Opening Remarks:

The Chairlady welcomed Members and regular government representatives to the meeting.

2. Members were also asked to note that Dr MAK TSE How-ling, Ada, MH was absent from the meeting due to other commitments. Having regard to Section 51(1) of SDC Standing Orders, her application of absence was not accepted.

Part I - Matters Discussed

Agenda Item 1: Confirmation of the Draft Minutes of the 11th CATC Meeting Held on 11 September 2017

3. As Members had not put forward any amendment proposals, the draft minutes of the 11th CATC meeting held on 11 September 2017 were confirmed by the Committee.

Agenda Item 2: Applications for SDC Fund Recommended by the Working Group on Vetting and the Related Matters (CATC Paper No. 50/2017)

(Ms YAM Pauline and Mr Paul ZIMMERMAN joined the meeting at 2:40 p.m. and 2:46 p.m. respectively.)

4. The Chairlady asked Members who had not attended the 11th meeting of the Working Group on Vetting (WGV) to complete the “Declaration of Interests for Project Financed by Southern District Council Funds” tabled. Details of Members’ declaration were given at Annex 1.

5. The Chairlady said that the Secretariat had received 24 SDC fund applications (at Annexes 1 to 6 to the Paper) under “Cantonese operatic song-oriented activities”, “Sports promotion activities”, “Publicity and services of SDC”, “District community involvement projects”, “Promotion of the work of four Area Committees” and “Arts and cultural promotion activities” at a total amount of $1,318,480. As the

3 funding application of “Southern District Youth Football Team Training Programme 2018 (from January to December)” exceeded $200,000, it would be considered at the 13th SDC meeting on 16 November 2017.

6. CATC endorsed WGV’s Vetting Recommendation Report with an allocation of $886,480 for the funding applications as recommended by WGV.

7. The Chairlady said that at the meeting on 11 September 2017, CATC endorsed an allocation of $50,000 to subsidise the “Colouring our Community. Promoting Social Solidarity” Project (跨齡同「油」.社區共融推廣計劃 ) organised by Aberdeen Kai-fong Welfare Association Social Service. The activity involved the painting of the long staircase at Aberdeen Main Road leading to Yue Fai Court. When considering the fund application, Members requested the applicant organisation to submit a design drawing prior to its production of the stair painting and consult Members on its visual impact. The design drawings were given at Annex 7 to the Paper.

8. Mr SHUM Wai-chuen, responsible person of the “Colouring our Community.Promoting Social Solidarity” Project, introduced to Members the design concept of the stair painting and invited Members to give comments on the three design drawings shown at PowerPoint 1.

9. Mr AU Lap-sing, MH, Mr CHAN Fu-ming, MH, Ms CHAN Judy Kapui, Mr LAM Kai-fai, MH, Mr CHU Lap-wai, Mr LO Kin-hei, Mr AU Nok-hin, Mr Paul ZIMMERMAN and Mr CHU Ching-hong, JP raised the following comments and enquiries:

(a) a number of Members hoped that the stairs would be painted in softer tone. Extremely bright colours were not preferred for the purpose of avoiding reflection which would cause dazzling and dizziness on those people with eye diseases. But a Member said that it would not cause significant problems, as the passers-by were unlikely to look steadily at the whole painting for a long time;

(b) most Members opined that as stair paintings were not done on a piece of flat land, the painting should be composed of larger and simpler images. It would be hard to achieve the desirable visual effect if it involved a lot of details. But a Member said that

intricate drawings might also be suitable for stair paintings. It all depended on the skills of the painters and manner of production;

(c) a Member was of the view that with many human figures, the drawing appeared to be akin to the design of a boat full of refugees and failed to convey the message of cross-age community inclusion. A Member also opined that it sounded ominous if the human figures were to be trodden on by passers-by for a long time and suggested avoiding human figures;

(d) a Member suggested painting yellow lines on the edges of the staircases to serve as a safety reminder and believed that they would not affect the whole drawing;

(e) a Member suggested enhancing the 3-D visual impact of the drawing;

(f) some Members said that the idea of stair paintings deserved encouragement. Be they professional paintings or production by people in the neighbourhood, conceivably they could help beautify the community and so they supported the project;

(g) a Member wished to know the sources of funding for the production of the stair painting and suggested painting the railings and the walls next to the staircases as well for the sake of ensuring uniformity; and

(h) a Member suggested that the applicant organisation deliberate with Members after the meeting given Members’ substantial comments on the design drawings.

