5. a) Summary of operation (Describe purpose, nature and location of all activities.) DND proposes to conduct Operation Nanook one of three annual northern sovereignty operations. Tile communities of rnuvik and Port Smith will serve as operations bases for the following activities: lnuvik: Command and control of the operation will be out of the Midnight Sun Complex in Inuvik with the airport acting as the hub for support of this operation. A significant number of military aircraft wi ll be operating out of the airport including C-177 Globemasters and C-130 Hercules for airlift into and out of lnuvik; CP-140 Aurora for surveillance; and CH-146 Griffon and CH-147 Chinook helicopters. CC-138 Twin-Otters and contracted helicopters for transportation Military personnel will use the Personnel Accommodation Building for accommodations and eating. The existing infrastructure will be augmented with tents in the town of Jnuvik. The Midnight Sun Complex is also planned for use as additional office space. A small arms range will be conducted in the vicinity of lnuvik at the Top of the World Sporting Association. Fort Smith: An army company will deploy here to conduct safety tasks in a wildfire response scenario. They will establish a small camp in the vicinity of the airport and conduct aid to civil power tasks in support of Public Safety within the community. Some additional training may be conducted in the vicinity of the airport.

Total water requirement for the whole operation for rnuvik is estimated to be 175 cubic metres and for Fort Smith to be approximately 7 cubic metres. Local vendors will be contracted to supply this water. DND's assumption is that the vendor will be sow·cing the municipal's water system and is responsible for obtaining any additional water licensing requirements.

Roads: No roads or trails will be constructed for this operation, only existing roads and trails will be used.

GENERAL

Operation NANOOK 2015 is the centerpiece of three sovereignty operations conducted annually by the (CAF) in Canada’s North in August. Operation NANOOK 2015 is also the key whole of government (WoG) operation for the North, and provides the opportunity to strengthen links with WoG partners, enhancing cooperation and facilitating CAF support in response to future threats and hazards. The engagement of WoG partners provides other departments and agencies the opportunity to examine their own plans, processes and relationships. This year’s Operation NANOOK will be conducted from 19 to 29 August out of Inuvik, Tuktoyaktuk, Sachs Harbour, Ulukhaktok and Fort Smith and will feature three scenarios. There will be a table top exercise of an oil spill response conducted in Inuvik with a community training portion in Ulukhaktok over the course of 19 to 27 August. A security scenario conducted out of Tuktoyaktuk and Banks Island over the course of 19 to 25 August. An aid to a Request for Assistance scenario in Fort Smith will be conducted in Fort Smith over the course of 23 to 28 August. There will be significant command, control and support activities operating out of Inuvik. These will occur in military and rented facilities as well as a temporary camp.

INUVIK

The Operation will be supported out of Inuvik. The bulk of activities will occur at the Midnight Sun Complex, including the vacant land directly in front of the complex to serve as the Forward Operating Location (FOL) and the Green Hangar at Mike Zubco Airport. An advance party will arrive at the community beginning 27 July 15 to begin preparations for Operation Nanook.

Command and control of the operation will be out of the Midnight Sun Complex in Inuvik with the airport acting as the hub for support of this operation. A significant number of military aircraft will be operating out of the airport including C-177 Globemaster, and C-130 Hercules for airlift into and out of Inuvik; CP-140 Aurora for surveillance; and CH-146 Griffon and CH-147 Chinook helicopters, CC-138 Twin-Otters and contracted helicopters for transportation of personnel and supplies to and from remote sites. This will include significant helicopter slinging operations. Military personnel will use the Personnel Accommodation Building (PAB) for accommodations and eating. The existing infrastructure will be augmented with a tented camp in the town of Inuvik on the vacant land directly in front of the Midnight Sun Complex. The Midnight Sun complex is also planned for use as additional office space.

A small arms range will be conducted in the vicinity of Inuvik at the Top of the World Sporting Association. The local area will also be used for rehearsals in advance of deploying forward to remote sites. This dismounted training is likely to occur on the ski club trails.

TUKTOYAKTUK

Tuktoyaktuk will serve as a forward operation base (FOB) for an army company. The company headquarters along with elements of the air task force and a dive team will operate out of the BAR-3 North Warning System (NWS) site and James Gruben airport.

