This research critically assesses the management and politics of nuclear waste in Taiwan using an environmental justice approach. This research comprises three parts: first, the nature of radioactive waste; second, the theory of environmental justice; and third, the case study of nuclear waste siting policy in Taiwan. In the first part, background information is provided to understand what nuclear waste is; how it has been managed in different countries; and the difficulties and uncertainties of nuclear waste management. In the second part of this research, the idea of environmental justice is employed as a theoretical framework to interpret nuclear waste policy and the policy process in Taiwan. Environmental justice is derived from the environmental justice movement in the late 1970s and early 1980s. Environmental justice issues are two-fold: distributive justice refers to the distribution of environmental risks among different communities, and procedural justice refers to the access of citizens to decision-making processes that affect their environment. Finally, the case study of nuclear waste management and politics in Taiwan serves as the third part of this project. Through the lens of principles of environmental justice, the historical development of nuclear waste in Taiwan is examined. The process and progress of protracted attempts to site a new nuclear waste repository in Taiwan is investigated in considerable detail by conducting interviews with government officials, NGOs, and members of local communities. Particular attention was paid to the decision-making process and to the involvement of minority and low income ii communities in that process. The overall purpose of this project is to determine how far the ideas and principles of environmental justice have informed the nuclear waste management policies of Taiwan. By examining how consistent nuclear waste management in Taiwan complies with the idea of environmental justice, this project contributes to the growing literature on an urgent policy issue, and helps members of local communities, government officials and politicians to develop a greater awareness of the problems and issues of nuclear waste. iii Acknowledgements I would like to express my enormous thanks towards my Supervisors, Dr Derek Bell and Professor Tim Gray for their patience, enthusiasm, encouragement and valuable comments during the time of my doctoral study. The Case Study of Taiwan’s 2018 Local Elections Tai-Li Wang 1 National Taiwan University, Graduate Institute of Journalism, Taiwan Abstract Fake news and disinformation provoked heated arguments during Taiwan’s 2018 local election. Most significantly, concerns grew that Beijing was attempting to sway the island’s politics armed with a new “Russian-style influence campaign” weapon (Horton, 2018). To investigate the speculated effects of the “onslaught of misinformation,” an online survey with 1068 randomly selected voters was conducted immediately after the election. Findings confirmed that false news affected Taiwanese voters’ judgment of the news and their voting decisions. More than 50% of the voters cast their votes without knowing the correct campaign news. In particular, politically neutral voters, who were the least able to discern fake news, tended to vote for the China-friendly Kuomintang (KMT) candidates. Demographic analysis further revealed that female voters tended to be more likely to believe fake news during the election period compared to male voters. Younger or lower-income voters had the lowest levels of discernment of fake news. Further analyses and the implications of these findings for international societies are deliberated in the conclusion. This research was guided by a theoretical model of how the status of women worldwide is influenced by the extent of patriarchal culture, the level of economic development, and the degree of democratization. Hypotheses drawn from the theoretical model were tested by using data collected from 174 developing and developed nations. Overall, the statistical analysis found that patriarchal culture, economic development, and democratization exert fairly strong influences over some dimensions of women’s status but have little association with others. This implies that the nature of women’s status is complex and complicated because each nation has its own circumstances that are shaped by its historical background, traditional culture, geographic location, and so on. Therefore case studies of individual countries should provide valuable insights into the dynamics of women’s changing status in the contemporary world. This dissertation presents such a case study that analyzes the status of Taiwanese women in terms of social conditions, human and social capital, economic activities, and political participation and power.

Established in 1996, it is the oldest Asian green party and is one of the most active parties in the Asia-Pacific Greens network. The party has enjoyed mixed electoral fortunes. After promising early election results, the GPT virtually ceased contesting elections between 2000 and 2005. However, from 2006 the party began a gradual revival in its vote shares. This series aims to further our understanding of the origins, dealings, decisions, and outcomes of social movements by fostering dialogue among many traditions of thought, across European nations and across continents. All theoretical perspectives are welcome. Books in the series typically combine theory with empirical research, dealing with various types of mobilization, from neighborhood groups to revolutions. We especially welcome work that synthesizes or compares different approaches to social movements, such as cultural and structural traditions, micro- and macro-social, economic and ideal, or qualitative and quantitative. Books in the series will be published in English. One goal is to encourage non- native speakers to introduce their work to Anglophone audiences. Another is to maximize accessibility: all books will be available in open access within a year after printed publication. According to Engadget, “Several top designers at HTC were arrested in Taipei under suspicion of fraudulent expense claims, as well as stealing trade secrets ahead of leaving the company to run a new mobile design firm in both Taiwan and mainland China. Five people were interrogated, with the most notable ones being Vice President of Product Design Thomas Chien (pictured above), R&D director Wu Chien Hung and design team senior manager Justin Huang (who also personally sketched out the One’s design). Chien and Wu are taken into custody, whereas the others were released on bail (see video after the break). Their offices were also raided yesterday as part of the investigation. “Reports say HTC chairwoman Cher Wang personally filed a complaint to Taiwan’s Investigation Bureau, which has since learned that Chien, Wu and Huang planned to set up a new design company (which is already registered under the Chinese name “Xiaoyu”) aimed at the mainland Chinese market, and that they would resign after claiming their mid-year bonuses yesterday. The real beef HTC has here is that it apparently caught Chien secretly downloading files related to the upcoming Sense 6.0 UI design, and then shared them with external contacts via e-mail. The Investigation Bureau refused to comment on whether Sense 6.0 is related to the One Max due later this year.