10. When giving a consolidated response, Mr SHUM Wai-chuen agreed that the stair painting should adopt soft and non-dazzling colours while the figure could be magnified to simplify the whole drawing. He also considered it technically practicable to add yellow lines on the staircases to serve as a safety reminder. He would discuss the suggestions and the feasibility of enhancing the 3-D visual impact with the designer. He emphasised that top priority would be accorded to the safety of pedestrians in the design of the stair painting.

11. Ms YAM Pauline, Mr LAM Kai-fai, MH, Mr AU Nok-hin and Mr Paul ZIMMERMAN further raised comments and enquiries as follows:

(a) a Member enquired whether the design drawings shown at PowerPoint 1 was finalised. A Member also invited the applicant organisation to consider adding educational verses of poetry or words onto the painting;

(b) a Member reiterated that it was not suitable to include human figures in stair paintings as they were prone to graffiti and vandalism;

(c) a Member was of the view that magnifying the figure of the stair painting could help resolve the problem of fine and complicated drawing. Wavy lines could also be added to enhance the 3-D visual impact of the painting while the human figures could add fun to the painting; and

(d) a Member enquired again whether the railings and walls next to the staircases could be painted as well.

12. The Chairlady said that the “Colouring our Community.Promoting Social Solidarity” Project was granted an allocation of $50,000 by SDC. Whether Members’ suggestions could all be implemented depended on the budget of the applicant organisation. Moreover, to her knowledge, the stair painting had to be completed on 17 December 2017. According to the discussion at the meeting, it was expected that Members would not be able to reach a consensus on the final design of the painting. Given the time constraint, it was not possible to discuss the issue again until the next meeting. She thus suggested that the applicant organisation arrange for an informal meeting with Members as soon as possible after the meeting to discuss the design drawings. Mr CHU Ching-hong, JP also enquired whether the applicant organisation could arrange for the designer to meet with Members and listen to Members’ comments before revising the design drawings.

13. Mr SHUM Wai-chuen responded that he would discuss Members’ comments with the designer, including simplifying the drawing, adding text and enhancing 3-D visual impact, etc. He said that the organisation responsible for the

6 design had rich experiences in producing stair paintings and believed that the drawing could be revised to accommodate Members’ comments. He would consider arranging for an informal meeting between the designer and Members. The Chairlady requested the applicant organisation to follow up after the meeting.

(Post-meeting note: The applicant organisation consulted Members’ comments on the original design drawings again after the meeting and relayed Members’ comments to the designer. Subsequently, the design drawings were revised twice. The Secretariat emailed the two revised design drawings to Members on 21 November and 6 December 2017 for comments. No comments were received from Members by the deadlines.)

Agenda Item 3: Establishment of Air Quality Monitoring Station in Southern District (Agenda item raised by the Environmental Protection Department) (CATC Paper No. 51/2017)

14. The Chairlady said that this agenda item was put forward by the Environmental Protection Department (EPD), and welcomed Mr LEUNG Wai-man, Senior Environmental Protection Officer (Air Science)1; Dr CHOI Man-yee, Environmental Protection Officer (Air Science)13; and Mr CHENG Wing-kwong, Project Officer (Air Science)11, of EPD for the discussion of this agenda item.

15. In briefing Members on the contents of the paper, Mr LEUNG Wai-man said that EPD had planned to establish a general Air Quality Monitoring Station (AQMS) in the Southern District, and already consulted the Committee on the preliminary site selection proposal on 7 March 2016. The list of potential sites had been revised thereafter in accordance with the views given by Members at that time. Subsequently, EPD had respectively sought the advice of the departments to which the proposed buildings concerned belonged and conducted short-term air quality monitoring accordingly. The findings revealed that the representativeness of the proposed sites were similar. A summary of assessment findings (as set out in the paper and its annexes) indicated that Aberdeen Tennis and Squash Centre was the most suitable site for the establishment of a general AQMS in the Southern District. EPD’s consultant had also confirmed that the building structure, loading capacity,

7 building services, etc. of its rooftop met the requirements for establishing an AQMS. The Leisure and Cultural Services Department (LCSD) to which the building belonged had agreed in principle with the proposal of establishing an AQMS. He called on Members’ support for the site proposed by EPD.

16. Mr TSUI Yuen-wa supported the proposed site and said that consultation had been conducted with the owners’ corporation of the residential estate next to the proposed site (i.e. Ocean Court), during which the owners’ corporation were informed that no pollutant would be emitted from the AQMS during its operation. The owners’ corporation stated that a meeting would be convened to discuss this matter. He asked EPD to follow up his enquiry and brief residents on works details in case the owners’ corporation raised comments in due course.

17. Mr LEUNG Wai-man thanked Mr TSUI Yuen-wa for liaising with the Incorporated Owners of Ocean Court previously, and said that if there was any comment from the owners’ corporation concerned later on, EPD would follow up accordingly.

