BIOGRAPHICAL NOTE

William Arceneaux was born in Scott, Louisiana on August 19, 1941. He received a B. A. in history from University of Southwestern Louisiana in 1962, a M. A. in United States and southern history from Louisiana State University in 1965, and a Ph.D. in Latin American history and politics from Louisiana State University in 1969. From 1972 to 1975, he was the executive director of the Louisiana Coordinating Council for Higher Education. In 1975, he was named as the commissioner of higher education for the Louisiana Board of Regents, in which capacity he served until 1987. From 1987 to 2007, he served as the president of the Louisiana Association of Independent Colleges and Universities.

Arceneaux was involved in additional professional organizations as well. In many instances, he chaired or served on the organizations’ board of directors. These include:

He also served on the board of the Student Loan Marketing Association, or Sallie Mae (1981-1997). President Bill Clinton appointed him chair of that group in 1993, a position he held until 1997.

SCOPE AND CONTENT NOTE

This collection primarily documents the professional activities of William Arceneaux as a higher education official and policy maker in Louisiana and as a participant in efforts to preserve and promote French language and culture in Louisiana. Materials are largely textual, comprising correspondence, his personal files from professional and civic organizations and boards in which he participated or served in a leadership role, speeches, scrapbooks, personal papers, photographs, printed items, and artifacts. Records and documents related to the following organizations are found throughout the collection, though they are primarily centered in the ―Professional Organizations‖ series:

Series I: Correspondence, 1972-2007, undated (1.5 linear feet)

Arranged chronologically.

Arceneaux’s correspondence primarily relates to his professional life in higher education organizations and bodies, Sallie Mae, and the Council for Development of French in Louisiana. Additionally, letters include details of Arceneaux’s speaking engagements at civic organizations, colleges, and universities (1972-1989), attending education conferences (1974-1985), conducting research projects (1981, 1985, 1999-2001), and making donations to political campaigns, colleges, and universities (1992-2007). He was particularly active in Mary Landrieu’s gubernatorial campaign, and that interest is also represented in his correspondence. Letters also pertain to the impact of Hurricane Katrina on Louisiana’s educational system (2005-2006). Thank you letters and holiday greeting cards (1981-2007) are also present in this series. Originals signed by politicians Senator J. Bennett Johnston, Senator John Breaux, Representative Cleo Fields, President Bill Clinton, Mary Landrieu as state treasurer and senator, Senator Tom Daschle, Lt. Series II: Printed Items and Graphic Materials, 1965, 1970-2007, undated (1.25 linear feet)

This series is comprised of business cards, certificates, clippings, invitations, photographs, and printed items. Business cards are primarily those of professionals associated with Arceneaux, many from Louisiana. Certificates largely represent Arceneaux’s achievements in Louisiana higher education. Clippings primarily cover topics related to higher education in Louisiana and the United States. Topics also include Arceneaux’s speaking engagements and reviews of his book No Spark of Malice. Photographs include professional headshots of Arcenaux as well as candid images of him in individual and group settings. Many photographs were taken at professional gatherings. Some photographs contain details on reverse written by Arceneaux. Printed Items largely consist of invitations and programs for events related to higher education in Louisiana. Speeches primarily cover subjects related to higher education, though a small number relate to the French language in Louisiana and Cajun culture. Speeches were delivered by Arceneaux at academic commencements, academic convocations, educational conferences, and civic organization meetings. Also contains note cards and research materials.

Series V: Professional Organizations (9.5 linear feet)

This series consists of material related to professional organizations to which Arceneaux belonged. Many of these groups relate to his background in the field of education and the preservation of the French language in Louisiana. Within each subseries ―Business Papers‖ typically include documents created or used in conducting the business of the organization such as resolutions, policies, reports, mailing lists, information packets, and Arceneaux’s oaths of office.