BANKS ISLAND

An army platoon will operate out of Sachs Harbour. They will establish a platoon camp within the hamlet and conduct patrols by ATV and dismounted within the local area.

If weather and ice conditions permit, a small patrol will move by Maritime Coastal Defence Vessel to the area of Blue Fox Harbour. A party of 8 to 12 persons will go ashore using a Rigid Hull Inflatable Boat (RHIB) to establish an observation post for 12 to 36 hours before being recovered by the Maritime Coastal Defence Vessel (MCDV).

A further patrol of approximately eight people on ATVs will leave Sachs Harbour on the dirt road going west into the bird sanctuary to the point in the attached diagram. They will follow the proposed route and take positions of observation on the two 40m hills where they can view the entire Southwestern corner of the sanctuary. They will follow the route noted below, on the hard surfaces along the shore, avoiding any wetland. The entire visit should not take more than four hours. Weapons will be for predator control only and they will not be conducting any dismounted training. The intent is to go into the sanctuary to observe the location from the hills in the south only.

REMOTE NWS SITES

The army will deploy platoons forward to remote NWS sites where they will conduct security tasks. BAR-3 in Tuktoyaktuk will be used as a forward operating location for a company headquarters and aviation support. They will move by air to BAR-DA1, BAR-E and BAR-4. In the event that weather conditions are more favorable, BAR-BA3 and PIN-M may be used. They will conduct local defence and security tasks as well as dismounted and ATV patrols in the local areas.

ULUKHAKTOK

The will conduct training with the local community in marine oil spill response. This will include working with the spill response kits that the Coast Guard has in many communities throughout the region.

FORT SMITH

An army company will deploy to Fort Smith to conduct safety tasks in a wildfire response scenario. They will establish a small camp in the vicinity of the airport and conduct aid to civil power tasks in support of Public Safety within the community. Some additional training may be conducted in the vicinity of the airport.

ENVIRONMENTAL CONSIDERATIONS

It is important to note that DND operates under strict environmental guidelines. In and out clearances will be conducted at each location used for resupply or bed down. Digital images of locations will be taken during and after use and will be included in the Post-Operation Environmental Report. Some of the environmental protection measures that will be implemented include but are not limited to:

All CAF personnel will be briefed with respect to general environmental awareness, including spill response and reporting procedures;

All hazardous materials, fuel storage, generator and vehicle parking areas are subject to inspection by environmental support staff. All involved elements will appoint an environmental representative, accountable for the supervision of best environmental practices;

All hazardous materials and fuel will be stored in approved storage containers and facilities, including compliant secondary containment;

Generators will be placed within suitable containment throughout the operation, and will be emptied for transportation;

Local treatment systems and municipal landfill or incineration will be used for the disposal of human waste wherever possible. Waste generated by personnel on the land will be bagged and packed out for appropriate disposal;

Local landfill or incineration will be used for the disposal of combustible waste. Disposal will occur in accordance with Territorial and Municipal regulations (waste will be handled by contract);

Local landfill, incineration or recycling centres, where available, will be used for the disposal of non-combustible wastes. Disposal will occur in accordance with Territorial and Municipal requirements (waste will be handled and disposed by contract); and

Hazardous waste will be appropriately packaged and transported to a suitable facility for disposal, in accordance with appropriate regulations – provided by an approved third party waste disposal facility if required.

Permitting process requires detailed information regarding the nature and locations of the operation. The information contained in this document is all known at the time of production. Minor variances may occur during the conduct of the operation. Such variances will be captured in a post-operation Environmental Report and will include the precise locations used during the operation, along with an overall review of the execution.

The following is a list of potential impacts that could result from the proposed activities:

Activity and vehicle traffic from the proposed activities is expected to increase ambient noise levels and may also cause minor disturbance to the wildlife within the vicinity of activity locations. However, since there will be local accompanying all patrols, and all activities will be temporary, impacts are expected to be minimal.

Vehicles involved in the operation will release particulate into the atmosphere and contribute to greenhouse gas emissions. Air quality in the vicinity of activities may be temporarily reduced due to the increased fumes. However, due to the relatively short duration of the activity, and the use of new, lower emission vehicles, impacts to the atmosphere are expected to be minimal.