18. In closing, the Chairlady said that the Committee in principle agreed with the establishment of an AQMS on the rooftop of Aberdeen Tennis and Squash Centre by EPD. She asked EPD to follow up the situation referred to by Mr TSUI Yuen-wa, and thanked EPD representatives for attending the meeting.

Agenda Item 4: Removal of Rubbish Bins from Country Parks (Item raised by Mr Paul ZIMMERMAN) (CATC Paper No. 52/2017)

19. The Chairlady welcomed the following representatives from the Agriculture, Fisheries and Conservation Department (AFCD) to the meeting:

(a) Dr LUK Chun-yin, Country Parks Officer (SD); and

(b) Miss CHAN Ching-han, Country Parks Ranger Services Officer (SP).

20. The Chairlady said that the agenda item was raised by Mr Paul ZIMMERMAN and invited Mr Paul ZIMMERMAN to brief Members on the item.

21. Mr Paul ZIMMERMAN said that he supported AFCD’s plan to remove all rubbish bins along hiking trails in country parks by the end of this year, but opined that AFCD should at the same time ensure proper disposal of litter brought by park visitors. He displayed the photos of 20-odd hiking trail entrances / exits shown in PowerPoint presentation (PowerPoint 2). A number of such locations were outside the country parks. AFCD should therefore coordinate with the Food and Environmental Hygiene Department (FEHD) to ensure that there were suitable rubbish bins which were animal and storm proof at the entrances / exits of hiking trails with high utilisation rate and close to public transport facilities. Moreover, he advised AFCD to display notices at appropriate locations to notify visitors of the designated locations for rubbish disposal. He hoped that Members would support AFCD’s plan and AFCD would strengthen its coordination with FEHD to ensure effective implementation of the programme.

22. Dr LUK Chun-yin said that to raise public awareness of environmental protection and encourage country park visitors to take their litter away from country parks, AFCD rolled out the “Take your Litter Home” public education programme and planned to remove the litter containers and recycle bins currently placed along hiking trails in country parks. Nevertheless, litter containers and recycle bins would be retained at suitable locations, such as the major entrances of country parks, etc. Furthermore, litter containers and recycle bins at barbecue sites and other recreation sites would be retained to satisfy the needs of country park visitors. After the removal of litter bins and recycle bins along hiking trails, warning signs and advisory notices and banners would be erected at suitable locations to inform the public of the programme and advise them to take their litter away.

23. The Chairlady, Mr AU Lap-sing, Mr LO Kin-hei, Mrs CHAN LEE Pui-ying, Mr CHU Ching-hong, JP, Mr CHAI Man-hon, Mr CHU Lap-wai, Ms LUI Sze-mei, Ms CHEUNG Sik-yung, MH and Mr Paul ZIMMERMAN raised the following comments and enquiries:

(a) a number of Members supported the plan. Several Members suggested that AFCD place more waste separation bins at the entrances / exits of country parks and retain rubbish bins as appropriate, such as those adjacent to public toilets, etc.;

(b) a Member opined that as compared with the , there were not enough banners publicising “Take your Litter Home” at the entrances / exits of country parks in the Southern District. The design of the banners also required improvement. It was also hoped that more conspicuous advisory notices would be erected at the entrances / exits of hiking trails to help visitors dispose their litter at designated locations;

(c) a Member said that apart from rubbish bins, she was also concerned about whether there were sufficient facilities such as rain shelters and seats for use by visitors;

(d) some Members said that the starting / terminal points of hiking trails very often were not located within the country parks under the purview of AFCD. For this reason, when implementing the policy of removing rubbish bins, consideration should be given to places where the hikers would bring their rubbish for disposal, the availability of facilities for collecting rubbish in those places and the departments that were responsible for managing these facilities. If necessary, AFCD could first compile a list of the relevant locations for consultation with Members on issues such as the locations for reprovisioning of rubbish bins that had been removed. This could facilitate the subsequent coordination of AFCD with the relevant departments as well as the follow-up work;

(e) a Member opined that consideration should be given to extending AFCD’s policy of removing rubbish bins from the hiking trails to the hiking paths maintained using SDC funds under district minor works;

(f) a Member said that the design of the rubbish bins was of utmost importance to the effectiveness of rubbish collection and advised AFCD to improve the design of rubbish bins in the Southern District first as a trial run;

(g) a Member said that the general public seemed not to be aware of the “Take your Litter Home” programme. AFCD should give wider

publicity to the programme. Another Member stressed that publicity and education were equally important. The Government should allocate more resources to implement the programme in a gradual and orderly manner; and

(h) a Member said that among the photos of the entrances / exits of 28 hiking trails in the Southern District shown in his PowerPoint presentation (PowerPoint 2), four were within the confines of country parks managed by AFCD, whereas the remaining 24 were not within the purview of AFCD. Being accessible by public transport, those locations were suitable places to serve as refuse collection points as refuse collection vehicles could transport refuse from those locations. He opined that AFCD should actively liaise with the departments responsible for managing the locations, such as FEHD, on the reprovisioning of rubbish bins. Members might also provide help in case of any difficulty.

