Draft Minutes of the Waltham Parish Council Meeting held by remote attendance via Zoom on Tuesday 23rd February 2021 at 7.00PM

Present: Councillors: Moss (Chairman), Barrett, Conolly, Gordon, Jackson, Kiddle-Bailey, , Shaw, Smith, Surtees, Teanby and Woodliff In attendance: The Parish Clerk, Ward Cllrs Jackson and Pettigrew and 6 members of the public Agenda: 17:02/21 Declarations of Interest: a) To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. Cllr Moss declared a disclosable pecuniary interest in agenda item 21:02/21 b)i)

18:02/21 Apologies for Absence: To receive any apologies from Members not able to attend the meeting. Apologies were received during the meeting for Cllr Archer.

19:02/21 Open Forum: Residents addressed the Parish Council with concerns in relation to the planning applications for 83 Road and Salisbury Court.

20:02/21 Minutes of the Previous Meeting(s): To approve the minutes of the meeting of Tuesday 3rd February 2021. RESOLVED: The minutes were adopted as a true record. The minutes will be signed at the next meeting of the Parish Council that takes places in a physical location.

21:01/21 Planning: a) Planning Decisions: i) Planning Application Reference: DM/0020/21/FULA Proposal: Demolish existing living room and erect single-storey rear extension Location: 30 Skinners Lane Waltham North East . APPROVED ii) Planning Application Reference: DM/0994/20/FUL Proposal: Alterations to include removal of existing conservatory and erection of single storey extension with roof lanterns. Existing garage to be removed and erection of two storey extension to include a juliet balcony to rear at first floor and erection of attached single garage to side Location: 5 Wheatfield Drive Waltham Grimsby . APPROVED iii) Planning Application Reference: DM/1077/20/FUL Proposal: Retrospective application for alterations to porch canopy, dormer windows, timber cladding to front and side elevations, new window opening to front elevation, alterations to bathroom windows to side elevation, replacement roof tiles, alterations to front door and lounge window and various alterations Location: 36 Ings Lane Waltham Grimsby North East Lincolnshire. APPROVED b) Planning Applications: Cllr Moss had declared an interest in the next item and left the meeting. The Vice- Chairman, Cllr Kiddle-Bailey took the Chair. i) Planning Application Reference: DM/1120/20/FUL Proposal: Change of use and alterations from part of a dwelling (Lounge) to a sweet shop Location: 53 High Street Waltham Grimsby North East Lincolnshire. DM/1120/20/FUL | Change of use and alterations from part of a dwelling (Lounge) to a sweet shop | 53 High Street Waltham Grimsby North East Lincolnshire DN37 0LJ (nelincs.gov.uk) RESOLVED: Waltham Parish Council recommends approval of this application. The Parish Council would like to express concern over parking for users of the proposed shop and deliveries, and also feel that the opening times of the shop and times available for deliveries should be conditioned so as not to have a detrimental impact on nearby residents. Cllr Moss returned to the meeting and took the Chair.

The Parish Council consider that an ecology survey should be undertaken with the resulting ecology report to be made available.

vi) Planning Application Reference: DM/0149/21/FUL Proposal: Installation of field drainage to support the construction of the Hornsea Project One Offshore Wind Farm onshore export cable route including proposed drainage pipes and outfalls (falls within , , , , Healing and Bradley Parishes) The application covers the installation of preconstruction field drainage to support the construction of the Hornsea Project Two Offshore Wind Farm onshore export cable route. The area outlined in the submitted plans and supporting documentation covers the installed drainage pipes and outfalls that have been installed outside the Development Consent Order Limits in order to provide an optimal drainage solution for each parcel of land. vii) Planning Application Reference: DM/0175/21/FUL Proposal: Erect single storey extension to existing nursery to provide additional classroom Location: Salisbury Court Barnoldby Road Waltham Grimsby DM/0175/21/FUL | Erect single storey extension to existing nursery to provide additional classroom | Salisbury Court Barnoldby Road Waltham Grimsby North East Lincolnshire DN37 0BS (nelincs.gov.uk) RESOLVED: Waltham Parish Council recommends refusal of this application. The Parish Council notes condition 9 placed on the development of the forest garden classroom (DM/1152/19/FUL). This condition states that prior to the use of the forest garden classroom and extension to the existing nursery the public footpath works shall have been carried out and be available for use. Residents and councillors have observed that additional timber structures have appeared on site since approval was granted for the forest garden classroom. The Parish Council recognise that residents have waited a considerable amount of time for the footpath to be re-opened, and consider that it would not be appropriate for any further development work to take place until the footpath is built and available for residents to use.