Despite direction to ensure that all waste material is to be properly contained and transported back to municipal facilities for disposal, the potential exists for waste material produced during the Operation to litter property or be windblown onto surrounding locations. However, every effort will be made to ensure this does not happen, therefore the impact is considered to be easily mitigated and insignificant.

Should a fuel leak and/or spill occur from vehicles, equipment, etc, the possibility exists for contamination of ground water resources, soil and/or surface water. However, all units traveling on the land will have spill cleanup supplies, and will be instructed on their use; therefore the potential for a malfunction and/or accident to cause any significant impact is low.

While there is potential for activities to impact the environment, mitigation measures have been established to minimize their significance. These mitigation measures, include, but are not limited to:

An environmental brief will be provided to personnel involved in the exercise to ensure they have the required general level of environmental awareness and knowledge, and are aware of requirements related to wildlife prevention, response and reporting.

Vehicle movement will be restricted in sensitive areas. In the event that established trails are impassable, personnel will be instructed to use alternate routes for as limited a distance as necessary.

Individuals will be tasked to ensure that waste material and litter is collected on the site prior to departing the camp location. All waste produced on site will be packed out to municipal facilities for proper disposal.

In order to prevent any unnecessary wildlife encounters, all waste will be appropriately contained, stored and removed from the sites as soon as possible.

Personnel will be made aware of the potential for threats from local wildlife and instructed to avoid encounters or disrupting any wildlife unless absolutely necessary.

All noise making activities will be limited to occur as infrequently as possible.

Vehicles and equipment will be maintained in good repair to prevent leakage of fluids and fuel.

When in built up area, all vehicle/equipment refueling will occur at a commercial, municipal or prepared site.

Use of spill containment items including drip pans or mobile plastic berms will be maximized during refueling.

All fuel storage systems and containers used in the proposed operation will be transported, stored, protected and handled according to proper legislation, regulation, codes and guidelines.

HAZMAT prevention/response resources (spill pans, hydrocarbon spill pads, absorbal etc) will be available and ready for use if required. Spill kits will be specifically located at all fuel storage areas, vehicle maintenance areas and refueling areas.

Photographs will be taken of all training location sites, and temporary camp locations before during and after use.

Based on all the information available regarding the proposed operation and the surrounding environment, if designed and carried out using the knowledge of the local Canadian Rangers in to addition to the identified mitigation measures, and follow-up programs and monitoring, the operation is not likely to cause any significant effect on the environment.

Despite best efforts to identify all bivouac and fuel cache locations, it is entirely possible that the locations identified will differ from those identified below. Op Boxes will be provided to those participating in the operation to ensure that all activities identified in this application occur within the boundaries identified in the Op Boxes and ideally at the specific locations identified.

CANADIAN ARMED FORCES PERSONNEL BY LOCATION

CAMP DETAILS

INUVIK MAIN CAMP The main camp will be primarily within the municipal boundaries of Inuvik. Operations will be mounted from the Forward Operating Location (FOL) and the Green Hangar at Mike Zubko airport. The bulk of military personnel in Inuvik will be situated in a tented camp at the site of the recently demolished Sir Alexander Mackenzie School with some personnel in the PAB at the airport. There will be some transient accommodation within the Midnight Sun Complex.

TUKTOYAKTUK The camp will be located on the BAR-3 NWS Site. It will consist of a company headquarters, divers from the RCN and the crews and maintainers for three Griffon helicopters for a total of approximately 100 personnel. Personnel will be accommodated in two, four and ten person tents with larger tents to be used as workspaces. The helicopter themselves along with the barrelled aviation fuel will be located at James Gruben Airport. Waste will be disposed of by contract into municipal facilities.

NWS SITES Small camps will be established on the NWS sites. These will consist of 20-40 personnel in small two, four and ten person tents flown in by helicopter, Twin Otter and Buffalo aircraft. All waste will be backhauled for disposal in municipal facilities.

SACHS HARBOUR A small camp will be established on the beach in Sachs Harbour. This will consist of an estimated 38 personnel in small two, four and ten person tents flown in by air. All waste will be disposed of in municipal facilities.

FORT SMITH The camp in Fort Smith is planned to be located in the vicinity of the airport. The exact location remains to be confirmed. It will consist of a company of approximately 100 personnel. Waste will be disposed of by contract into municipal facilities.