24. Miss CHAN Ching-han gave a consolidated response as follows:

(a) the purpose of the “Take your Litter Home” programme was to encourage the public to nurture the habit of taking their own litter away after visiting country parks. Litter bins along the hiking trails not only affected the natural landscape, the leftover food in the bins also affected the feeding behaviour of wildlife. Most of the litter found along the trails were tissues and plastic containers. Such litter was easily blown to the slopes or water bodies and became difficult to collect. Thus, with the gradual removal of litter bins along hiking trails, AFCD hoped to encourage hikers to develop a sense of responsibility towards the environment by taking their own litter away. The programme yielded satisfactory results, and the amount of litter collected had reduced by various degrees;

(b) AFCD rolled out the publicity and education programme through radio and television broadcast. It also recruited volunteers to convey the message to over 80 000 park visitors. AFCD was pleased to learn that most of the school and kindergarten students were aware of the idea of “Take your Litter Home”. AFCD would continue the education programme. Moreover, to instil a sense of

caring for the environment in the public, AFCD would also promote the idea of “waste reduction at source”, such as bringing one’s own bottle and towel instead of using disposable plastic bottles and tissue paper; and

(c) AFCD noted Members’ comments and would study the issue of improving the design and location of the banners.

25. Dr LUK Chun-yin gave a consolidated response as follows:

(a) during the implementation of the “Take your Litter Home” programme, apart from reducing the amount of litter left along hiking trails, AFCD also hoped to promote waste separation, waste recycling and waste reduction at source. AFCD has also exchanged experience with other government departments on waste management and recycling via relevant inter-departmental liaison platforms;

(b) he stressed that AFCD would retain the litter containers adjacent to barbecue sites, recreation sites and public toilets in country parks to satisfy the needs of country park visitors. Before removing litter containers, AFCD would display a notice on or near the container to inform public of the programme. AFCD would continue to monitor the conditions of hiking trails in country parks and would step up cleansing where necessary;

(c) AFCD would retain the litter collection facilities at major country park entrances and monitor the hygiene conditions of these entrances. For those entrances of footpath outside country parks, AFCD would keep liaison with the management of other departments with a view for proper waste management at these locations; and

(d) AFCD regularly reviewed their recreation facilities provided in the country parks including pavilions, rain shelters and seats, and would gauge the visitors’ needs for and satisfaction with the facilities inside country parks through questionnaires.

26. Mrs CHAN LEE Pui-ying said that as a large number of visitors visited the Dragon’s Back hiking trail, she considered it necessary to retain the recycle bin next to the public toilet at the hiking trail. Besides, she requested AFCD to provide a map showing the locations of litter containers that were to be removed for reference.

27. Mr LO Kin-hei raised an enquiry on the rules of order and requested FEHD to respond to Members’ comments and enquiries. Mr Paul ZIMMERMAN also said that FEHD ought to give a response.

28. Mr KUNG Ho-yuen responded that FEHD had noticed and was concerned about the collection of refuse in the vicinity of country parks. FEHD had arranged for frontline staff to closely monitor whether there was a significant increase of refuse at the entrances / exits of country parks and would take immediate cleansing actions where necessary. Moreover, FEHD would maintain close cooperation with AFCD.

29. Mr Paul ZIMMERMAN and Mr CHAI Man-hon further raised comments and enquiries as follows:

(a) a Member hoped that AFCD would give a written reply to the suggested locations for providing rubbish bins as shown in PowerPoint 2. He said he was willing to discuss the detailed arrangement of providing rubbish bins with AFCD and FEHD. Besides, using the signage erected by AFCD outside the country park at Big Wave Bay Village as an example, he said that AFCD should adopt the same practice and consider adding signage at the 20-odd locations for rubbish bins proposed by him to instruct the visitors how to dispose their rubbish. Finally, he pointed out that hiking trails were an important asset of the Southern District. Thus, the suggestions for improving the public facilities including the provision of more rain shelters and seats were worth considering. The issue of improving the public facilities in country parks could be studied and discussed at the appropriate working group or focus group meetings; and

(b) a Member said that the number of signage should be kept at a reasonable and appropriate level or else the public would feel annoyed. He agreed that AFCD could compile a list of hiking trail entrances / exits where rubbish bins should be provided and

coordinate with each relevant department. Members could also render assistance where necessary.

