    A chara – Comhdháil Oileáin na hÉireann, established in 1984, is the representative body for Ireland’s off-shore Islands and as such would like to make a submission to the National Planning Framework. We would like to stress that it is vital that all national planning and policy decisions be mindful of the unique geographical, social, heritage, language and demographics of the Islands: many times well-intentioned schemes and programmes devised without Island consultation simply do not work. And while it is true that, “Safe and regular access to the offshore islands has been significantly advanced in recent years through passenger and cargo ferry services or new or significantly upgraded pier and landing facilities. This capital investment, in both infrastructure and services, continues to support the sustainability of island communities” (NPF draft document pg 62) there is no core funding program for the Islands in place so CDP’s and Co-Ops cannot realistically plan into the future. Additionally, funding to the community development groups and Co-ops has been severely cut over the years, so much so that many services have had to be cut. Please see the attached documents that set out Comhdháil Oileáin na hÉireann policies and actions into the future. It includes Killary Harbour, Clew Bay, Black Sod Bay, Belmullet, and the islands of Inishbofin, Inishturk, Clare, Achill, and the Inishkeas. It is an area of incomparable charm and natural beauty where mountains come down to the sea unspoilt by development. It is also an area without marinas, or easy access to marine services. Self-sufficiency is absolutely necessary, along with careful navigation around a rocky lee coastline in prevailing westerlies. A vigilant watch for approach of frequent Atlantic gales must be kept. Inishbofin is reported to be the most common stopover of visiting foreign-flagged yachts in Ireland, of which there are very few on the West coast. Accordingly, Kilsaran has an intimate knowledge of terrestrial planning framework as it pertains to the sourcing and delivery of essential construction raw materials and concrete manufactured products. Kilsaran formed part of a group of companies that participated in the IMAGIN1 Project. The overall aim of the IMAGIN project was to facilitate the evolution of a strategic framework within which the exploitation of marine aggregate resources from the Irish Sea may be sustainably managed with minimum risk of impact on marine and coastal environments, ecosystems and other marine users. IMAGIN identified significant deposits of sand and gravel in the Irish Sea. The majority of the approximately 8,274 records documented have not been published previously. Four species: Chironomus (Chironomus) lacunarius Wülker, 1973, Parachironomus danicus Lehmann, 1970, Tanytarsus dibranchius Kieffer, 1926 and Tanytarsus nemorosus Edwards, 1929 are reported as new to the Irish chironomid checklist.
