(“L-3”) and MPRI, Inc. (“MPRI”), allege the following: Nature of the Action 1. This is a class action brought by ethnic Serbs who resided in the Krajina region of Croatia up to August 1995 and who then became victims of the Croatian military assault known as Operation Storm—an aggressive, systematic military attack and bombardment on a demilitarized civilian population that had been placed under the protection of the United Nations. Operation Storm was designed to kill or forcibly expel the ethnic Serbian residents of the Krajina region -1- Case 1:10-cv-05197 Document 1 Filed 08/17/10 Page 2 of 40 from Croatian territory, just because they were a minority religio-ethnic group. Defendant MPRI, a private military contractor subsequently acquired by Defendant L-3 Communications Inc., trained and equipped the Croatian military for Operation Storm and designed the Operation Storm battle plan. Operation Storm became the largest land offensive in Europe since World War II and resulted in the murder and inhumane treatment of thousands of ethnic Serbs, the forced displacement of approximately 200,000 ethnic Serbs from their ancestral homes in Croatian territory, and the pillaging and destruction of hundreds of millions of dollars worth of Serbian-owned property. -

The specifics of Rusyn and Ukrainian attitude to opposing parties are covered, an evolution of their sights concerning the War is shown. The policy of the self-proclaimed Republic of Serbian Krajina towards national minorities is characterized. Introduction The Serbo-Croatian War (1991-1995), along with Bosnian (1992-1995), marked the collapse of socialist Yugoslavia. Even today both Serbians and Croatians have different sight on the nature and character of this war: the former believe it is civil, and the latter believe it is a national liberation war. Each side sees an aggressor in their opponent and considers themselves as a victim. However, when studying the specifics of this war, researchers usually drop out of their sight national minorities, which lived in Croatian Danube region (Eastern Slavonia) – territory, that became one of the crucial Serbo-Croatian battlefields. -

CHALLENGES OF CHANGE: THE NATURE OF PEACE OPERATIONS IN THE 21ST CENTURY AND CONTINUING NEED FOR REFORM Jacques Paul Klein Special Representative of the Secretary General and Coordinator of the United Nations Operations in Liberia There is an old maxim in peacekeeping – before you ask a wise man, ask someone who has done it. I am pleased to see here this morning so many people who have done it. It is a great pleasure to address this important conference. I would like to thank the organizers for giving me the opportunity to discuss my views of the challenges and future of United Nations peacekeeping. My basic standpoint may be simply stated. UN peacekeeping, which was out of fashion for a period, is now back. The UN has a unique legal and moral authority as well as valuable operational experience in international peacekeeping. While the increasing calls for peacekeeping missions make cooperation and burden sharing essential, the UN is—and should remain—the nucleus of activity. I speak as a practitioner with eight years experience in both UN and non-UN operations. I deliver my remarks today in my capacity as the SRSG to Liberia but I will also draw on my experience from the Balkans—heading UNMIBH and UNTAES. I will divide my comments into two parts. First, an overview of the important qualities and strengths of UN peacekeeping. Secondly, I will outline what I have come to recognize as five prerequisites for success once the decision has been made to engage. They are: a clear mandate; a solid organizational structure; strategic planning; strength in leadership and support; and finally, an organized closure of the mission. -

DOI: 10.29362/IST20VEKA.2018.1.RAD.9-34 REPUBLIKA SRPSKA KRAJINA AND THE RIGHT * OF PEOPLES TO SELF-DETERMINATION ABSTRACT: In Part I of this article author details the claims to inde- pendent statehood of Croatia and Krajina based upon the right of peoples to self-determination in the context of the emergence of nationalism as a powerful political force in Yugoslavia in the early 1990s. He also details the response of the international community to the crisis which these irreconcilable claims gave rise to. In Part II author explores the reasons why the secession of Croatia suc- ceeded and the secession of Krajina failed. Finally, the ramifications of Croa- tia’s and Krajina’s competing claims to statehood for the right of peoples to self-determination are discussed in the Conclusion. More than any other, this event of that tumultuous year symbolised the end of the Cold War and ush- ered in what Allen Buchanan has called ‘the age of secession’.1 The usual justi- fication for secessionist demands was the right of peoples to self-determination. One of the means by which this right is realised is by ‘the establishment of a sovereign and independent state’.2 The critical question for self-determination relates to the meaning of ‘peoples’. -

He successfully led US efforts to facil- itate an end to civil war and to promote Liberia’s transition to democratic governance. He is currently a senior advisor for Deloitte Consulting. Jacques Paul Klein Klein is a retired career US diplomat and a Major General in the US Air Force Reserve. He was also the Special Representative of the Secretary-General for the United Nations Mission in Liberia (UNMIL) from 2003 to 2005. Sean McFate McFate is an Assistant Professor at National Defense University and a Fellow at the New America Foundation.
