The Right Worshipful the Mayor welcomed, in particular, Alderman W J Dillon who was present at the meeting following a significant period of ill health. There was a round of applause from everyone in the Council Chamber as an expression of good wishes to Alderman Dillon. In response Alderman W J Dillon expressed thanks and appreciation to The Right Worshipful the Mayor for his kind words, and to everyone who had visited him in hospital or at home, sent cards or text messages. The Right Worshipful the Mayor requested that all mobile phones be switched off or put on silent for the duration of the meeting. Local Authorities have a duty under the Environment Act 1995 and subsequent regulations to review and assess air quality in their areas on a periodic basis so as to identify all areas where the air quality objectives are being or are likely to be exceeded. A phased approach has been adopted for the review and assessment process so that the level of assessment undertaken is commensurate with the risk of an exceedence of an air quality objective. An updating and screening assessment (USA) is required to be prepared every three years by all local authorities in the UK. The last updating and screening assessment of air quality was undertaken in 2012 and the next is due by the end of April 2015, with two interim progress reports. The Right Worshipful the Mayor advised that the Youth Council had been invited to a reception in the Mayor’s Parlour following the meeting and that Members were also invited to come along and engage with the Youth Council. The Right Worshipful the Mayor requested that all mobile phones be switched off or put on silent for the duration of the meeting. The Director of Service Transformation outlined the evacuation procedures in the case of an emergency. Councillor R Carlin entered the meeting at 7.06 pm.