30. Mr LUK Chun-yin responded that AFCD would make reference to Members’ suggestions on locations for providing litter containers. Nevertheless, since some locations were access to those staircases for slope maintenance or unmaintained footpath, AFCD would review the suitability of the suggestions at these locations. AFCD would also consider and follow up on the suggestions for addition of signages and banners at suitable places.

31. In closing, the Chairlady requested the relevant departments to note Members’ comments and in particular reminded AFCD to consider enhancing the promotional effects of signage. She requested AFCD to compile a list of the entrances / exits of hiking trails in the Southern District and then review whether there were sufficient refuse collection facilities at those locations. In case any location did not fall within its purview, it should coordinate with the relevant departments such as FEHD to ensure that there were sufficient refuse collection facilities and make improvement where necessary. She hoped that the work could be completed by the end of this year and requested AFCD to submit the information to the Secretariat to be forwarded to Members for reference.

Agenda Item 5: Request for Improving the Design of Dog Excreta Collection Bins (Agenda item raised by Mr CHAN Fu-ming, MH, Dr MAK TSE How-ling, MH, Mr CHU Lap-wai and Mrs CHAN LEE Pui-ying) (CATC Paper No. 53/2017)

32. The Chairlady welcomed Mr LEUNG Man-chung, Senior Field Officer (Animal Management) Development 1 (Acting) of AFCD, to the meeting.

33. The Chairlady said that this agenda item was jointly put forward by Mr CHAN Fu-ming, MH, Dr MAK TSE How-ling, MH, Mr CHU Lap-wai and Mrs CHAN LEE Pui-ying, and asked them to brief Members on the agenda item.

34. Mr CHU Lap-wai said that SDC Members had occasionally received complaints from dog owners in Tin Wan and Stanley about the undesirable design of FEHD’s hand-operated dog excreta collection bins. He pointed out that in their attempt to open the dog excreta collection bins for disposal of dog excreta, often many dog owners were unable to properly hold the dog leashes at the same time, thus causing a great deal of inconvenience. Eventually, they had no choice but to dispose the dog excreta into ordinary type refuse collection boxes, leading to hygiene problem. He said that FEHD’s paper revealed that currently, there were a total of 142 dog excreta collection bins in the Southern District, and only five of them were pedal type. In view of this, he wished to know FEHD’s plan to phase out hand-operated dog excreta collection bins and the arrangements to be put in place by relevant departments in stepping up publicity and education efforts.

35. Mr LAU Wai-cheung said that FEHD would follow up on the proposed provision of additional pedal dog excreta collection bins and make improvement accordingly. He added that FEHD would determine which types of collection bins to be adopted having regard to the physical environment of the designated sites. For instance, hand-operated dog excreta collection bins would be placed on slopes and relatively narrow walkways. Besides, FEHD had provided 35 dog latrines in the district for dogs’ use. FEHD would conduct publicity and education activities in a continuous effort to remind dog owners of the importance of keeping the environment clean when cleaning up dog excreta. He welcomed Members to give input on the locations for installing pedal dog excreta collection bins.

36. Mr LEUNG Man-chung said that AFCD was responsible for disseminating the message of “Be a Responsible Pet Owner”, e.g. requiring dog owners to bring dog leashes and properly dispose of dog excreta when taking their dogs out for a walk. AFCD would also disseminate the message of proper disposal of dog excreta among dog owners through roving exhibitions, seminars for schools and residential estates, etc.

37. Ms CHAN Judy Kapui, Mr TSUI Yuen-wa, Mrs CHAN LEE Pui-ying, Ms CHEUNG Sik-yung, MH, Mr CHAN Fu-ming, MH, Mr CHU Lap-wai, Mr AU Nok-hin, Mr AU Lap-sing, MH and the Chairlady raised comments and enquiries on the subject as follows:

(a) a number of Members asked FEHD to modify the design of dog excreta collection bin. As hand-operated dog excreta collection bin was more vulnerable to the spreading of bacteria while pedal dog excreta collection bin was relatively sanitary and user-friendly, FEHD was urged to replace the former with the latter as soon as practicable. A Member asked when FEHD would implement this measure. Another Member asked whether the design of pedal dog extra collection bin was more innovative than hand-operated type; if so, whether pedal bins would be adopted should there be a need to provide new dog excreta collection bins in the future; and when hand-operated dog excreta collection bins would be phased out;

