in Argentina, 3) telenovelas and cultural identity in Brazil and Mexico, and many others. -

International Journal of Communication 13(2019), 1368–1388 1932–8036/20190005 Car Decals, Civic Rituals, and Changing Conceptions of Nationalism JOCELYN SAGE MITCHELL1 ILHEM ALLAGUI Northwestern University in Qatar With the onset of the Gulf diplomatic crisis in June 2017, citizens and expatriate residents in Qatar affixed patriotic decals to their cars in a show of support. Using visual evidence and ethnographic interviews gathered between August 2017 and September 2018, we analyze Qatari and expatriate participation in this shared ritual of nationalism, and what each group’s participation meant to the other. Our conclusions highlight the growth of civic nationalism narratives in Qatar as a response to the diplomatic crisis, and a corresponding reduction in regional ethnic narratives of communal belonging. Keywords: diplomatic crisis, nationalism, citizens, expatriates, Qatar What can a car decal tell us about changing conceptions of nationalism and belonging in Qatar? The small, resource-rich monarchy of Qatar is characterized as an “ethnocracy” (Longva, 2005), in which belonging to the nation is based on ethnicity. Regimes such as Qatar have citizenship laws that make it nearly impossible for foreigners to naturalize. Yet while legal citizenship remains inaccessible for most foreigners in these states, nationalism—both personal identification with and public practice of—may be an important part of these noncitizens’ daily lives and of the regimes’ political legitimacy. Nationalism in Qatar took on new importance on June 5, 2017, when regional neighbors Saudi Arabia, the United Arab Emirates (UAE), and Bahrain, along with Egypt, broke diplomatic relations with Qatar and closed their land, sea, and air borders. -

It focuses on topics such as globalisation, economic development, diversification of and challenges facing resource rich economies, trade relations between the Gulf States and major trading partners, energy trading, security and migration. The Programme primarily studies the six states that comprise the Gulf Cooperation Council – Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. However, it also adopts a more flexible and broader conception when the interests of research require that key regional and international actors, such as Yemen, Iraq, Iran, as well as its interconnections with Russia, China and India, be considered. The Programme is hosted in LSE’s interdisciplinary Centre for the Study of Global Governance, and led by Professor David Held, co- director of the Centre. It supports post-doctoral researchers and PhD students, develops academic networks between LSE and Gulf institutions, and hosts a regular Gulf seminar series at the LSE, as well as major biennial conferences in Kuwait and London. Vol. 2 (2019) https://doi.org/10.6092/issn.2611-2752/9073 ISSN 2611-2752 Revisiting Global America: Nationalism in History and Politics Published: March 1, 2019 Nationalism has been a defining feature of American history, politics, and international relations. Since its foundation, the United States has created an exceptional, expansive, and open image of itself as the “global nation” founded on a set of seemingly universal principles. The ways Americans have thought about their country have been a tremendous force for overseas expansion and an irresistible attraction for many outsiders. However, despite the success of this model of global, multiracial and multi-ethnic America, or possibly because of it, recent but not unprecedented nationalistic trends have contributed to dispute, contest or even reject its very tenets. The topic has also taken on ur- gency at the historiographical level. Scholars have inevitably looked with renewed interest into US nationalism and its practical, policy manifestations since 9/11. In the last few years, however, the de- bate has become even more intense, with a shift from explaining outcomes to questioning the nature of American identity and patriotism. The seismic waves produced by the last presidential election eventually reached nationalism studies, reinforcing a tendency that had started after the election of Obama: ethnicity, religion, and above all race were brought back as crucial elements in the analysis of the American national community and provided a tool to deconstruct the alternative visions of belonging that find space in the current political and public debate. At the same time, nationalism per se is being refashioned. -

Abstract (Dis)Claiming Mestizofilia: Chicana/os Disarticulating Euromestizaje by Agustín Palacios Doctor of Philosophy in Ethnic Studies University of California, Berkeley Professor Laura E. Pérez, Chair This dissertation investigates the development and contradictions of the discourse of mestizaje in its key Mexican ideologues and its revision by Mexican American or Chicana/o intellectuals. Great attention is given to tracing Mexico’s dominant conceptions of racial mixing, from Spanish colonization to Mexico’s post-Revolutionary period. Although mestizaje continues to be a constant point of reference in U.S. Latino/a discourse, not enough attention has been given to how this ideology has been complicit with white supremacy and the exclusion of indigenous people. Mestizofilia, the dominant mestizaje ideology formulated by white and mestizo elites after Mexico’s independence, proposed that racial mixing could be used as a way to “whiten” and homogenize the Mexican population, two characteristics deemed necessary for the creation of a strong national identity conducive to national progress. Mexican intellectuals like Vicente Riva Palacio, Andrés Molina Enríquez, José Vasconcelos and Manuel Gamio proposed the remaking of the Mexican population through state sponsored European immigration, racial mixing for indigenous people, and the implementation of public education as a way to assimilate the population into European culture. -

Nationalism and International Order Dr Jaakko Heiskanen Department of Politics and international Studies University of Cambridge MPhil Course Guide for 2021-2022 Course Description The demise of the nation-state and the disappearance of nationalism have been predicted on many occasions, yet they stubbornly refuse to fade away. If anything, the last decade has witnessed an intensification of nationalist rhetoric and a recentring of the nation-state in international politics through practices such as nation-state wall-building and national lockdowns. This course explores the past, present, and possible futures of nationalism and the nation-state from the vantage point of international order. By the end of the course, students will have acquired an excellent understanding of the historical origins and development of nationalism as well as the analytical tools needed to think and write critically about contemporary nationalism. The course is organised into seven seminars of 90-120 minutes. Seminar 1 provides an introduction to the study of nationalism and international order. The remaining six seminars are then loosely clustered into three thematically related pairings. Seminars 2 and 3 are concerned with the historical origins of nationalism and the rise of the nation-state, mainly in the European context. Seminars 4 and 5 shift the focus to the global imperial framework within which the European system of nation- states was embedded and examine the tangled relationship between nationalism, empire, and race from the nineteenth century to the present day. Seminars 6 and 7 consider the future of nationalism and international order by engaging with contemporary debates about globalisation and populism. -
Nationalism, Ethnic Conflict, and Class Struggle: a Critical Analysis of Mainstream and Marxist Theories of Nationalism and National Movements
NATIONALISM, ETHNIC CONFLICT, AND CLASS STRUGGLE: A CRITICAL ANALYSIS OF MAINSTREAM AND MARXIST THEORIES OF NATIONALISM AND NATIONAL MOVEMENTS Berch Berberoglu Department of Sociology University of Nevada, Reno Introduction The resurgence of nationalism and ethnonationalist con ict in the aftermath of the collapse of the Soviet Union and its associated Eastern European states in their transition from a form of socialism to a market- oriented direction led by bourgeois forces allied with world capitalism during the decade of the 1990s, has prompted a new round of discus- sion and debate on the origins and development of nationalism and the nation-state that has implications for contemporary nationalism and nationalist movements in the world today. This discussion and debate has been framed within the context of classical and contemporary social theory addressing the nature and role of the state and nation, as well as class and ethnicity, in an attempt to understand the relationship between these phenomena as part of an analysis of the development and transformation of society and social relations in the late twentieth century. This paper provides a critical analysis of classical and contemporary mainstream and Marxist theories of the nation, nationalism, and eth- nic con ict. After an examination of select classical bourgeois statements on the nature of the nation and nationalism, I provide a critique of contemporary bourgeois and neo-Marxist formulations and adopt a class analysis approach informed by historical materialism to explain the class nature and dynamics of nationalism and ethnonational con ict.