Subseries 1: Association Des Universités Partiellement Ou Entièrement De Langue Française, 1981-1987, undated The Association Des Universités Partiellement Ou Entièrement De Langue Française is an organization devoted to promoting international understanding and strengthening ties between the French speaking countries and provinces of the world and French speaking universities. Arceneaux led an American delegation to the organization’s meetings in 1984 and 1987. Materials consist of correspondence and business papers. Originals signed by politicians Senator Russell Long and Senator Cliff Newman placed in vault.

Subseries 2: Commission on French as a Second Language, 1966, 1980-1983, undated The Commission on French as a Second Language was established to review the status of French language instruction at all levels of education within the state of Louisiana. Arceneaux served as a member of the organization. Materials consist of correspondence, minutes, reports, and business papers. Original signed by Governor Treen placed in vault.

Subseries 3: Consortium for Service to Latin America, 1982-1997, undated The Consortium for Service to Latin America is a private, non-profit corporation of Louisiana’s public and independent colleges and universities formed in order to provide Central American citizens with access to the state’s higher education programs. Arceneaux served as chairman of the organization’s board of directors. Materials consist of correspondence, memos, minutes, business papers, printed items, and clippings.

Arceneaux served on the organization’s board of directors. Materials consist of correspondence, minutes, by- laws, business papers, and printed items. Topics include issues related to the board of directors, the teaching of French in Louisiana, and French immersion programs. Originals signed by State Senator Jay Dardenne and Governor Mike Foster placed in vault.

Subseries 5: Louisiana Association of Independent Colleges and Universities, 1987-1996, 2004-2006 The Louisiana Association of Independent Colleges and Universities is an association representing regionally accredited private four-year colleges in Louisiana. Arceneaux served as the president of the organization. Materials consist of correspondence and business papers. Subseries 6: Louisiana Board of Regents, 1973-2003, undated The Louisiana Board of Regents coordinates all public higher education in Louisiana. Arceneaux served as the Commissioner of Higher Education from 1975 to 1987. Materials consist of correspondence, business papers, and printed items.

Subseries 7: Louisiana Educational Television Authority, 1989-2007 The Louisiana Educational Television Authority operates the Louisiana Public Broadcasting television network and seeks to provide educational and culturally informative television programming. Arceneaux served on the board of directors and was chairman of the board in 1992 and 1993. Materials consist of correspondence, minutes, printed items, clippings, and reports.

Subseries 8: Louisiana Historical Association, 1974-1986 The Louisiana Historical Association is an organization that works to preserve the state’s historical legacy. Arceneaux served on the organization’s board of directors. Materials consist of correspondence, minutes, and business papers. Topics covered include issues related to the board of directors as well as discussions of programs and annual meetings.

Subseries 9: Louisiana State Museum, 1978-1980, undated The Louisiana State Museum is an historical agency established to collect, preserve, and present materials illustrating the historical development of Louisiana and its people. Arceneaux served on the organization’s board of directors. Materials consist of

Arceneaux served as a member of the organization. Materials consist of business papers and printed items.

Subseries 11. Sallie Mae, 1981-1997 Sallie Mae (Student Loan Marketing Association) is a college student loan company. Arceneaux served on the board of directors from 1979 to 1997, and chair from 1993 to 1997, having been appointed to the post by President Bill Clinton. In 1997, Arceneaux played a leading role in transforming the organization to a fully-private, re-chartered corporation. Materials consist of correspondence, minutes, clippings, printed items, business papers, meeting packets, and printed items.

This series consists of material related to civic organizations to which Arceneaux belonged. Many of the groups are Baton Rouge organizations for which Arceneaux served on the board of directors. This series includes material related to Arceneaux’s personal activities. Biographical information consists of curriculum vitae and resumes (1973-2007) as well as directory listings (1973-1986). Political Campaigns contain materials related to Arceneaux’s involvement with political campaigns. Topics include fundraisers and hosting informational meetings on candidates. Campaigns represented in the series are the Louisiana gubernatorial campaigns of Edwin Edwards (1968-1971) and Mary Landrieu (1994-1996) and the presidential bids of Birch Bayh (1973-1976), Dick Gephardt (1987- 1988), Al Gore (2000) and John Kerry (2004).