(b) regarding the design of pedal dog excreta collection bin, a Member asked whether it could be mounted onto the ground or wall, in order to avoid being flipped over by a gust of wind. Several Members pointed out that the existing pedal dog excreta collection bins were relatively bulky and their pedals were susceptible to damage, and asked FEHD to adopt pedal collection bins of relatively small size. Noting that pedal collection bins of similar size as hand-operated ones were available in the market, a Member asked FEHD to consider procuring pedal collection bins;

(c) a Member pointed out that dog excreta collection bin should be installed at a higher level or a bar should be fixed onto its lid to keep it out of reach of children;

(d) several Members said that many foreign domestic helpers were responsible for taking dogs out for a walk. They often paid little attention to the proper disposal of dog excreta. It was hoped that the departments concerned could step up publicity and education efforts among foreign domestic helpers;

(e) several Members requested FEHD to conduct an across-the-board review of the design of dog excreta collection bins and their designated locations, as well as removing those obsolete ones with low usage. A Member considered that FEHD should remove all hand-operated collection bins hung on chain link fences;

(f) a Member wished to know how FEHD would determine the quantities and locations of dog excreta collection bins, and how Members’ comments on the provision of pedal dog excreta collection bins would be followed up; and

(g) a Member asked FEHD to provide suitable quantities of dog excreta collection bins on the pathway near Heung Yip Path Pet Garden and the footbridge adjacent to Ocean Court respectively.

38. Mr LAU Wai-cheung responded that FEHD would, having regard to Members’ views, scrutinise the respective quantities and locations of the existing dog excreta collection bins, provide additional pedal dog excreta collection bins at suitable locations and consider adopting collection bins of relatively small size. Besides, FEHD would explore the feasibility of providing promotional materials in other languages in addition to the existing ones. He asked the Secretariat to assist in collecting site selection proposals on the installation of pedal dog excreta collection bins from Members for FEHD’s reference in due course.

39. Mr LEUNG Man-chung responded that AFCD’s promotional leaflets in five different languages, namely Chinese, English, Tagalog, Indonesian and Thai, were currently available. AFCD would consider stepping up its efforts in distributing the leaflets concerned to dog handlers and domestic helpers in residential estates, conducting publicity activities on its official website and mailing compact discs or letters to domestic helper agencies, in order to remind domestic helpers of matters requiring special attention when taking dogs on leash out for a walk, in particular encouraging them to have the dog excreta properly packaged before depositing into dog excreta collection bins.

40. In closing, the Chairlady asked the departments concerned to note Members’ expression of wish for proper use of dog excreta collection bins to improve street cleanliness and hygiene. After the meeting, Members might propose sites for installing dog excreta collection bins, if any, to the Secretariat for forwarding to the

17 department concerned.

Agenda Item 6: Progress Report of “Working Group on Environmental Protection and Hygiene” (CATC Paper No. 54/2017)

41. The Chairlady said that this agenda item was put forward by the Working Group on Environmental Protection and Hygiene (WGEPH). She asked Mr TSUI Yuen-wa, Chairman of WGEPH, to brief Members on the contents of the report.

42. Mr TSUI Yuen-wa said that regarding the second round of funding applications under the EPD’s “Community Participation Programme in Environmental Protection in Collaboration with District Councils”, WGEPH at its 7th meeting endorsed the recommendation of an application for a grant of $30,150 made by Tung Wah Group of Hospitals Complex for SDC’s consideration, with details set out at Annex to the paper. Besides, WGEPH had openly invited applications for participation in the “Green Promotional Stalls” of the Flower Show 2018 from local organisations and institutions, and a funding application made by Caritas Community Centre - Aberdeen had been received so far. WGEPH would seek its members’ approval for the joint presentation of the “Green Promotional Stalls” of the Hong Kong Flower Show 2018 with Caritas Community Centre - Aberdeen by way of circulation of papers.

43. The Committee noted the contents of the paper and endorsed the funding recommendation as stated in paragraph 4 of the paper.

Agenda Item 7: Any Other Business

New Year Gathering Banquet for the 18 Districts’ Neighborhood

44. The Chairlady said that The Hong Kong Federation of Youth Groups (HKFYG) had been implementing the “Neighbourhood First” community project since 2011, under which the ”Neighbourhood First Reunion Lunch” would be held before the Lunar New Year annually. Details were set out at Reference Paper 1. HKFYG would like to invite SDC to be the supporting organisation and provide sponsorship. As SDC normally would not grant funding for projects of this nature, the Chairlady asked Members whether they agreed that no sponsorship would be provided for the above activity. Nevertheless, SDC would be the supporting organisation of the above activity in accordance with the established practice.

45. The Committee approved that SDC would be the supporting organisation of the above activity without sponsorship.

Heritage x Arts x Design Walk Project

46. The Chairlady said that Hulu Culture would like to invite SDC to be the project collaborator of the “Hong Kong Jockey Club ‘Heritage x Arts x Design Walk Project’ x Eastern District, Southern District & Wan Chai”, and seek permission to display the SDC logo on publicity materials. The project had already commenced on 1 April 2017, during which over 300 students had conducted community research, workshops, exhibitions and arts activities in respective districts. Details were set out at Reference Paper 2.

47. The Committee approved that SDC would be the project collaborator of the above project, and that the organiser was allowed to display the SDC logo on publicity materials.

Nomination of Representative as Member of Customer Liaison Group

48. The Chairlady said that the Hongkong Post (HKP) would like to invite SDC to nominate a SDC Member for appointment to its Customer Liaison Group (CLG) for 2018-2019, with details set out at Reference Paper 3. Mr LO Kin-hei said that from his experience as a CLG member on behalf of SDC for 2016-2017, he considered that the function of the CLG was not significant. He had a question as to

19 whether it was necessary for SDC to nominate a SDC Member for appointment to the CLG every two years in response to HKP’s request. The Chairlady thanked Mr LO Kin-hei for serving on the CLG on behalf of SDC for 2016-2017, and called for nominations for appointment to the CLG for 2018-2019. Mrs CHAN LEE Pui-ying encouraged fellow Members who had never served on the CLG to participate enthusiastically.

49. The Committee approved the nomination of Ms CHAN Judy Kapui for appointment as a CLG member.

2017 Southern District Age Group Athletic Meet

50. The Chairlady said that the “2017 Southern District Age Group Athletic Meet” jointly organised by Southern District Recreation and Sports Association and LCSD would be held at the Aberdeen Sports Ground at 10:30 a.m. on 3 December 2017 (Sunday), with details set out at Reference Paper 4. SDC was invited to send representatives to participate in the competition.

51. The Committee approved that Mr CHU Ching-hong, JP, Mr CHAI Man-hon, Ms CHAN Judy Kapui and Mr TSUI Yuen-wa would participate in the competition on behalf of SDC.

Performances by the 18 Districts at the 52nd Hong Kong Brands and Products Expo Fair

52. The Chairlady said that the 52nd Hong Kong Brands and Products Expo Fair (the Expo Fair) would be held between 16 December 2017 and 8 January 2018 at Victoria Park. The organiser would like to invite District Councils to send performing groups to perform in designated timeslots and an allowance of $3,000 would be provided to participating organisations, with details set out at Reference Paper 5.

53. Mr AU Lap-sing, MH said that over the past few years, SDC had engaged Chinese Dance Workshop to participate in this event, and its dance performance was well received by the audience. As such, it was suggested that Chinese Dance Workshop be invited to join the performances on behalf of the Southern District again.

The Committee approved the above arrangement. The Chairlady said that the Secretariat would approach Chinese Dance Workshop after the meeting to ask whether it would like to accept the invitation or not. Besides, should the organisation concerned require additional subsidy from SDC, the Committee could first endorse in principle a reserved allocation at this meeting, and the organisation concerned might seek funding approval thereafter. As SDC had to reply the organiser as soon as practicable, it was suggested seeking Members’ approval for the funding application concerned by way of circulation of papers in due course. The Chairlady supplemented that a subsidy of $8,000 had been granted to Chinese Dance Workshop for staging its performances at the previous Expo Fair.

54. The Committee approved to engage Chinese Dance Workshop in the performances by the 18 districts at the 52nd Hong Kong Brands and Products Expo Fair on behalf of the Southern District; endorsed in principle to earmark an allocation of $8,000 for the above organisation’s participation in the performances at the Expo Fair; and agreed to seek Members’ approval for the funding application concerned by way of circulation of papers.

(Post-meeting note: On 18 December 2017, the Committee endorsed a grant of $8,000 to Chinese Dance Workshop for participating in the performances at the Expo Fair.)

Vita Green Cycling for Health Marathon Challenge 2018

55. The Chairlady said that Vita Green Charitable Foundation would like to invite SDC to participate in the District Councils Cup of the 7th Vita Green Cycling for Health Marathon Challenge to be held on 28 January 2018 (Sunday). Each team should comprise three contestants, and one of them must be a SDC Member or a Co-opted Member. There would be no registration fee. Bicycles and helmets might be supplied by the organiser, subject to payment of rental fee at $120. Or alternatively, contestants might rent bicycles on their own. Details were set out at Reference Paper 6.

56. The Committee approved that Mr CHU Ching-hong, JP, Mr AU Nok-hin and Ms CHAN Judy Kapui would be tasked to participate in the competition on behalf of SDC.

Distribution of Lunar New Year Publicity Items

57. The Chairlady said that regarding the 2018 SDC calendars, couplets and lai see packets produced by SDC, the distribution of calendars was scheduled for 8 December 2017 (Friday) whereas that of Lunar New Year publicity items, namely couplets and lai see packets, was scheduled for 19 January 2018 (Friday). The Secretariat would notify SDC Members of the delivery arrangements in due course.

58. The Committee agreed to start distributing the Lunar New Year publicity items at 9:00 a.m. on the aforesaid date at SDO and SDC Members’ ward offices concurrently.

Nomination of Sports Ambassadors for Southern District

59. The Chairlady said that the Community Sports Committee and LCSD would like to invite two SDC Members to be Sports Ambassadors for the Southern District for a two-year term of office (i.e. 2018-2019), with a view to assisting in district-based sports promotion activities. Details were set out at Reference Paper 7.

60. Mr AU Nok-hin said that he had been a post-holder for several years, and suggested that other fellow SDC Members be invited to take up the post of Sports Ambassador. Mr LO Kin-hei noted that the SDC received similar invitations quite often, and commented that the SDC should not feel obliged to nominate its Members to join. Mr LAM Kai-fai, MH pointed out that those interested and suitable SDC Members might join the scheme, and recommended nominating Mr CHU Lap-wai as the Sports Ambassador. Mr CHU Lap-wai responded that he had been a post-holder in the past, and was willing to take up the post again. However, the post should be reserved for those SDC Members who had never assumed the post of Sports Ambassador before. He was of the view that Ms YAM Pauline was suitable for appointment to this post. As Ms YAM had already left the meeting, it was suggested that after the meeting, the Secretariat should ask Ms YAM whether she was willing to accept her nomination for appointment to this post or not; if not, he was willing to accept his nomination.

61. The Committee endorsed the nomination of Ms CHAN Judy Kapui for appointment as Sports Ambassador of the Southern District. As Ms YAM Pauline had already left the meeting, the Secretariat would ask Ms YAM after the meeting

22 whether she would accept her nomination for appointment as Sports Ambassador or not; if not, Mr CHU Lap-wai would be nominated instead.

(Post-meeting note: Ms YAM Pauline agreed to accept the nomination to be a Sport Ambassador for the Southern District.)

62. The Chairlady said that since 2012, the Working Group on Rehabilitation and Age-friendly Community in the Southern District (WGRAC) had staged the “傷 健 樂 繽 紛 共 融 在 南 區 ” (Social Inclusion Programme in the Southern District) annually. The event had been named the gold prize of the “International Day of Persons with Disabilities (IDPD) 2017 Outstanding Community Inclusion Promotion Programme” by The Hong Kong Council of Social Service (HKCSS), which would be presented in the central ceremony of the IDPD on 3 December 2017 (Sunday). HKCSS would like to invite a local representative to attend an interview in any one of the designated timeslots between 27 and 30 November 2017, and the feature story would be published in a special supplement on IDPD in Ming Pao Daily News on 10 December 2017.

63. The Committee approved that Mrs CHAN LEE Pui-ying, Chairlady of WGRAC, would be tasked to attend the interview on behalf of SDC.

Following up on Undergrowth Cutting Work for Footpaths in the District

64. Mr CHAI Man-hon enquired about the progress of follow-up action on undergrowth cutting work for footpaths in the district.

65. The Chairlady invited the regular representative of FEHD to respond.

66. Mr LAU Wai-cheung responded that tentatively, FEHD would step up its undergrowth cutting work for footpaths in the vicinities of Road, Wah King Street, Victoria Road, Bridge Road and the tennis courts in Aberdeen in phases.

67. The Chairlady requested FEHD to give a written reply to the Secretariat after the meeting, with a view to facilitating the Committee’s follow-up action when necessary.

Post-meeting Supplementary Information: FEHD’s weed-cutting work progress

Since 1.11.2017, FEHD has requested the new street cleansing contractor to increase resources in phases and routine manner to enhance their work on clearing weeds grown from crevices between paving bricks and from the roadside. FEHD completed the weeds removal work at Wah King Street, Pokfulam Road near Ebenezer School, Horizon Drive at Chung Hom Kok, at Victoria Road, and Apleichau Promenade. FEHD will continue to arrange the weeds removal work at aforesaid locations and other locations where overgrown weeds had affected the street sweeping work.
